French Guyana is suffering from social exclusion. Many people just live in the street, do drugs (mainly cocaine and crack).
The association “Samusocial de l'île de Cayenne” aims at helping the “great excluded” to find again their marks (body, time, space), by ofering them a place to spend the night in security and confort.
So, our objective lies in welcoming the great excluded, and first listen to them; second give them their marks back, and third train and orientate them toward the insertion bodies.

Objective

To ensure equal opportunities between men and women, the Samusocial will take into account the special situation of women, first by offering them some beds in a special place within the center; second by offering them some special services, such as following their pregnancies, fighting against violence to women, trying to rehabilitate the relation mother § child.
Our partnership with some institutions that mainly work with women (“Arbre Fromager”, “MPI”, “Association of women suffering from violence”) will be developed and help the adequation of the answers to the situation of the women.
We will offer the people who live in the streets, not only to create a social link with the mobile team of the Samusocial, but also to be able to spend the night in a safe place, where they can learn again the major rules of life.
The beneficiairies will be received and listened to. Indeed, a psychologist, a doctor, a social worker will be coming to the center, at night and in the morning.
We will also offer the beneficiairies to follow some training / intership activities, within some of our partner strctures (alphabetisation, etc.)

CARBET D'ACCUEIL DE NUIT ET DE JOUR

Rationale

La Guyane française se heurte de plus en plus, à la problématique de l'exclusion sociale.
Le Samusocial de l'île de Cayenne est une association qui a pour objet de secourir les personnes exclues, ayant perdu les repères de l'espace et du temps. Aucune réinsertion n'est possible tant qu'elles ne retrouvent pas d'abord, des cadres et des repères, humains et sociétaux.
L'objectif du samusocial de l'île de Cayenne consiste dès lors, à accueillir les personnes vivant dans la rue, pour d'une part entrer en relation avec elles, d'autre part les accompagner dans l'acquisition de repères, et enfin, les former et les orienter vers les structures / stages d'insertion.

Objective

Pour garantir l'égalité des chances entre les hommes et les femmes, nous prévoyons au sein du CANJ, des lits pour les femmes, et une aide spécifique à leur problématique : sécurité des femmes victimes de violence, suivi des grossesses précoces, aide judiciaire, reconstitution du lien avec leurs familles/enfants.
De plus, les partenariat avec la structure “l'Arbre Fromager”, qui travaille spécifiquement auprès des femmes, avec le PMI, qui travaille auprès des femmes et des enfants, avec l'association des Femmes victimes de violence, etc. permettra de répondre aux besoins particuliers de cette population.

Nous proposerons aux personnes vivant dans la rue, outre le lien social avec les équipes mobiles d'aide du Samusocial, un lieu où passer la nuit, et qui fonctionnera sur des temps de vie, précisément organisés et construits, afin qu'ils soient source de repère pour ces sans-repère, de cadre pour ces desaxés.
Retrouver l'ordre des choses : se laver, se changer, manger et boire, voir un médecin, puis dormir, à la nuit tombée, et occuper les premiers temps de la matinée auprès de personnes qui peuvent les aider et les accompagner.
Par ailleurs, nous proposerons aux bénéficiaires, de recevoir des formations adaptées à leurs besoins et à leurs désirs, telles que des cours d'alphabétisation.

Innovation

Le projet de “Carbet d'Accueil de Nuit et de Jour” (CANJ), tel que développé dans les pages précédentes, est un projet innovant sous trois aspects :

1) quant à la nature du projet
En effet, il n'existe jusqu'à présent en Guyane française, aucune structure d'hébergement d'urgence proprement dite, c'est-à-dire permettant de répondre immédiatement et ponctuellement aux besoins des personnes désocialisées. Dès lors, la nature même de ce premier CANJ est tout à fait innovante et fondatrice, et permettra de remédier aux lacunes existantes.

2) quant à la méthode adoptée
Outre une structure nouvelle, ce premier CANJ constituera aussi une structure originale, dans la mesure où l'hébergement proposé aux personnes exclues respecte l'hébergement traditionnel de la Guyane : le carbet. Il s'agit donc de couchages, essentiellement en hamac, bien moins lourds à gérer que des couchages habituels en dur. Dès lors, ce premier CANJ n'est pas soumis aux normes afférentes aux hébergement sociaux d'urgence, habituellement fermés.

3) quant à sa cohérence avec les besoins sociaux
Donner à la personne exclue un couchage traditionnel, c'est aussi et avant tout, voir dans ce premier contact avec une structure sociale, une entrée en relation avec l'univers sociétal. Il faut donc suggérer aux personnes, des éléments de reconnaissance de leur univers traditionnel. Cela passe par le cadre de vie au sein duquel elles passeront cette nuit “d'urgence”.

Il faut donc concevoir ce premier CANJ, géré par le Samusocial de Cayenne, comme un outil indispensable pour redonner un cadre à la personne en errance, pour la réintégrer au sein d'une structure accueillante et génératrice de confort psychologique et pour l'amener à formuler le souhait de recevoir des fomations qui lui permettent de s'insérer dans la société.
