Working with Phare

Phare programmes and their financing are decided on the basis of Financing Memoranda agreed between the European Commission and the authorities of each candidate country. These are accompanied by project fiches that list the detailed projects. Detailed information on National Programme, Multi-country or Cross Border Co-operation financing memoranda and project files  is available online.

Phare contracting (as for ISPA and SAPARD) is governed by the rules outlined in the ‘Practical Guide to contract procedures financed from the general budget of the European Communities in the context of external actions’ which is available online at the Europe Aid website where it is also possible to search for specific details of all open and closed Phare and ISPA projects.

It is important to note that although 2003 was the final programming year for Phare in the new Member States acceding to the European Union in 2004, contracting for Phare projects in these countries is expected to continue till 2005, with payments due to run till 2006. Also, Phare programming will continue as before in both Bulgaria and Romania, with a substantial increase in the financial allocations to the Phare programme in these countries for the 2004-6 programming period.
