Communications guidelines
D Specific guidelines per type of item to be produced


Note these four simple and general rules for any and all communications materials coming out of Agency-managed projects and programmes.

 

Technical specifications

Colours
     Pantone Blue (reference 281, Reflex Blue is a possible option)
     Pantone Yellow (reference 129)

Fonts
     Helvetica Neue, with the following font size for a template logo of 100x100mm (please adjust sizes accordingly):
     ‘Provided by’ or ‘Funded by’: Helvetica Neue, white, 11-point
     ‘European Union’: Helvetica Neue, white, 20-point
     ‘European Agency for Reconstruction’: Helvetica Neue, white, 11-point.

Project title or other project-related information
     Helvetica Neue, Pantone Reflex blue, 14-point, housed in a rectangle of 100x25mm
(maximum 100x50mm) underneath the EU logo and EU/EAR text at 100x100mm.

The same proportions must be respected for different sizes, leading up the largest panels of e.g. 2x2m. While we suggest the use of square-shaped panels, plaques, etc., in some cases rectangular ones may be possible. The same sizes for typefaces should be used in rectangular as in square panels.

These logos can be downloaded from the following web page, or they can be obtained in
electronic format from the Agency Spokesperson in your area of operation.


D.1 EU logo and explanatory sentence (for letterhead, business cards, etc.)

D.2 Panels

Minimum size: 1500x1700mm Font size (for template size of 1500x1700mm): European Union (320-point), European Agency for Reconstruction (175-point), Optional text in the rectangle below the white line (100-point). The same proportions must be respected for different sizes.

D.3 Commemorative plaque

Notes: B1 to be not longer than 50% of A1. A2=B2.

     

This can also be used when projects are being co-funded or co-managed by the European Agency for Reconstruction and possible other donors. If the other donor’s funding amounts to at least 50% of the total amount of the project, it will most probably have its own panel/plaque/sign. Nevertheless the EU panel can refer to a co-funder in the place reserved for the second logo. If the co-funding is less than 50% of the total amount of the project, there will probably be no separate panel, and the co-funder will be mentioned in the place of the second logo in the space ‘B’ above.

Contractors wishing to add project-related information below the three key elements are strongly encouraged to do so, but they should follow the template very strictly. Project-related information such as project title, project description with dates, project partners and contractors (with their logos if necessary) must be shown beneath the three key elements, with blue lettering superimposed on a white or yellow background. This must fit into a rectangle which is the same width as the upper part of the panel, while its height should ideally not exceed 25% of that of the upper part. (If the project requires more explanation, the height can exceptionally be raised to 50% of that of the upper part.)

‘A’ should always be in English. ‘B’ may be in English or local language, at your discretion.

D.5 Usual office documents

D.5.1: Stationery (letterheads, fax headers, overhead slides, background documents, reports, press releases, invitations, ...)

Contractors should add the EU logo and written elements in the bottom left corner of all stationery and usual office documents listed above. The EU logo should be in a size at least as big as the contractor’s logo or visual identity.

D.6 E-mailings and web sites

D.6.1: E-mails
Electronic communication (e-mails) related to the implementation of Agency contracts should systematically carry a standard line under the personal signature and the company name: “An EU-funded project managed by the European Agency for Reconstruction - http://www.ear.europa.eu”. This will allow people linked to the internet to have immediate access to the Agency web site.

D.6.2: Web sites
All contractor web sites, whether they are created under the Agency contract or under the usual company or organisation web site, should mention the source of funding and provide a link to the Agency web site. If the web site is dedicated specifically to an Agency-funded project, the home page should carry the EU logo and the written elements “An EU-funded project managed by the European Agency for Reconstruction”, with a hyper-link to: http://www.ear.europa.eu If the web site of the Agency contractor was already established before, and it has a section on the Agencyfunded project, the section page should display clearly on top of the page the EU logo and the standard line “An EU-funded project managed by the European Agency for Reconstruction”, with a hyper-link to: http://www.ear.europa.eu

D.7 Special project publications (newsletters, etc.)

When contractors produce publications in the framework of their project, these publications must carry the EU logo and written elements “An EU funded project managed by the European Agency for Reconstruction - www.ear.europa.eu” on the bottom left of the cover page. On the back cover, there should be a standard box with a description of the Agency (see key messages in Annex 2) and the coordinates of the Agency (see Annex 5).

D.7.1: Newsletters
Like all publications issued in the framework of an Agency contract, all newsletters must carry (on the bottom left of the cover page) the EU logo and written elements “An EU-funded project managed by the European Agency for Reconstruction - www.ear.europa.eu”. On the back cover they should include a standard box with a description of the Agency (see key messages in Annex 2) and the coordinates of the Agency (see Annex 5 ). In the first issue of each newsletter, the contractor must insert an article dedicated to the overall presentation of the European Agency for Reconstruction in relation to the region of operation. The article will be prepared by the relevant Agency Spokesperson. In each issue, in addition to the standard EU logo and sentence on the first page in the bottom left corner, on the last page there should be a reminder - in the form of boxed text - giving a sentence/paragraph on the Agency (see key message in Annex 2) and its contacts/adresses/web page (See Annex 5).

D.8 Promotional material

There may be a case for producing extra items such as hats, T-shirts, badges, pens, etc. This should be discussed with the Agency Spokesperson on a case-by-case basis.

D.9 Press ads - TV & radio ads

Press ads related to an Agency project should always carry the EU logo and the written elements “An EU-funded project managed by the European Agency for Reconstruction - www.ear.europa.eu”. TV ads related to Agency projects should end with a final packshot showing the EU logo and a voice off saying “A project funded by the European Union, managed by the European Agency for Reconstruction”. Radio ads should end with the mention “A project funded by the European Union, managed by the European Agency for Reconstruction”.
