In Saare and Hiiu counties of Estonia, there is a problem with hidden unemployment. There are altogether 5 900 unemployed persons in Hiiu, Saare, Lääne and Pärnu counties and ca 47 800 non-active persons. It relates directly to the lack of opportunities to find the job on islands and difficulties in working in neighbouring counties due to geographical features of the region that does not enable to travel easily and cost-effectively from islands to the mainland and vice versa. Therefore, there is a need to develop new forms of working (distance, part-time, a combination of both) which enables the persons to continue living on islands and remote coastal areas and still have a job in a relevant professional field.

There is a number of EU Member States which have been involved in the development of distance working and flexible (part-time) working in the past. The current project would use the best practices in the field, by adjusting them to the Estonian situation and implementing relevant pilot models thereafter. For this purpose, the external expert assistance is highly relevant to the project needs in the development of respective models.

Arhipelaag is a non-profit research and development organisation whose purpose is to foster a sustainable way of life on the coast and islands. Since its founding in 1997, Arhipelaag has been involved in an area that touches the boundaries of nature conservation, culture and rural economy. We believe that a clean environment is an inseparable part of life quality; that man can attain a balanced relationship with nature; that a high-quality local product is superior to nameless mass-production; that the coast is our common treasure.

In its work Arhipelaag is guided by the principles of biosphere reserves. Biosphere reserves are the areas of sustainable development and nature conservation established on the basis of UNESCO` s Man and the Biosphere Programme. We are a founding member of Biosphere Programme Foundation (December 2001).

Arhipelaag organises various projects, the most comprehensive of them being the Väinameri Project. The idea of the project is to maintain the use of semi-natural coastal areas and to promote a nature-friendly rural economy. Arhipelaag administers a geographic information centre where the database of the coast of Estonia is compiled and other GIS-related services are provided
