The situation in Estonia today is such that 80% of women want to harmonise their careers and family lives (Hansson 2002, 2004). Parents wish to start working when their child turns one, but they do not have enough opportunities to do so (Unt, Krusell 2004). Statistics show that in 2003, the number of children 1-4 years of age in Estonia was 62,175; 28,793 of them attended preschool institutions, which means that care for 33,382 children is being organised by their parents (Statistical Office 2003). 48% of local governments have queues for kindergarten places (Ainsaar, Soo, Aidarov 2004).
More than 50% of parents with small children would like to see a childcare system that is more flexible than the current one and would give them the option to choose between alternative forms of childcare (Unt, Krusell 2004). Unfortunately, the possibilities of alternative childcare today are minimal and these services are too expensive for parents, which means that parents who would like to use the alternatives cannot afford them. Local governments also lack the knowledge of how to solve this problem.

This project contributes to the harmonisation of family and work through the creation of more accessible, flexible and good quality childcare services, which allows parents who have been unable to work due to the lack of childcare possibilities to return to the labour market.

The services that will be created in the course of the project are or will be used in almost all European Union Member States. This means that the project can be used to create a flexible childcare system suitable for Estonia through the creation of the necessary system as a pilot project, its implementation and informing the governing institutions of the state and public of the results of the project.

The goal of the project is to increase employment of parents (mainly mothers) through the creation of a flexible childcare system in Estonia.
1. The knowledge of Estonian parents, local governments and the public about the nature and possibility of creating alternative childcare possibilities has improved 50%.
2. The playroom to be created in Põlva will be used in the extent of at least 80% of the volume permitted by law.
3. There are at least 10 legal family daycare providers in Estonia, whose services are used in the extent of at least 80% of the volume permitted by law.
4. 60% of parents who use the created alternative childcare possibilities have reintegrated into the labour market.
5. At least 13 new jobs have been created for women (at least 10 family daycare providers and 3 employees in the Põlva playroom).

The innovation of the project is in the creation of flexible childcare measures in order to allow parents to return to the labour market.

The project is inventive in the context of Estonia since it starts by mapping the problems and costs associated with the launch of the service, through which the service providers created as a result of the project can offer consultations based on knowledge and experience to women who start with similar activities in the future.
