Detailed guidelines on good practice in cost-effective cost allocation and billing of individual consumption of heating, cooling and domestic hot water in multi-apartment and multi-purpose buildings have been developed. They take account of stakeholder suggestions. Comments and suggestions for specific changes are welcome if duly justified and can be sent to empirica (mbic@empirica.com). The guidelines may be adapted following comments and feedback from workshops planned for later in 2016.

Energy poverty is a raising policy issue across the EU. To understand the extent and depth of the problem of affordability of energy services better indicators are needed. The report recommends four key indicators to measure the number of households in energy poverty.
