Article 22 of Directive 2009/28/EC on Renewable requires Member States to submit a report to the European Commission (EC) on progress in the promotion and use of energy from renewable sources by 31 December 2011, and every two years thereafter. The sixth report, to be submitted by 31 December 2021, shall be the last report required.
In view of facilitating the reporting and ensuring completeness and comparability of the Member State reports, the EC has prepared a guidance template for the progress reports.
The reports describe the overall renewable energy policy developments in each Member State and their compliance with the measures set out in the Directive and the National Renewable Energy Action Plans of each Member State. Member States' progress reports are posted in their original language as soon as they have been received by the EC and their translation in English is posted as soon as available.
On 31 January 2011, the European Commission (EC) presented its Communication showing that the 2020 renewable energy policy goals are likely to be met and exceeded if Member States fully implement their national renewable energy action plans and if financing instruments are improved. It also stresses the need for further cooperation between Member States and a better integration of renewable energy into the single European market. Estimates indicate that such measures could lead to 10 billions Euros savings each year.
