Security of energy supply and international cooperation

 

On 7 September 2011, the European Commission adopted the Communication "The EU Energy Policy: Engaging with Partners beyond Our Borders" spelling out a comprehensive strategy for the EU's external relations in energy. The Commission also proposed to set up an information exchange mechanism for intergovernmental energy agreements between Member States and third countries.

The Communication calls for improved coordination among EU Member States in identifying and implementing clear priorities in external energy policy.

Legislation

The Commission proposes detailed procedures for the exchange of information between Member States and the Commission with regard to intergovernmental legally binding agreements between Member States and third countries, which are likely to have an impact on the operation or the functioning of the internal market for energy or on the security of energy supply in the EU.

The President of the European Commission José Manuel Barroso and the President of Azerbaijan Ilham Aliyev sign a Joint Declaration on gas delivery for Europe. Azerbaijan commits to supplying substantial volumes of gas over the long term to the EU, while the EU will provide market access for Azeri gas.
