Firstly, Besancon and its area of diversifed agriculture knows strategic problems :
- the rural population is increasing fiercly, while the active agricultural population is decreasing,
- the population's demand is not being satisfated by agriculture (products and services).
Secondly, pluriactive farmers, are not supported by traditional organisations.
Thirdly, social policies and associations to help unemployed workers (social integration) do not work (or very little), with agriculture.
Lastly, town and country relationships need to be developped at an intermunicipal scale. There is no place for inhabitants to meet and talk about territorial development.

Objective

- Create a diagnostic which takes into account men and women, and their geographic origin, by interviewing women (socialy withdrawn) and mobilise them
- Work with women in difficulty, who do not look for a job outside of typically feminine jobs (cleaning lady, nurses aides... ) and make them discover agricultural activities (market gardening, horticulture, where they are especially needed).
- Help women to carry out projects in agriculture services
- Work on juggling the professional and private life, especially in difficult situations and by integrating familly preoccupations
- Mobilise women to participate in collective structures.

The project aims to :
- create and consolidate agricultural activities of products and services,
- help the unemployed and disadvantaged recover employment, using agricultural activities,
- increase relations between town and country,
- study rurbanisation and to integrate the research and exchanges network,

- To give the word, the initiative with the actors, via dialogue local: bond between elected officials, inhabitants and carrying projects;
- To have a collective and territorial approach in term of needs and answers to these needs (collective, group dynamics project)

Rationale

L'agriculture périurbaine de Besançon, caractérisée par sa grande diversité,
- voit chuter sa population d'actif agricole, et
- ne répond pas à la demande des populations locales (pas de marché local de produits, peu de travail sur l'aménagement et les services).
De plus, les personnes pratiquant une activité agricole non professionnelle, souvent à titre secondaire, n'ont pas accès à l'information et ne sont pas soutenues pour consolider leurs activités et se projeter dans l'avenir.
Les structures d'insertion travaillent peu avec l'agriculture alors que certaines activités (horticulture..) sont demandeuses.
Enfin, Les relations entre la ville et la campagne sont, pour l'instant, peu développées à l'échelle intercommunale. On constate un manque d'espaces de médiation et de dialogue pour définir un développement équilibré du territoire.

Objective

- Réaliser un diagnostic sexué et sectoriel en interrogeant les femmes, souvent très en retrait dans le paysage agricole et les mobiliser pour participer
- Travailler avec les publics féminins en difficultés qui se cantonnent souvent à des métiers traditionnellement féminins (ménage, soins à domicile, etc.), et leur ouvrir le champ de l'agriculture (maraîchage, et horticulture où elles sont particulièrement recherchées)
- Accompagnement des femmes porteuse de projets de la création d'activité de service en agriculture (accueil à la ferme, activité pédagogiques, gîte et table d'hôtes, etc.).
- Travailler sur l'articulation projet professionnel / vie privée, particulièrement dans les situations difficiles, en intégrant la dimension familiale.
- Inciter les femmes à avoir une représentation dans les structures collectives.

Le projet vise à
- créer et renforcer des activités agricoles de production et de services,
- accompagner vers l'emploi différents publics fragilisés,
- favoriser le renforcement et l'enrichissement des relations ville-campagne sur le territoire de l'agglomération de Besançon,
- analyser les processus de périurbanisation et s'intégrer dans des réseaux de recherche et d'échanges.

Innovation

Tester de nouvelles pratiques d'implication des citoyens
- Donner la parole, l'initiative aux acteurs, via des concertation locales : lien entre élus, habitants et porteurs de projets ;
- Avoir une approche collective et territoriale en terme de besoins et de réponses à ces besoins (projet collectif, dynamique de groupe)
- Partir des habitants et de leur projets pour développer des activités nouvelles
- Utiliser des actions à caractère agricole et rural pour rapprocher des populations (citadins / urbains / quartiers périphériques; rurbains / actifs agricoles ; personnes en difficultés sociales / personnes intégrées)
- Tester la formule d'un réseau d'accueil à caractère agricole (fermes d'accueil et autres structures), en particulier l'accueil social

Agir comme un levier pour engager de nouvelles politiques sur l'Agglomération de Besançon :
- Amorcer une réflexion d'ensemble sur l'espace agricole peri urbain et sa prise en compte dans les politiques locales,
- Tester des moyens et des actions pour améliorer la cohérence sociale à l'échelle de l'agglomération

Construire un partenariat interactif qui s'intéressent aux fonctions sociales et spatiales de l'agriculture péri urbaine
- Partenariat d'études inter-labo
- Construction d'une méthodologie de travail par aller retour entre l'équipe de recherche, les chargés de missions et les habitants (adaptation des actions aux sites pilotes suites aux concertations locales et aux initiatives repérées), en intégrant les échanges avec d'autres villes en France et en Europe
- Intégration des habitants au dispositif de suivi (Groupe sur l'Agriculture Péri Urbaine)
- Communication et vulgarisation du travail effectué auprès d'un large public
