EU-Russia Permanent Partnership Council on 12 December 2012
Brussels, 10 December 2012

On 12 December 2012 EU Energy Commissioner Oettinger will meet the Russian Energy Minister Alexander Novak in the framework of the EU-Russia Permanent Partnership Council (PPC) on Energy in Nicosia/Cyprus, preceded by a bilateral meeting. The joint press conference will be transmitted live by EbS from 18:35 – 19:05. They will discuss key topics in the EU-Russia energy relations such as gas supply, transit and infrastructure, including Southstream and the modernization of the Ukrainian gas transit system, as well as the EU-Russia energy roadmap 2050, Baltic electricity agreement negotiations and energy provisions in the New Agreement. The PPC has been established within the EU-Russia Energy Dialogue and aims at strengthening energy relations through an open and frank discussion and cooperation on key energy issues of mutual interest. The 7th meeting of the EU-Russia PPC is also part of the preparation of the EU-Russia Summit that will take place in Brussels on 21 December 2012.

Conference "Integration of the EU and CIS Electric Power Systems and Markets- A Way of Increasing Security of Supply"

During the EURELECTRIC– Electric Power Council of the CIS conference, on the challenges and opportunities on integrating the EU and CIS electrical power systems, the Commissioner for Energy, Günther Oettinger gave a speech on the need for a coherent EU external energy policy and close cooperation between the CIS, EU and Russia on the basis of a level playing field and market rules. A joint report of EURELECTRIC and CIS EPC was presented, on the key differences in electricity trade market rules and obstacles to trade between the EU and Russia/Belarus.

Conference "Energy Dialogue Russia – European Union: Gas Aspect"

Gas is playing a central role in the EU economy. It makes up some 24% in EU energy consumption and is thus in second place after oil. In terms of electricity generation it is currently in third place after nuclear and coal, but its share is rising. That said significant differences remain today between Member States – for historic, topological and strategic reasons.

Director General Philip Lowe gave a keynote speech on EU-Russia energy relations in the event "Strengthening EU-Russia Energy Relations" in the European Parliament, hosted by the Members of Parliament Niki Tzavela, Giles Chichester, Libor Roucek and Elmar Brok.


EU-Russia Energy Permanent Partnership Council – 12th Progress Report of the EU-Russia Energy Dialogue

At the 6th meeting of the Permanent Partnership Council on Energy, the political steering committee of the EU-Russia Energy Dialogue, took place in Moscow.

On this occasion the European Commissioner for Energy, Günther H. Oettinger, and the Russian Minister of Energy, Sergey Shmatko, discussed key issues of EU-Russia energy relations, including security of supply, gas infrastructure, electricity cooperation and energy efficiency. They took stock of the developments within the Joint Thematic Groups, and welcomed the first meeting of the new EU-Russia Gas Advisory Council held on 17 October 2011 as well as the progress in the preparation of EU-Russia Energy Roadmap until 2050.  At the end of the meeting both sides signed the 12th Progress Report of the EU-Russia Energy Dialogue.


EU-Russia energy roadmap until 2050

Minister Shmatko and Commissioner Oettinger in February 2011 agreed to start discussions on an EU-Russia energy roadmap until 2050 to make proposals for EU-Russia long-term energy cooperation. A progress report prepared by EU and Russian experts has been issued as the basis for further discussion.


Conference "Innovative uses of Natural Gas"
Brussels, 24 June 2011

On 24 June 2011, the Commission organised in the framework of the EU-Russia Energy Dialogue a conference on "innovative uses of gas". The conference was opened by Philip Lowe, Director General of DG Energy, and A. Sukhov, Director in the Ministry of Energy of the Russian Federation. The event brought together more than 100 representatives from governments and the industry to discuss the opportunities for the use of gas in the transport sector. The conference also addressed the potential for more efficient ways of using gas as well as future gas technologies.


27th EU-Russia Summit

The 27th EU-Russia summit was focused on the global economy and global governance issues, EU-Russia relations, in particular the EU-Russia Partnership for Modernisation, Russia's WTO accession and the new EU-Russia Agreement currently under negotiation.

On 24 February 2011, an updated version of EU-Russia Early Warning Mechanism was signed by Commissioner Günther Oettinger and the Russian Minister of Energy, Sergey Shmatko. The updated Early Warning Mechanism provides for joint actions by he Coordinators of the EU-Russia Energy Dialogue aimed at overcoming an emergency situation, mitigating its consequences and preventing such situations in the future.

The Parties also signed a Joint Statement on Creating a Mechanism to assess future Trends in the Gas Markets and a Common Understanding on the Preparation of the Roadmap of the EU-Russia Energy Cooperation until 2050.


10th anniversary of the EU-Russia Energy Dialogue

On 22 November 2010, the Coordinators of the EU-Russia Energy Dialogue, the Commissioner Günther Oettinger and Minister Sergey Shmatko, organised a high-level conference to celebrate the 10th anniversary of the Energy Dialogue.
