The generation of the people over 50 years currently constitutes one forth of the German population, with a growing trend in the next few years. This is linked with a shift of the relation between those in work from 20 to 65 years and the older people above 65 years. Estimates by research institutes on the future of work (IZA) start from the assumption that this development will cause a workforce bottleneck of up to seven million of gainfully employed people. This problem will even not be solved by immigration.

Furthermore, in Germany, only 37 from 100 inhabitants between the ages of 55 to 64 years are gainfully employed. On average of the OECD countries, the comparable number of this age-group amounts to 48 people with work per 100 inhabitants. Sweden takes the leading position in Europe with an employment rate of 68%.

The number of unemployed, older people is also very unfavourable for Germany: 30 % of the unemployed are older than 50. This increasing tendency is contrasted with a drop in unemployed young persons (presently 12 % under 25 years). Germany takes the leading position in Europe with this high number of unemployed older people. Among the long-term unemployed people, the group of the 50 to 64 years old people is the most affected group.



On account of the demographic development, which supposes unfavourable prognoses for the majority of the EC countries, and the thereby resulting need for action, a European Employment Strategy has been agreed upon. Within the frame of this employment strategy, Germany has undertaken to increase the employment rate of older employees to 50 per cent up to the year 2010, and to increase the average retirement age by five years.



As far as companies are concerned, two further developments are presently recognized: On the one hand, there is a systematic rejuvenation and reduction of staff: Only 40 % of all the companies in Germany employ people who are older than 50 years. This is particularly true for the services sector. On the other hand the average age of the staff is continuously increasing, as for example in the metal industry. One reason for the increased percentage of older staff is the fact that, though the number of personnel has been cut back due to the possibility of early retirement, less young people have been hired recently.

Older employees are still often regarded as being less resilient and efficient and not as personnel and business resources. They are often assumed to be less open to innovations that they cannot keep path with technical progress, that they are less willing to learn and that their ability to learn steadily decreases. Such attributes often rub off on the people concerned turning into self-fulfilling prophecy. It is, therefore, not astonishing that older employees are often driven out of achievement orientated and innovation intensive working sectors and are employed in undemanding work places only.

However, such assumptions and attributes obviously do not correspond with reality. For example, an examination conducted by the Bundesverband der Betriebskrankenkassen (BKK) (Federal Association of Company Health Insurances) reveals that the statistics about absence due to sickness show that younger employees are more often sick than older ones, though older people are absent for a longer time. Capability decreases to the greatest extent in such cases where monotonous, one-sided straining activities, such as work on the assembly line predominate.



The limited ability of older employees to work under pressure is often compensated by the knowledge and experience they hold, as well as their greater flexibility and reliability. The growing sensitivity toward demographic developments and the often objected lack of skilled workers let us witness a process of re-thinking inside companies. Support is given by the memorandum ‘Demographic change and employment’ which like the initiative ‘The new quality of work’ is promoted by the Federal government, social partners and companies. Surveys and studies prove that German companies are more and more willing to face these problems and are ready to accept to new insights, although this theme is only occasionally dealt with in the media.

The generally recognized need for action marks a turning point in the personnel policy of employers. Companies and administrations more and more recognize the importance to preserve the creativity and power of older employees. As there are no significant differences in efficiency between older and younger employees - when the result is taken as a standard to measure achievement - the Institut für Sozialforschung und Sozialwirtschaft, Saarbrücken (Institute for social research and social economy), moves the adaptation of the world of work to the needs of older people into the center of attention. This refers to technical, work-organisational and behaviour-orientated optimising processes in administrations and companies.



Examples of how employers can benefit from such an organization and personnel development strategy are already available. They concentrate on teams composed of people of different ages, who cooperate more efficiently than people of the same age. Some companies prefer mentor systems, which have the same aim, i.e. to combine the experience and the competence to solve problems of older people with the analysing ability and creativity of younger people. Another starting point lies in the arrangement of the working place and leisure time. Some companies encourage older people to stay longer in the company by enriching the work activities, by company-internal job rotation or more flexible working time regulations. According to an investigation conducted by the BKK older employees requested more ergonomic working places, less physical work and offerings for relaxation and stress reduction. A survey conducted in the company KSB also revealed, that special offers (e.g. data processing training) health checks and eradication of night shifts contributed to a considerably higher satisfaction with work (Frankfurter Rundschau, Aug. 28, 2004).

This survey revealed yet another ‚finding’. When asked why they would quit the company early, older employees stated the lack of appreciation as main reason. This example of the lack of general esteem toward older and experienced employees can also be taken as a proof how important the change of public awareness is, because now as before the employment of older people constitutes an exception to the rule and the above mentioned examples of foresighted personnel policy are rare cases only.



If companies made more use of the ‘older employee resource” they would also be in the position to mitigate their problems of purposeful knowledge management, what constitutes a growing demand within the frame of intensified competition. A strategy that only aims at the rejuvenation of staff would lead to a highly problematic neglect of internal company experience and knowledge (loss of company-internal expertise). It seems that the root of this problem has already been recognized as is shown by the presently held discussion under the slogan ‘leaving expert problem’. This involves the efforts to mitigate friction problems that occur when long-standing employees and their profound experiences/ knowledge and company-specific competences are ignored.

Knowledge management has not yet been established in most of the companies and administrations. And yet, knowledge management systems gain more and more importance in companies and also in administrations, because the halftime of knowledge is further reduced, because of the need to analyse the environment of competition, and because company-internal communication channels are often neglected and the formal as well as the informal knowledge of the employees must be transparent.



Further education and training of the employees also plays an important role while securing the inventory of knowledge. However, we find here again a great discrepancy with respect to older employees. According to an investigation by the Bundesanstalt für Arbeitsschutz und Arbeitsmedizin (Federal Institute for occupational safety and medicine) the share of those who are older than 50 years and attend a training course required by the employer is only half as high as that of the 35 to 49 years old people. Only a few employers have recognized that the change of the workforce structure entails considerable problems if older employees are not involved in regular qualification and further education. If the employees who are 45 years old today still work for at least 20 years, they will experience two or three technological advance phases in production. As such the fostering of qualification must have the same high value as the fostering of health and age-adapted layout of the working place.

As far as the age-adapted layout of working places is concerned, there is already one tool available, i.e. the danger evaluation as specified in the health and safety regulations at work. Unfortunately, this instrument has only been used to a minor extent up to now. The efforts of administrations and companies will have to concentrate on this subject, if they want to adequately respond to the demographic development on social and company-internal levels.

Today ‚older employees’ belong to those for whom it is most difficult to find jobs for. They are mainly long-term unemployed. Higher costs, higher risk of sickness from the viewpoint of the employer, alleged lower flexibility, creativity and efficiency, improved employment protection and other factors put them at a considerable disadvantage. On average, the difficulty to find jobs for them already starts at the age of 40, or as of an age of 45 at latest. Compared to many other European countries, this phenomenon is particularly pronounced in Germany.



This development partnership will deal with the translation and implementation of the acute aim of labour market policy, which is the continued employment and re-entry into employment of older employees today, now and tomorrow.



But above all, there is the time after tomorrow: in the light of the demographic development there is the threat of lacking manpower already in a few years - in particular as far as qualified employees and workers are concerned. This foreseeable gap has to be closed. Although it is, among others, basically possible to regulate the prolongation of the life work time beyond the present status quo to compensate this, the successful implementation requires that the vacancies are suitable for older employees, and that on the other side, a sufficient number of adequately skilled and qualified older employees will be at disposal at that time. This will concern those who are still gainfully employed as well as those who are looking for a job.



It seems that another problem has not yet been sufficiently considered: the demographic change will lead to a dramatic loss of experience/ knowledge and informal or non-formalized competences and contacts within companies and administrations, so that continuity breaks are already pre-programmed. If companies and administrations are affected thereby, allegedly safe jobs for younger employees and workers are also endangered.



In order to solve the acute problem, but above all, to cope with this problem in a foresighted manner, it is of utmost importance to already today develop suitable schemes and strategies.



According to the introductory problem outline, the implementation of this project above all addresses three main objectives with respect to older employees and companies and administrations:



(1) Companies (administrations and producing industry) are re-structured in the respective areas (see above) in such a new (innovative) and lasting manner, that they will be in the position in future to work with older employees in an optimum manner. This will not only enable them to further employ older employees but it will also allow them to take on new older employees or to use them as replacement (substitute). This includes the examination of obstacles and possibilities as regards the technical equipment and furnishings, informational and organizational structures, but also issues regarding preventive health care at work and socio-psychological issues such as the cooperation of older and younger employees and many other aspects more (occupation ability of companies).



General objectives of the labour market policy are addressed in a very concrete manner and led to a solution. They are dealt with in the sub-projects and coordinated by the strategic partners.



This approach may not only refer to small and medium sized companies, but must also include bigger companies, and, in view of the growing importance of the services sector, administrations, too. They will be a major employer in future, also for older employees. Older employees who are threatened by unemployment are here the ‘last beneficiaries’, even if bigger exemplary companies and administrations may experience a slight advantage on account of this measure (which, however, will mainly be compensated by the costs for exemption from work). In addition, it is more easier for these companies to take a pilot function. The later consequence is that small and medium sized companies profit of this.



This project addresses a special problem, that has to be anticipated sooner or later in connection with a workforce that is (rapidly) getting older (and the increase of their share in the total workforce): The preservation of the knowledge and competence while facing the increasing share of those who will soon leave the company for age reasons. It is essential and partially vital for their survival to keep and preserve the experience, knowledge and contacts of long-standing employees inside the company. For this reason, the core of the work, which is surrounded by a lot of other aspects, is the company-internal (supported by data processing methods) and personnel knowledge management. It is here the question of the objective of the labour market policy to preserve companies in order to safeguard the jobs there.





(2) Today and in future it is a labour market political objective to keep older employees in their jobs, or to find a new employment for them. This is often in contrast to qualification deficits or qualification unwillingness, but also restrictions on the side of the companies and subordinated authorities to offer qualification incentives to older people. Taking into account the foreseeable future demands of the labour market, this project aims at qualifying older (currently unemployed) employees and those people being directly threatened by unemployment to such an extent, that they have good chances for further employment or re-employment (at least in forward looking newly structured companies) on the basis of their qualification (gained by the rotation principle) as well as on the basis of the organisation form (pool member). This applies to the general qualification as established by means of a competence balance (key qualification) as well as to special (expert) qualifications determined by means of demand assessments.



Employees who are not directly active in the Pool are also gradually and adequately qualified by using the experience gained. A great importance is also attached to the sensitivity and qualification of employees’ representations. In addition, the basically proven tool ‚competence balance’ is used, that on the one side defines the special qualifications of older employees in so-called key qualifications and makes them transparent (employment ability of employees), and on the other side, can be regarded as a motivation for own initiatives to secure further employment.



(3) The selected approach also accounts for the objective of the labour market policy to foster the willingness to set up on one’s own. Older employees (who are presently unemployed or directly threatened by unemployment), who cannot or do not want to be placed in companies, are qualified in the Pool (and beyond, if required) to such an extent, that they are in the position to set up on their own [depending on the ability and desired perspectives, however with the focus on business start-up as an advisor for other companies according to para. (1)] and being accompanied according to the coaching system in the initial phase. A further sub-project deals with this approach (ability to set up on one’s own, the first steps into the business start-up are accompanied). Attention shall also be paid to the issue whether setting up business may also be possible in the social economy (in the ‘third sector’).





As far as the achievement of relevant labour market political goals is concerned, this project shall have a pilot scheme character. Its innovative elements and the linked solution approaches shall obtain an exemplary character in Germany and in the EC (within the frame of the trans-national cooperation). It is also a labour market political objective, i.e. positive experiences and schemes can be implemented in a better and faster manner in Germany and Europe-wide. On account of its structure and the partners involved, this project will fulfil the particular requirements of this labour market goal, too.



Last but not least this project is suitable to counteract multiple discriminations (old plus handicapped, old plus strange; old plus…). Should sex-specific discrepancies be revealed, special elements and actions will be developed and implemented which help solving these discrepancies in the long run.



This project that takes the way from experiment to model scheme gives multiple starting points from which the future labour market policy can profit greatly.

New Business Models for Companies and Institutions with Aging Employees

Die Generation der über 50-Jährigen bildet derzeit etwa ein Viertel der deutschen Bevölkerung mit wachsender Tendenz in den nächsten Jahren. Damit verbunden ist eine Verschiebung der Relation zwischen der erwerbstätigen Bevölkerung von 20 bis 65 Jahren und den Älteren über 65 Jahren. Schätzungen des Forschungsinstituts zur Zukunft der Arbeit (IZA) gehen davon aus, dass durch diese Entwicklung im Jahre 2015 ein Arbeitskräfteengpass von bis zu sieben Millionen Erwerbstätigen entsteht. Auch durch Zuwanderung lässt sich dieses Problem nicht lösen.

Hinzu kommt, dass in Deutschland von 100 Einwohnern im Alter von 55 bis 64 Jahren nur 37 erwerbstätig sind. Im Durchschnitt der OECD-Länder liegt die vergleichbare Zahl dieser Altersgruppe bei 48 Erwerbstätigen pro 100 Einwohner. Schweden als europäischer Spitzenreiter kommt auf eine Beschäftigungsquote von 68 %.

Auch die Zahl der älteren Arbeitslosen ist für Deutschland sehr ungünstig: 30 % der Arbeitslosen sind über 50 Jahre alt. Dieser steigenden Tendenz steht ein Rückgang arbeitsloser Jugendlicher (z. Zt. 12 % unter 25 Jahren) gegenüber. Mit der hohen Zahl älterer Arbeitsloser steht Deutschland in Europa auf Platz eins. Unter den Langzeitarbeitslosen ist in Deutschland die Gruppe der 50- bis 64-Jährigen am häufigsten betroffen.

Aufgrund der demografischen Entwicklung, die für die Mehrheit der EU-Staaten ungünstige Prognosen unterstellt, und dem daraus resultierenden Handlungsbedarf wurde eine Europäische Beschäftigungsstrategie vereinbart. Deutschland hat sich im Rahmen dieser Beschäftigungsstrategie verpflichtet, die Beschäftigungsquote älterer Arbeitnehmer bis zum Jahr 2010 auf 50 Prozent zu steigern und das durchschnittliche Renteneintrittsalter um fünf Jahre zu erhöhen.

Auf der betrieblichen Ebene sind gegenwärtig zwei weitere Entwicklungen zu beobachten: Einerseits eine systematische Verjüngung und Ausdünnung der Belegschaften: Nur in 40 % aller Unternehmen in Deutschland arbeiten Beschäftigte, die älter als 50 Jahre sind. Dies trifft insbesondere auf den Dienstleistungsbereich zu. Andererseits steigt das durchschnittliche Alter der Belegschaften wie beispielsweise in der Metallindustrie seit einigen Jahren kontinuierlich. Ein Grund für die Überalterung der Belegschaften in den Unternehmen ist auch die Tatsache, dass durch die Möglichkeit der Frühverrentung Personal abgebaut wurde, aber nur in geringerem Umfang neue, junge Mitarbeiter eingestellt worden sind.

Ältere Beschäftigte gelten noch vielfach als wenig belastbar und leistungsfähig und nicht als personal- und betriebswirtschaftliche Ressource. Es wird ihnen häufig unterstellt, dass sie nicht hinreichend innovationsoffen seien bzw. mit dem technischen Fortschritt nicht ‚Schritt halten’ könnten, dass ihre Lernbereitschaft gering sei und dass ihre Lernfähigkeit zunehmend abnehme. Derartige Zuschreibungen färben häufig auf die Betroffenen im Sinne sich ‚selbsterfüllender Prophezeiungen’ ab. Deshalb verwundert nicht, wenn ältere Beschäftigte aus leistungserbringenden und innovationsintensiven Arbeitsbereichen verdrängt und verstärkt auf ‚Schonarbeitsplätzen’ eingesetzt werden.

Doch stimmen Annahmen und Zuschreibungen offenbar nicht mit der Wirklichkeit überein. Beispielsweise belegt eine Untersuchung des Bundesverbandes der Betriebskrankenkassen (BKK) in Essen, dass bei den Statistiken über krankheitsbedingte Fehlzeiten jüngere Mitarbeiter häufiger krank gemeldet sind als ältere. Allerdings sind ältere Mitarbeiter dann meist länger krank. Eine sinkende Leistungsfähigkeit ist in den Fällen am größten, in denen eine fremdbestimmte, einseitig belastende Tätigkeit sowie getaktete Montagearbeiten (z.B. am Fließband) vorherrschen.

Eine eingeschränkte Belastbarkeit wird jedoch vielfach durch das Erfahrungswissen, die größere Flexibilität und Verlässlichkeit der älteren Beschäftigten ausgeglichen.

Die wachsende Sensibilität gegenüber demografischen Entwicklungen und der häufig beklagte Fachkräftemangel lassen einen Prozess des Umdenkens in den Unternehmen beobachten. Unterstützend wirkt dabei das Memorandum „Demografischer Wandel und Beschäftigung“, das ebenso wie die Initiative Neue Qualität der Arbeit (INQA) von Bund, Sozialpartnern und Unternehmen getragen wird. Dass man sich in deutschen Betrieben zunehmend dieser Problematik stellt und sich neuen Einsichten öffnet, belegen entsprechende Umfragen und Studien, wenngleich die Thematisie-rung in den Medien nur sehr vereinzelt auftritt.

Der allgemein anerkannte Handlungsbedarf markiert einen Wendepunkt in der Personalpolitik der Arbeitgeber. Zunehmend erkennen die Unternehmen - aber auch die Verwaltungen -, wie wichtig es ist, die Kreativität und Schaffenskraft älterer Mitarbeiter zu erhalten. Da „es keine bedeutenden Leistungsunterschiede zwischen älteren und jüngeren Arbeitnehmern gibt, wenn als Maßstab für Leistung das Ergebnis zu Grunde gelegt wird“ (Institut für Sozialforschung und Sozialwirtschaft in Saarbrücken), rückt die altersgerechte Gestaltung der Arbeitswelt in den Mittelpunkt. Gemeint sind technische, arbeitsorganisatorische und verhaltensorientierte Optimierungsprozesse in den Verwaltungen und Unternehmen.

Erste Erfahrungen, wie sich eine solche altersgerechte Organisations- und Personalentwicklungsstrategie gewinnbringend für die Arbeitgeber nutzen lässt, liegen bereits vor. Sie konzentrieren sich auf altersgemischte Teams, die effizienter zusammen arbeiten als altershomogene Gruppen. Andere Unternehmen bevorzugen Mentoren- oder Patenmodelle mit der gleichen Absicht, nämlich die Berufserfahrung und Problemlösungskompetenz der Älteren mit der Analysefähigkeit und Kreativität der Jüngeren zu kombinieren. Ein weiterer Ansatzpunkt liegt bei der Arbeitsplatz- und Arbeitszeitgestaltung. Durch Anreicherung von Tätigkeiten, durch innerbetriebliche Jobrotation oder flexible Arbeitszeitregelungen unterstützen einige Unternehmen den Verbleib von älteren Mitarbeitern im Betrieb. Nach einer BKK-Befragung wünschten sich ältere Arbeitnehmer ergonomischere Arbeitsplätze, geringere körperliche Anforderungen sowie Angebote für Erholung und Stressabbau. Auch eine betriebsinterne Befragung der Firma KSB ergab, dass spezielle Angebote (z.B. EDV-Trainings), Gesundheits-Checks und Nachtschichtentfall zu einer deutlichen Arbeitszufriedenheit beitragen können (Frankfurter Rundschau 28.8.2004).

Bei dieser Befragung wurde noch ein anderer „Befund“ deutlich: Als Hauptgrund, warum sie frühzeitiger die Firma verlassen würden, nannten die älteren Beschäftigen die mangelnde Wertschätzung. Dieses Beispiel für den Mangel an allgemeiner Wertschätzung älterer und erfahrener Mitarbeiter in Unternehmen und Verwaltungen kann auch als Beleg dafür gelten, wie wichtig ein Bewusstseinswandel in der öffentlichen Diskussion ist, denn nach wie vor ist die Einstellung älterer Arbeitnehmer die

Ausnahme und sind die oben genannten Beispiele einer vorausschauenden Personalpolitik nur Einzelfälle.

Würden Unternehmen verstärkt auf die „Ressource ältere Arbeitnehmer“ zurück greifen, könnten sich auch ihre Probleme eines gezielten Wissensmanagements mindern lassen, was unter dem verschärften Wettbewerbsdruck eine zunehmende Anforderung darstellt. Denn eine lediglich auf Personalverjüngung abzielende Strategie würde zu einer hochproblematischen Vernachlässigung betriebsspezifischen Erfahrungswissens führen (Verlust innerbetrieblicher Expertise). Dass dieses Problem in seinen Anfängen bereits erkannt zu werden scheint, belegt eine derzeit geführte Diskussion unter dem Stichwort „leaving expert Problem“. Dabei handelt es sich um das Bemühen einer Linderung von Friktionsproblemen, die auftreten, wenn langjährige Mitarbeiter und mit ihnen ihre impliziten Erfahrungs- /Wissensbestände und betriebsspezifischen Kompetenzen nicht beachtet werden. Wissensmanagement ist in den meisten Unternehmen und Verwaltungen noch nicht verankert und hat eher Seltenheitswert. Dabei gewinnen Wissensmanagementsysteme in Unternehmen, aber auch in Verwaltungen zunehmend an Bedeutung, weil die Halbwertzeit des Wissens sich weiter reduziert, Analysen des Wettbewerbsumfelds notwendig sind, innerbetriebliche Kommunikationswege häufig vernachlässigt werden und das formelle, aber auch informelle Wissen der Mitarbeiter transparent sein muss.

Bei der Bestandssicherung von Wissen spielt auch die Weiterbildung der Mitarbeiter eine große Rolle. Allerdings zeigt sich hier wiederum eine große Diskrepanz bei den älteren Arbeitnehmern. Nach einer Untersuchung der Bundesanstalt für Arbeitsschutz und Arbeitsmedizin (BAuA) ist der Anteil der älter als 50-Jährigen, die an einer vom Arbeitgeber geforderten Weiterbildung teilnehmen, nur halb so hoch wie bei den 35- bis 49-Jährigen. Erst wenige Arbeitgeber erkennen, dass der Wandel der Arbeitsstruktur in den Belegschaften erhebliche Probleme mit sich bringt, wenn nicht die fortlaufende Qualifizierung auch für die Älteren Bestandteil der Personalentwicklung wird. Wenn die heute 45-jährigen Beschäftigten noch mindestens zwanzig Jahre arbeiten, werden sie voraussichtlich in der Produktion noch zwei bis drei Technolo-gieschübe durchlaufen. Insofern muss die Förderung der Qualifikation einen ebenso hohen Stellenwert haben wie die Förderung der Gesundheit und die altersangepasste Arbeitsplatzgestaltung.

Bei der altersgerechten Anpassung von Arbeitsplätzen für Ältere liegt bereits mit der im Arbeitsschutzgesetz vorgeschriebenen Gefährdungsbeurteilung ein Instrument vor, das allerdings bislang für diese Fragestellung nur wenig genutzt wird. Hierauf werden sich die Anstrengungen der Verwaltungen und Unternehmen konzentrieren müssen, wenn sie der demografischen Entwicklung auf der gesellschaftlichen wie auch auf der betrieblichen Ebene adäquat begegnen wollen.

Heute gehören "ältere Arbeitnehmerinnen und Arbeitnehmer" zu den schwerstvermittelbaren. Sie sind überwiegend langzeitarbeitslos. Häufig höhere Kosten, aus Sicht des Arbeitgebers das höhere Krankheitsrisiko, eine vermeintlich geringere Flexibilität, Kreativität und Leistungsfähigkeit, ein erhöhter Kündigungsschutz und andere Faktoren benachteiligen diese Gruppe stark. Im Durchschnitt beginnt die Schwervermittelbarkeit bereits ab dem 40., spätestens ab dem 45. Lebensjahr. Im Vergleich mit vielen anderen europäischen Staaten ist dies Phänomen in Deutschland besonders ausgeprägt.



Akutes arbeitsmarktpolitisches Ziel, mit dessen Umsetzung sich diese Entwicklungspartnerschaft beschäftigen wird, ist also die Weiter- bzw. Wiederbeschäftigung von älteren Arbeitnehmerinnen und Arbeitnehmern heute und jetzt und morgen.



Aber es gibt vor allem auch noch ein Übermorgen: Angesichts der demografischen Entwicklung droht schon in wenigen Jahren ein Arbeitskräftemangel - insbesondere im Sektor der höher qualifizierten Arbeitnehmerinnen und Arbeitnehmer. Diese zu erwartende Lücke muss geschlossen werden. Zum Ausgleich ist - unter anderem - zwar ordnungs- und sozialpolitisch grundsätzlich eine Verlängerung der Lebensarbeitszeit über den bisherigen Status quo hinaus regelbar. Allerdings erfordert eine erfolgreiche Umsetzung, dass einerseits die dann offenen Arbeitsplätze auch für ältere Arbeitnehmerinnen und Arbeitnehmer geeignet sind und dass andererseits auch eine hinreichende Zahl von entsprechend geeigneten und qualifizierten älteren Arbeitnehmerinnen und Arbeitnehmern zur Verfügung steht. Das betrifft sowohl diejenigen, die sich zu diesem Zeitpunkt noch in einem Beschäftigungsverhältnis befinden, als auch diejenigen, die dann arbeitssuchend sind.



Ein anderes Problem scheint noch nicht hinreichend bedacht: Der demografische Wandel führt so konzentriert wie nie zuvor in den nächsten Jahren zu einem Verlust an alters- / erfahrungsspezifischen nicht zuletzt auch nicht formalisierten Kompetenzen und Kontakten in den Betrieben und Verwaltungen, dass Kontinuitätsbrüche vorprogrammiert sind. Wenn Unternehmen und Verwaltungen hiervon betroffen werden, sind deren sicher erscheinenden Arbeitsplätze für jüngere Arbeitnehmerinnen und Arbeitnehmer ebenfalls bedroht.



Um das akute Problem zu lösen, aber erst recht, um dies Problem vorausschauend anzugehen, müssen schon heute dringend geeignete Modelle entwickelt werden.



Mit der Durchführung des Projekts werden entsprechend der einleitenden Problemskizze vor allem drei arbeitsmarktpolitisch dringliche Ziele für ältere Arbeitnehmerinnen und Arbeitnehmer und für Betriebe und Verwaltungen angegangen:



(1) Betriebe (Verwaltungen und produzierendes Gewerbe) werden in den hierfür wichtigsten Aspekten (s.o.) so neu (innovativ) und nachhaltig umstrukturiert, dass sie künftig in der Lage sind, mit einer älter werdenden Belegschaft bestens zu arbeiten. Sie werden dadurch nicht nur in der Lage sein, ältere Mitarbeiterinnen und Mitarbeiter weiter zu beschäftigen, sondern auch, ältere Arbeitnehmerinnen und Arbeitnehmer wieder ersatzweise oder zusätzlich einzustellen. Dazu gehören die Überprüfung der Hemmnisse und Möglichkeiten im Bereich der technischen Ausstattung, der informationellen und organisatorischen Strukturen, aber auch Fragen der Gesundheitsvorsorge am Arbeitsplatz und sozialpsychologische Dimensionen wie das Zusammenwirken von älteren und jüngeren Mitarbeiterinnen und Mitarbeitern und vieles andere mehr (Beschäftigungsfähigkeit der Betriebe).



Allgemeine arbeitsmarktpolitische Ziele dieser Art werden hier sehr konkret aufgenommen und einer Lösung zugeführt. Sie werden in den Teilprojekten und durch die strategischen Partner koordiniert angegangen.



Dieser Ansatz kann sich sinnvollerweise übrigens nicht nur auf kleine und mittlere Unternehmen beschränken, sondern muss modellhaft auch größere Unternehmen und - angesichts wachsender Bedeutung des Dienstleistungssektors - Verwaltungen einbeziehen. Sie werden zu einem erheblichen Teil künftig Arbeitgeber auch für ältere Arbeitnehmerinnen und Arbeitnehmer sein. Von Arbeitslosigkeit bedrohte ältere Arbeitnehmerinnen und Arbeitnehmer sind hier die "Letztbegünstigten", auch wenn größere Modellunternehmen und Verwaltungen ggf. einen geringen eigenen Vorteil durch die Maßnahme erfahren (der aber durch die Übernahme von Kosten für Freistellungen überwiegend kompensiert wird). Außerdem fällt diesen die Übernahme einer Pilotfunktion häufig leichter, wovon dann in der Folge insbesondere auch kleine und mittlere Unternehmen profitieren werden.



Angegangen wird mit diesem Projekt ein besonderes Problem, das mit (rapide) älter werdenden Belegschaften (und einer Erhöhung ihres Anteils an der Belegschaft insgesamt) über kurz oder lang ebenfalls ins Haus steht: Der Wissens- bzw. Kompetenzerhalt im Betrieb bei wachsender Quote derer, die in absehbarer Zeit aus Altersgründen ausscheiden. Es ist für die Betriebe und Verwaltungen wichtig, teils überlebenswichtig, dass deren Erfahrungen, Wissen, Kontakte etc. dem Betrieb erhalten bleiben. Deshalb bilden einen Kern der inhaltlichen Arbeit, um den sich vieles andere "herumrankt", das betriebliche (EDV-unterstützte) und das persönliche Wissensmanagement. Hier geht es um das arbeitsmarktpolitische Ziel der Erhaltung von Betrieben zwecks Sicherung der dort angesiedelten Arbeitsplätze.



(2) Heute und künftig ist es arbeitsmarktpolitisches Ziel, ältere Arbeitnehmerinnen und Arbeitnehmer in ihrem Beschäftigungsverhältnis zu halten bzw. einer Wiederbeschäftigung zuzuführen. Dem stehen häufig Qualifizierungsdefizite sowie Qualifizierungsunlust entgegen, aber auch Restriktionen seitens der Betriebe und übergeordneter Instanzen, Ältere überhaupt weiter zu qualifizieren. Auf die absehbaren künftigen Anforderungen am Arbeitsmarkt eingehend, werden in diesem Projekt ältere (zur Zeit arbeitslose) Arbeitnehmerinnen und Arbeitnehmer sowie unmittelbar von Arbeitslosigkeit Bedrohte hinsichtlich verschiedener relevanter Anforderungen im Pool-Modell und darüber hinaus so qualifiziert, dass sie (zumindest in entsprechend zukunftsweisend neu strukturierten Betrieben) sowohl von der (auch in der Rotations-Praxis erworbenen) Qualifikation wie auch von der Organisationsform (Mitglied des Pools) her, aber eben auch darüber hinaus eine gute Weiterbeschäftigungs- bzw. (Wieder-) Einstellungs-Chance haben. Das gilt sowohl für per Kompetenzbilanz ermittelte allgemeine Qualifikationen (Schlüsselqualifikationen) wie auch für durch Qualifizierungsbedarfsermittlungen festgestellte besondere (fachliche) Qualifikationen.



Auch nicht direkt im Pool mitwirkende Arbeitnehmerinnen und Arbeitnehmer werden - nach und nach auf den modellhaften Erfahrungen im Pool aufbauend - in geeigneter Weise qualifiziert. Hierbei wird der Sensibilisierung und Qualifizierung der MitarbeiterInnenvertretungen eine große Bedeutung beigemessen. Außerdem wird das ansatzweise bewährte Instrument der "Kompetenzbilanz" eingesetzt, das zum einen die besonderen Qualifikationen der älteren Arbeitnehmerinnen und Arbeitnehmer in sogenannten Schlüsselqualifikationen erfasst und transparent macht (Beschäftigungsfähigkeit der ArbeitnehmerInnen), andererseits als Motivation für eigenes Engagement für eine Weiterbeschäftigung angesehen werden kann.



(3) Dem arbeitsmarktpolitischen Ziel einer Erhöhung der Bereitschaft zur beruflichen Selbstständigkeit trägt der hier gewählte Ansatz ebenfalls Rechnung: Ältere (zur Zeit arbeitslose oder unmittelbar von Arbeitslosigkeit bedrohte) Arbeitnehmerinnen und Arbeitnehmer, die nicht in eine neue abhängige Beschäftigung vermittelt werden können oder wollen, werden im Pool (und ggf. darüber hinaus) so qualifiziert, dass sie sich für eine selbstständige Tätigkeit [je nach Eignung und Wunsch-Perspektive, jedoch mit einem Schwerpunkt bei der Existenzgründung als Beraterin / Berater für weitere Betriebe gemäß (1)] hin qualifizieren und in der ersten Phase durch Coaching begleitet werden können. Hierfür ist ein eigenes Teilprojekt vorgesehen (Fähigkeit zur Unternehmensgründung, Begleitung der ersten Schritte in der selbstständigen Tätigkeit). Es soll besonders darauf geachtet werden, inwieweit Unternehmensgründungen auch in der Sozialwirtschaft (im "Dritten Sektor") zum Tragen kommen können.





Das Projekt soll hinsichtlich der Erreichung relevanter arbeitsmarktpolitische Ziele Modellcharakter haben. Seine innovativen Elemente und seine damit verbundenen konkreten Lösungsansätze sollen bundesweit und in der EU (im Rahmen der transnationalen Kooperation) Vorbildcharakter erlangen. Auch dies ist ein arbeitsmarktpolitisches Ziel, dass nämlich positive Erfahrungen und Modelle sich bundes- und europaweit besser und schneller durchsetzen können. Durch seinen Aufbau und durch die beteiligten Partner wird dies Projekt auch diesem arbeitsmarktpolitischen Ziel besonders gerecht.



Schließlich und nicht zuletzt ist das Projekt geeignet, Mehrfachdiskriminierungen entgegenzuwirken (älter plus behindert; älter plus fremd; älter plus ...). Soweit es in seinem Bereich geschlechtsspezifische Diskrepanzen gibt, wird es besondere Module und Maßnahmen entwickeln und modellhaft aufbauen, die diese Diskrepanzen auf Dauer aufzulösen helfen.



Durch dieses Projekt wird auf dem Wege vom Experiment zum Modell insgesamt ein vielfach integrierter Handlungsansatz realisiert, von dem künftige Arbeitsmarktpolitik insgesamt profitieren kann.
