The Conference was opened by Commissioner Spidla. In his opening speech, Commisioner Spidla stressed the changing social realities facing the EU and its citizens and the need for the EU to develop effective policy responses. Then, three speakers coming from three different prospects addressed the Conference. Mr Biltgen, Minister for Employment and Labour, Luxembourg, presented the view of policy-makers, Mr Brunhes developed the views of an expert on social policy and lastly, Mr Page, from IPSOS-Mori Institute, delivered the view of a poller used to gauging citizen's expectations in today's changing social realities.

During the two-days, delegates discussed about opportunities and challenges faced by the European citizens in a changing world and innovative solutions to new social risks. Each working group came up with some conclusions and recommendations that were presented and discussed during a final feedback session.

The Conference was closed by President Barroso. In his closing speech, President Barroso highlighted some of the conclusions that he drew from the social reality stocktaking consultation, and outlined how the Commission will proceed in developing its policy response.
