Since 2007 the former Yugoslav Republic of Macedonia has received EU financial aid under the instrument for pre-accession assistance (IPA). The allocation for 2008 totals €70.2 million.
Here are some highlights of the EU's pre-accession assistance to the former Yugoslav Republic of Macedonia:
- Further strengthening of the judiciary: The project purpose is to support the implementation of an investigative database in the field of organized crime and corruption, to further strengthen the institutional capacity of the Academy for Training of Judges and Public Prosecutors, and to strengthen capacities for the implementation of the Reform on the juvenile justice. This project accounts for €1.6 million.
- Integrated border management: The overall objective of the project is to further strengthen the integrated border management capacities in accordance with the European Schengen standards. The project purpose is to improve the existing radio communication system and upgrading the country's border posts. This project accounts to €5.95mn.
- Democracy and fundamental rights: The objective of this project is to enhance the institutional capacity of the beneficiaries that have a key role in ensuring further transparency and accountability of the Government vis-à-vis the citizens in protecting their fundamental rights. The project purpose is to provide technical and material assistance to prioritised institutions, including the Parliament, the Directorate for Personal Data Protection, the Ombudsman, and the Unit for the implementation of the Roma Strategy, which have a key role in ensuring appropriate levels of transparency and accountability and protecting the fundamental rights of the citizens. This project amounts to €2.4 million.
- Acquis communautaire: The overall objective is to contribute to sustainable development in the country by strengthening the administrative capacities to enforce environmental legislation. The project purpose is to strengthen the administrative capacities of central and local government in the area of environmental management, through drafting of laws and implementing regulations aligned with the EU Environmental Directives and their implementation, specifically in the fields of ambient air quality and waste management. This project amounts to €3.1 million.

Annual or multi-annual programmes (depending on the component) are designed in accordance with the strategic MIPDs. They are adopted by the Commission following consultation with the beneficiary countries and other stakeholders. They are implemented in one of three ways: by centralised assistance is managed by the Commission Headquarters in Brussels , decentralised assistance is managed by the authorities of the beneficiary country as a result of an accreditation process carried out by the Commission or shared assistance is managed by the authorities of one of the Member States participating in the cross-border programme management.
In the past, the EU has provided support to the former Yugoslav Republic of Macedonia under a variety of financial instruments, including Community Assistance for Reconstruction, Development and Stabilisation (CARDS).

One part of the assistance (Component I) focuses on implementing the main priorities of the European partnership. In particular it involves investment and measures aiming at institution building, as well as transition and stabilisation measures still necessary in the Western Balkans. It is delivered through annual national and multi-beneficiary programmes.
The other part of the assistance (Component II) supports cross-border cooperation activities between the former Yugoslav Republic of Macedonia and EU member states as well as with a potential candidate country, i.e. Albania. It also helps the country to participate in the European Territorial Co-operation trans-national programme 'South-East Europe'.

Human Resources Development Operational Programme
The purpose of support under the Instrument for Pre-Accession Assistance (IPA) programme is to help candidate and potential candidate countries and territories – the Beneficiaries – to progress towards fully meeting the Copenhagen political and economic criteria as well as adopting and implementing the EU acquis. The Multi-beneficiary actions will complement and add value to the support given under the National Programmes.
