Information to the Members of the EU-Russia Energy Dialogue

The third ministerial meeting of the EU - Russia Permanent Partnership Council on Energy (PPC) was held in Paris on 8th October in the presence of Jean-Louis Borloo, State Minister of Ecology, Energy, Sustainable Development and Spatial Planning, Andris Piebalgs, European Commissioner for Energy, Serguey Shmatko, Energy Minister of the Russian Federation, and Martin Riman, Minister of Industry and Trade of the Czech Republic.

The meeting had a double objective: to deepen the ministerial-level dialogue and to exchange views on the state of play and the ways forward of the EU-Russia Energy Dialogue and asses the work of its three Joint Thematic Working Groups, respectively on Strategies and Scenarios, Market Developments and Energy Efficiency.

The EU and Russia expressed satisfaction about fruitful and continued cooperation under the Energy Dialogue as it provides the appropriate framework for frank and objective exchanges on issues of common interest in the field of energy cooperation. They praised active participation of a wide range of experts, from the Commission, EU Member States, Russia, European and Russian energy companies and IFI's. The continuation of the Dialogue represents an interest shared by both sides.

The Ministers and Commissioner discussed the results and recommendations of the Interim Reports the three Thematic Groups.

Besides, Minister Shmatko and Commissioner Piebalgs signed the 9th Progress Report of the Energy Dialogue.

Ninth Progress Report

On the occasion of the sixth EU-Russia Summit (30th October 2000, Paris), it was agreed to institute an energy dialogue on a regular basis between the EU and Russia to enable progress to be made in the definition and arrangements for an EU-Russia Energy Partnership.

As noted in the Joint Declaration adopted at this Summit, the energy partnership "will provide an opportunity to raise all the questions of common interest relating to the sector, including the introduction of co-operation on energy saving, rationalisation of production and transport infrastructures, European investment possibilities, and relations between producer and consumer countries. The planned ratification of the Energy Charter Treaty by Russia and the improvement of the investment climate will be important aspects in this context".

To enable this initiative to be formalised swiftly, Presidents Putin and Prodi nominated respectively Vice-Prime Minister Khristenko and Mr Lamoureux, Director-General of Directorate General Energy and Transport, as sole interlocutors.

The preparatory phase, from February through to September 2001, saw four thematic groups of EU and Russian experts analysing areas of common interest in the energy sector, notably energy strategies and balances, investment, technology transfers and energy infrastructures, energy efficiency and environment. From this work, the sole interlocutors presented their first  joint Synthesis Report to the eighth EU-Russia Summit (3 October 2001, Brussels ). Annex 3 to the Joint Declaration from this Summit highlighted a number of themes which could yield practical results in the the short term. It also identified other important issues which would require further work.

 A second joint progress report  prepared by the two interlocutors was welcomed by the ninth EU-Russia Summit.(29 May 2002, Moscow). This summit added a number of further issues to those already under examination.

 A third joint progress report   was welcomed by the tenth EU-Russia Summit (11 November 2002, Brussels), while the eleventh EU-Russia Summit (31 May 2003, St. Petersburg) underlined the commitment of both sides to actively pursue regulatory convergence.

 A fourth joint progress report     was presented to the twelfth EU-Russia Summit (6 November 2003, Rome).

A fifth joint progress report  was presented to the fourteenth EU-Russia Summit (25 November 2004, The Hague)

A sixth joint progress report was presented to the sixteenth EU-Russia Summit (4 October 2005, London)

An interim report   was presented to the seventeenth EU-Russia Summit (25 May 2006, Sochi)

A seventh joint progress report was presented to the eighteen EU-Russia Summit (24 November 2006, Helsinki)
