Flexible forms of work are not widely spread in Estonia as compared with the Western and Northern Europe. Over 80% of the infants’ mothers would like to find employment. The employees don’t know their possibilities and the employers don’t know the advantages of the flexible working hours. Part-time workers are used more and distant workers are a bit less popular. Distant work, especially working at home, is presently not regulated by legislation related to working environment, so is the taxation of it. More active application of flexible forms of work from the standpoint of the employer and the state would help to increase employment and decrease health risks caused by overworking.

The project aims at improving the opportunities of combining professional and family life for both men and women.

Interdisciplinary background survey carried out in the course of the project aims at collecting background data on obstacles for implementation of flexible forms of work in order to present to the politicians the proposals on making amendments to legislation (incl. taxes).

One of the activities of the project is to find out the training and consulting needs of the target group (parents eliminated from and not active on the labour market) and developing, on the basis of that, a flexible basic consultation and training programme in cooperation with expert-employers.

Information campaign carried out in the course of the project supports all project activities.

The project is innovative in the part of the research as flexible forms of work have not yet been observed from such aspects – legal, economic and sociological. In the course of the project a special flexible training and consultation programme for the infants’ parents will be developed, which would allow them to improve themselves along with the family life.
Employers’ training and exchange of experience in the field of application of the flexible forms of work and in work organisation overall as well as involvement of different (risk) groups on the labour market is a relatively new subject in employers’ training. At informing and involving of the target group a well-operating web environment Family School is used.

The target group of the project are parents not active on the labour market, who are not registered as unemployed but would like to have some form of work besides domestic activities. Such parents are invited to participate in the project through the Family School website and public information channels incl. local newspapers.

Another group the project deals with are employers – top executives and personnel managers found through the contacts network of the Employers’ Confederation.

Different parties are involved in the project, each playing its own role in the implementation of the project activities. A steering committee shall be formed of the parties’ representatives, based on the principle of equal representation, the committee shall decide strategic issues of the project. A project directing committee shall be formed of the parties’ project executives, which shall be responsible for the implementation of all principal project activities, present to the steering committee interim reports and plans for further activities. For separate principal activities working groups shall be formed.

During the international cooperation we hope to exchange experience on how spread the flexible forms of work are in other countries and how they are regulated in the part of working environment, equal treatment and taxation. We also wish to exchange information on different practices of combining professional and family life. We wish to learn about training and consultation programmes for young parents and to develop them at the same time. We are also interested in different employers’ experience of application of flexible forms of work, what their advantages or disadvantages are.

Estonian Employers' Confederation is a non-profit, independent umbrella organisation, which joins based on voluntary membership employers of the Republic of Estonia. Estonian Employers' Confederation represents 24 branch organisations who join more than 1500 companies and 33 single large enterprises who employ 35 % of private sector employees of Estonia. Estonian Employers' Confederation is a member of IOE (International Organisation of Employers) and an associated member of UNICE (Union of Industrial and Employers' Confederations of Europe). Estonian Employers' Confederation is acknowledged by the Government of Estonia and trade unions as a social partner and participates in tripartite and bilateral negotiations and commissions. Estonian Employers' Confederation is the most representative employers organisation in Estonia.
