European laws try to reduce discriminations against disabled persons and their families. Parents are nevertheless snowed under time which crushes them. Their social and personal identity are amounted to their child's disability. Public services and companies delays for winding this situation is the reality.
Responsable persons often are not technically competent and don't get any know-how making it possible to think deeply about reaching the city ( not only architecturally speaking) by disabled people. Most people would like to be involved into decisions about their children or disabled teen-agers. It's still more a wish than a reality
There are practically no "gangways " either common training courses of gathered staff of different ministries, administrations, centres, ... .
If the specific structures are considered as a temporary necessity, a real including society aim requires to get ready the innovations so that they can testify of a final intention to live together

If we had to describe life conditions of parents with a disabled person at home, the appropriate word would be probably constraint or servitude. Families in lack of job security,unemployment, financial destitution, single-parent families are particularly underpriviledged.
Professional's trainings will have to consider as a priority to open structures and support services in relation with family life and needs for professional and social life of womens.
To take care of the situation,public services will have to make use of individual adapted schedule and mothers will have a priority to register in trainings

Ø Creation of ressources and mediation platforms for families and local authorities from the point of view of integration
Ø Development within the devices of common right of competences necessary fir the tratment of specific situations of public recipients
Ø Creation of collectives of mediation including parents, disabled persons and professionals and coopération with Time offices
Ø Implementation of initial and in-services trainings having a joint base between future professionals working in the same field
Ø Stock exchange of innovations between towns which signed a special aggreement to be labelize as Handicap-Town
Ø Setting in network of french or european projects to provide single counters of specific informations

- loin de nécessiter de nouveaux moyens ou la création de nouvelles structures, il s inscrit dans la construction et la généralisation d un savoir-être et d un savoir-faire pour tous les professionnels oeuvrant dans les domaines du handicap, et plus largement et globalement de l exclusion, de la marginalisation et de l égalité des chances. - Il propose des réflexions communes qui transcendent les catégories habituelles, tant dans le cadre du handicap que des thématiques souvent dissociées au sein des collectivités locales ( handicap, conciliation des temps, accessibilité, information des usagers, scolarité, loisirs, transports&) - Il propose des outils facilement accessibles à la totalité des publics-bénéficiaires ( parents, professionnels ou collectivités territoriales) - Il " désectorise "les approches des projets nationaux ou régionaux traditionnels autour d une thématique commune, offrant ainsi un modèle de transférabilité pour d autres aspects que le handicap - Il pose clairement, autour d une situation concrète, aux services publics et aux entreprises la double question de l inégalité hommes-femmes et de l articulation des temps au moment où la nouvelle loi leur fait obligation d'instaurer l'égalité .
