In Estonia the system of replacement of farmers at the time of holidays
and incapacity for work does not exist. Working without holidays and
rest days create stress and burn-out increasing unemployment in rural
areas.
A replacement service will grant farmers - cattle-breeders and farm
families equal opportunities with employers and employees of other
fields of activity in terms of flexible organisation of rest and working
time.
Replacement service can be financed according to national support
schemes, eg European Union rural policy development guidelines and
relevant Estonian legal acts, however, the structures for the
application of the system have not been developed yet.

Overall aim: farmers-cattle breeders have equal opportunities with
employers and employees of other fields of activity for flexible
organisation of rest and working time.
Objectives:
* To develop and launch a replacement service as a support service
provided to farmers-cattle breeders to grant them holidays and rest
time, flexible use of working and rest time and reconciling family and
professional life.
* To create 80 full-time workplaces for replacement workers in Estonian
rural areas by employing the work force released from agricultural
sector (unemployed) and provide them with replacement service training.

An innovative support service system is being developed for the benefit
of farmers – cattle-breeders ensuring provision of a service of good
quality and sound guarantees (insurance system).
The approach to training is innovative – farm work is practiced by
shadowing farmers on their farms.
Innovative work organisation will developed to be applied by the service
provider, incl processing and granting the provision of service and
substitutes for farmers. Delivery of meetings and workshops by means of
ICT, communication via internet and long-distance work are innovative
working methods.
Farmers as potential users will participate in the development of the
system, also, the project will learn from international experience. In
a longer perspective an international network of replacement service
will be set up.

Six county farmers` unions and four employment services form the
development partnership.
Steering Committee will be set up from the representatives of the
partners to provide guidelines for the delivery of the project, appoint
project manager and approve budgets.
Members of the Ministry of Social Affairs and Ministry of Agriculture
will be asked to participate in the work of the Steering Committee to
facilitate mainstreaming of the structure.
The biggest interest group is farmers represented by partner
organisations. Partners –farmers` unions participate actively in the
project as they will be final beneficiaries of the service. Employment
services will find potential replacement workers.

Cooperation with countries having introduced the system (state, private
or voluntary) is essential for gaining experience and exploring
possibilities for adapting the systems to the situation in Estonia.
Using positive experience of other countries will add value to the
project.
