Energy infrastructure priorities for 2020 and beyond - A Blueprint for an integrated European energy network
On 19 October 2011, the European Commission unveiled its proposal for a Regulation on "Guidelines for trans-European energy infrastructure". This proposal aims at ensuring that strategic energy networks and storage facilities are completed by 2020. To this end, the Commission has identified 12 priority corridors and areas covering electricity, gas, oil and carbon dioxide transport networks. It proposes a regime of "common interest" for projects contributing to implementing these priorities and having obtained this label.

The Communication identifies strategic infrastructure goals and proposes a new methodology allowing for their timely achievement. This includes clear and transparent criteria to identify projects of European interest, ways to speed up permit granting, better allocation of costs for cross-border projects and new financing mechanisms.

The proposal for a Regulation on "Guidelines for trans-European energy infrastructure" aims at ensuring that strategic energy networks and storage facilities are completed by 2020.
The Commission has also proposed as part of the next multi-annual financial framework the "Connecting Europe Facility" fund €50 billion worth of investment to improve transport, energy and digital networks across Europe. The energy sector will benefit from €9.1 billion for trans-European infrastructure.
