The youth education system in Denmark does not offer young people with special needs (including the socially marginalised, the disabled, and ethnic minorities) education, continuing training, and employment on equal terms with better-functioning young people. According to the Ministry of Education and the Institute of Local Government Studies, 15-20 per cent of young people never receive youth education or drop out. Young people with special needs comprise about 25 per cent of this group. More or less our entire target group is under the threat of life-long marginalisation. In Denmark, as an organisation for 92 educational institutions for young people with special needs, a national association for equality (Landsforeningen Ligeværd) has worked for 30 years to develop and create courses for the target group where focus has been on user involvement, job creation, information and communication technology, situated learning, etc.

In the project ”Equal Partnership” we have established transnational cooperation with MUT in Austria, Labora in Germany, and Értük-Velük Egyesület in Hungary. In Denmark, three educational institutions are specific practice fields: Munkegården on Funen, Greve Produktionsskole on Zealand, and PGU-Rosenholm in Jutland. Each institution cooperates with several local enterprises, local authorities, counties, and other educational institutions. We have also established a partnership between other national partners: the Ministry of Education, the youth education and research centre at the Danish University of Education (DPU), the DHI network, and Ranum Statsseminarium and Skipper Clement Seminariet (colleges of education). Thus, we have a good cooperative basic network to develop new and innovative learning and job creation methods.

From several previous projects and analyses, eg. by psychologist Steen Hilling, Munkholm, and the DPU, we know that when the learning methods are based on visual teaching material, imitation, situated learning, and learning-by-doing, people with learning difficulties have better conditions for learning. However, the challenge is to develop these methods further and integrate them into the labour market. It should be a matter of course to apply these methods at workplaces wishing to employ people with learning difficulties.

There are about 1.5 million adults in Denmark with learning difficulties, who could benefit from virtual situated learning. Special teaching at primary and lower-secondary schools will also benefit from these learning methods and from opportunities to be able to develop IT-based educational programmes. Other target groups, such as the mentally and socially disadvantaged and ethnic minorities, will also be able to benefit from the project.

We are facing a break-through in finding the models and methods required. With the help of the ’Equal Partnership’ project, we will be able to secure the target group equality in education, continuing training, and employment, as well as improve enterprises’ opportunities to employ marginalised groups.

Objective

The main objective of the project is to integrate people with special needs into the labour market by using visualised situated teaching in life-long learning at educational institutions and at enterprises. We want to enhance and make visible the resources of the target group using IT and communication equipment such as palm pilot, a hand-held PC (min. 16 MByte ram).

Visual teaching materials are to be developed, both technical job-related and personal IT programs for use on palm pilots and the Internet.

The project is to create opportunities for young people with learning difficulties to be able to complete different educational programmes on an equal footing with all other young people, and then receive a certificate.

Young people should no longer be tied to a certain job, in that the IT tools will always be supplemented with new programs as individual needs arise.

Young people should be able to cope with many everyday tasks independently. They should be able to integrate into ordinary society and working life. We want to create and develop successful educational and employment programmes for at least 40 young people with special needs.

In transnational cooperation with MUT in Austria, Labora in Germany, and Értük-Velük Egyesület in Hungary, we will develop life-long methods and models to integrate into the labour market groups under threat of marginalisation. We will benefit from partners’ experience and results, other forms of organisation, different sets of legislation, different cultures, etc. in order to be able to identify particularly effective methods for integration into the labour market.

Det ligeværdige netværk har gennem flere år udviklet læringsmetoder på vores uddannelsessteder, som ved implementering på arbejdspladserne ville kunne være det gennembrud, der sikre marginaliseringstruede personer beskæftigelse.
Det innovative er kombinationen af brugen og udviklingen af IKT, palm pilot, visuelle undervisningsprogrammer og den nyeste forskning vedr. pædagogiske læringsmetoder (situeret læring og sociale læringsrum) for målgruppen i et tæt samarbejde med virksomhederne.
I projektprocessen ønsker vi innovative, motiverende og engagerende svar på, hvordan vi sammen med medarbejderne på arbejdspladserne kan skabe støttende sociale læringsrum, hvordan vi kan kvalificere såvel de unge som deres kolleger til brug af den nyeste teknologi i forsøget på at integrere unge med særlige behov og andre grupper på arbejdsmarkedet og i samfundslivet.
Vi ønsker yderligere at udvikle virtuelle læringssituationer på vores nuværende uddannelsessteder og implementere disse metoder til arbejdspladserne, og vi ønsker at udvikle de vejledningsmetoder, der er brug for. De tre skoler har arbejdet med IKT, men i dette projekt ”Equal Partnership” ønsker vi at overføre vores IKT og pædagogiske erfaringer til arbejdsmarkedet, og sammen med arbejdspladserne skabe yderligere udvikling.

Landsforeningen Ligeværd har gennem DHI-projektet udviklet og indarbejdet metoder til brugerinddragelse – f.eks. BIKVA- brugerinddragelse i kvalitetsudvikling. Empowerment og brugerinddragelse er nødvendige elementer i læreprocesserne for unge med særlige behov, da de har brug for at tage medansvar for egen udvikling og læring.

De unge inddrages og er medevaluatorer på alle niveauer:
• I forhold til egne handleplaner herunder placering på arbejdspladsen.
• Ved udarbejdelse af projektarbejdsplaner – med refleksionspunkter vedr. situeret læring, personlige, sociale og faglige mål (herunder behov og brug for visuelle undervisningsprogrammer, palm pilots osv.).
• I den løbende og afsluttende evaluering på uddannelsesstederne og arbejdspladserne samt ved projektevalueringen.

Det danske partnerskab består af Landsforeningen Ligeværd samt en række relevante og kompetente samarbejdspartnere, der vil stå til rådighed for sparring, fagkonsulentstøtte, ekspertise og formidling. De tre praksisskoler deltager med deres netværk af samarbejdspartnere – virksomheder, andre uddannelsessteder, kommuner, beskæftigelseskontorer, AF, fagforeninger osv.
Landsforeningen Ligeværd vil står for projektadministration, koordinering, det transnationale samarbejde, intern evaluering samt formidling. De tre praksisskoler vil varetage konkret udvikling af metoder og modeller i tæt dialog med arbejdsmarkedet.

The common objectives of the DPs

1. To develop the concept of local networking (public-private) to face the thematic of the labour insertion and equal opportunities in order to programme joint actions and projects.
2. To develop itineraries and methodologies anti-discrimination and fight to the xenophobia for enterprises, workers and all the citizen.

EQUAL Partnership

Ungdomsuddannelsessystemet i Danmark tilbyder ikke unge med særlige behov – herunder socialt marginaliserede, handicappede samt etniske minoriteter, uddannelse, efteruddannelse og beskæftigelse på lige vilkår som for velfungerende unge. Ifølge Undervisningsministeriet og Amternes og Kommunernes Forskningsinstitut, er procenten vedr. unge, der aldrig får eller dropper ud af en ungdomsuddannelse 15-20 %. Stort set alle i vores målgruppe tilhører den gruppe, der er truet af livslang marginalisering. Unge med særlige behov udgør ca. 25 % af denne restgruppe.
I Danmark har Landsforeningen Ligeværd i over 30 år som en organisation for 92 uddannelsessteder for unge med særlige behov arbejdet med at udvikle og skabe uddannelser for målgruppen, hvor fokus har været på brugerinddragelse, jobkreation, informations- og kommunikationsteknologi (IKT), situeret læring osv.
I forbindelse med projekt ”Equal Partnership” har vi etableret et transnationalt samarbejde med MUT – Østrig, Labora – Tyskland og Értük-Velük Egyesület - Ungarn. I Danmark er 3 uddannelsessteder konkrete praksisfelter: Munkegården – Fyn, Greve Produktionsskole – Sjælland og PGU-Rosenholm – Jylland. Hvert uddannelsessted samarbejder med flere lokale virksomheder, med kommuner, amter og andre uddannelsessteder. Samtidig har vi etableret et partnerskab mellem andre nationale partnere: Undervisningsministeriet, DPU - Ungdomspædagogisk Udviklings- og Forskningscenter i Odense, DHI - den Helhedsorienterede Indsats, Ranum Statsseminarium og Skipper Clement Seminariet. Vi har således et godt samarbejdende basisnetværk for at udvikle nye og innovative lærings- og jobskabelses-metoder.
Fra flere tidligere projekter og analyser f.eks. ved psykolog Steen Hilling, Munkholm og DPU – Ungdomspædagogisk Forsknings- og Udviklingscenter ved vi, at når indlæringsmetoderne er baseret på visuelle uddannelsesmaterialer, imitation, situeret læring og ”learning by doing”, har mennesker med indlæringsvanskeligheder bedre betingelser for læring. Men udfordringen er, at udvikle disse metoder yderligere og integrere dem på arbejdsmarkedet. Det skal være naturligt at bruge disse metoder på arbejdspladser, der ønsker at ansætte mennesker med indlæringsvanskeligheder.
I Danmark er der ca. 1,5 mill. voksne med læsevanskeligheder, som vil kunne have nytte af virtuelt situeret læring. Specialundervisningen i folkeskolen vil også kunne drage fordel af disse pædagogiske metoder og af muligheden for at kunne udvikle IKT-baserede uddannelsesprogrammer. Andre målgrupper - såsom psykisk og socialt handicappede samt etniske minoritetsgrupper - vil også kunne have gavn af projektet.
Vi står overfor et gennembrud i forhold til at finde de modeller og metoder, der skal til. Ved hjælp af projekt ”Equal Partnership” vil vi kunne sikre målgruppen ligeværdig uddannelse, efteruddannelse og beskæftigelse samt forbedre virksomhedernes muligheder for at ansætte marginaliserede grupper.

Der skabes rum for at en større del af befolkningen kan arbejde på ligeværdige vilkår. Projektet giver arbejdsmarkedet mulighed for at blive mere rummeligt, da langt flere unge end tidligere vil kunne blive integreret på arbejdsmarkedet. Her tænkes ikke kun på den konkrete målgruppe, men også etniske minoriteter o.s.v. vil kunne få gavn af IKT-programmer og –redskaber, specifikke systematiske indlæringsmetoder, jobprofilmodeller, vejledning og sociale læringsgrupper herunder mentorordninger - enten på arbejdspladsen eller i skolen eller begge steder i et langsigtet samarbejde.
Ved at gå foran og i dialogen vise vejen frem ved brug af inspirerende, motiverende samt innovative lærings- og udviklingsmuligheder forventer vi at skabe en holdningsændring på arbejdsmarkedet, der medfører, at integration af marginaliserede grupper er en gevinst for virksomhederne.
