Evaluating EQUAL in Prague

The transnational EQUAL Evaluation Learning Seminar took place end of November in Prague. The main goals of the seminar were to compare results of the
EQUAL evaluations as well as to intensify information exchange and experience in
the evaluation of EQUAL principles. The upcoming transnational project
of the Czech EQUAL Managing Authority, the "EQUAL evaluation Community of
Inquiry and Practice" (EQUAL eCIP), was also introduced at the seminar.
In total 56 representatives of implementing bodies and independent evaluators
across the EU attended the Evaluation Learning Seminar,
which was held under the aegis of the European Commission in partnership
with the Czech Managing Authority.
The results and outputs selected from the EQUAL evaluations were presented at
the beginning of the seminar. Spanish evaluator Mencia de Lemus (ECOTEC) gave a presentation on
DP self-evaluation and Mr. Oto Potluka from the Institute for structural policy
(IREAS) gave a presentation on evaluation of the Czech NGOs experience with the
partnership principle.
The second phase of the EQUAL eCIP project was officially launched and
participants were invited to join a common internet communication platform, the ESF Forum. The
EQUAL evaluation Community of Inquiry and Practice which will be running
within the Czech ESF Forum will serve as a support for further intense exchange
of experience, information and results among the EQUAL evaluation experts across
the whole EU.
On the second day of the seminar the participants were separated into three
working groups, evaluators, evaluation coordinators and representatives of Managing Authorities.
The main topics discussed were:
- Evaluation of the EQUAL principles - innovation, transnational cooperation and
mainstreaming
- Evaluation methodology of the innovative programmes
- Relevance and impact for the new ESF programmes of EQUAL evaluation findings
- Role of the independent evaluator in the process of evaluating an innovative
programme.
The outputs from the working groups were then presented during the third day of
the seminar which appeared to be a greatly beneficial event judging
by the immediate reactions from the participants. This positive reaction was also due to the fact that
evaluators had not experienced similar opportunities with such in-depth
transnational exchanges. Therefore, evaluators have
also greatly appreciated the initiative of the Czech EQUAL Managing Authority in establishing transnational EQUAL evaluation Community of Inquiry and Practice.
