The project is very important as supportive services are not present and very slowly developing in Estonia.
Families with need of taking care of a disabled child or adult, or an elderly disabled or non-disabled person cannot participate in the labour market, and neither are the families able to put up a joint service, taking care of their member together
Therefore a supportive service, trained upon and prepared during the current EQUAL programme project is very important and innovative approach for the social field in Estonia.

The main aim of the project is to enable families with disabled member, elderly person or disabled child to participate in employment – what would be impossible without supporting services.
The project will establish a training concept with innovative approach – joining three different tasks together in the 3 modules of the training which are
• Provision of caregiving to disabled adults or elderly persons
• Housekeeping tasks while attending the house of the service user
• Respite care of children with disabilities
The project will also test the service during the implementation period. The project is as well focusing on planning the provision of this supportive service in details, taking into account the need of human resources, logistics, policy influencing etc.

The innovative approach of the project is to join 3 tasks what normally have been separated – the caregiving for persons with disabilities and elderly people,
– special respite care for children with disabilities,
– housekeeping tasks connected with the services,
The innovative approach of the training conducted during the project is to involve the target group of people with disabilies into the training process as advisors, providing necessary know-how on needs in the very early stage

Experience of the partner governing bodies will be used for policy influencing tasks.

Transnationality

The project hope to gather know-how on provision of supportive services for disadvantaged groups in the partner counties. The innovative approaces used in the countries will be evaluated with respect of introducing the same approaches in Estonia
The project would like to introduce a long-term relationship with some of the countries in order to develop the services further and in order to create mutual interests in the field of social services and within disability movement and policy making.
