Funding sustainable cities and regions (ELENA)
Covering a share of the cost needed for programmes' technical support, the European Local ENergy Assistance (ELENA) facility helps EU regions and cities to set up large scale sustainable energy programmes.
ELENA - making programmes work
Preparing, implementing, and financing investment programmes requires a lot of technical backup. To ensure success, the investment programmes need to be supported by feasibility studies, effective structuring, business plans and energy audits. Tendering processes can also be complex, requiring technical expertise.
All the elements that go into making a programme work require funding and this is where ELENA steps in. Managed by the European Investment Bank (EIB) and the KfW Group and financed through the Intelligent Energy - Europe programme, ELENA assistance may help programmes receive financing from the EIB or other financial institutions.
