Public consultation on the "European Strategic Energy Technology Plan (SET-Plan)"
Introduction Europe has entered a new energy era. Global demand for energy is increasing within a framework of high and unstable energy prices. Emissions of greenhouse gases are rising. Reserves of oil and gas are concentrated in a few supplier countries. Against this backdrop, it is clear that the European Union and the rest of the world have not reacted quickly enough to increase the use of low-carbon energy technologies or to improve energy efficiency. As a consequence, climate change has become a real threat and security of energy supply is worsening. The Commission stresses the need for the European Union to act now, together to deliver sustainable, secure and competitive energy 'An Energy Policy for Europe' (COM(2007)1). This new policy advocates for an accelerated sift to low-carbon energy, for which energy technologies will be driving the industrial revolution to de-carbonise the energy system. The Communication 'Towards a European Strategic Energy Technology Plan' (SET-Plan) (COM (2006)847) establishes the basis for the preparation of such a plan. Respondents to this public consultation are kindly invited to read this document before completing the questionnaire. The aim of the SET-Plan is to accelerate the market introduction and take up of low-carbon and efficient energy technologies. The strategic element of the plan will be to identify those technologies for which it is essential that the European Union as a whole works in an integrated manner, for instance working in result-oriented actions based on strong coalitions of Member States, or in public-private partnerships with the industry. The Commission intends to put forward a first European Strategic Energy Technology Plan (SET-Plan) at the end of 2007. As part of the preparation of a credible and widely supported SET-Plan a widespread consultation with all relevant stakeholders is proposed. Its purpose is to agree a shared European vision on the role that technology could play in a sustainable energy future. A two-pronged consultation approach is envisaged: 1.- Up to the summer 2007, the Commission will consult with established advisory and stakeholder groups, such as the FP7 Advisory Groups, relevant European Technology Platforms and others. A series of hearings and workshops will be convened and, when possible, the SET-Plan will be discussed at high-level European conferences. 2.- In parallel, a public consultation by means of this on-line questionnaire offers the opportunity to all interested stakeholders to express their views in a very early stage of its preparation. This questionnaire is divided into five topics which include several questions. For each of the topics an introductory text provides the context to understand better the questions. A report with the findings of this public consultation will be made available via Internet. It will explain how the results of this consultation will be taken into account in preparation of the SET-Plan. It will be published six week after the closing date of the consultation.
