DP "Competencies for Labour Market" has been set up on the basis of following rationale:


The following barriers have been identified:

- lack of key competencies training for adults

- lack of regional labour market information

- lack of information available to employers on local needs and training opprtunities


Rationale of the DP is to promote adaptability between supply and demand of employees by initiating and supporting changes in education and training systems through development and dissemination of verified and transferrable tools and methods addressing the above mentioned barriers.

Objective

DP "Competencies for Labour Market" is focused on following specific objectives:

Action 2

1. to develop tools and methods for assessment and development of 14 key competencies defined in the Competence Model for Moravian Silesian Region of the Czech Republic,

2. to verify tools and methods with members of the target groups, i.e. unemployed, job-seekers, employees, employers and education organizations in the region,

3. to develop tools and methods for training of competence trainers and to create a regional register of certified competence trainers,

4. to to develop tools for rating of the results of the competence based trainings,

5. to develop tools and methods increasing motivation of target groups to develop their competencies and employability,

6. to create reagional labour market observatory in the Moravian Silesian region,

7. to use co-operation with TCA partners for exchange of relevant know-how and mutual testing of tools.

Action 3

a) to implement Communication and PR Strategy of the DP,

b) to produce and disseminate 14 competence toolkits (one per each competence),

c) to open Regional Labour Market Observatory for the public,

d) to organize workshops and seminars for relevant institutions focused on dissemination of information on the project outputs,

e) to produce and distribute publications and information leaflets about the project outputs,

f) to offer experience and support in the field of competence based education to relevant institutions on the central level,

g) to offer methodological and consulting support to other organizations interested in competence based education and implementation of regional labour market observatories.

DP "Competence for Labour Market" is focused on all three levels of innovation:



Process-Oriented Innovation - there is an innovation in participation of many partners of various background and influence into the process of development of new tools and methods for competence-based trainings. There will be a completely new process of labour market information gathering, processing and presentation in the Moravian Silesian region and in the Czech Republic as well.



Goal-Oriented Innovation - there is an innovation in development of toolkits for assessment and development of 14 key competencies for labour market which will be available for future dissemination in the region and in the Czech Republic as well. Nothing similar is available by now. The regional Labour Market Observatory is another innovative goal which is unavailable in the Czech Republic.



Context-Oriented Innovation - Moravian Silesian Region is the first region in the Czech Republic who clearly defined the strategy for competence based development of employability for people living and working here. The EQUAL project and the DP working programme is being implemented in the context of this clear regional strategy which is reflected in so-called Competence Model for the Moravian Silesian region. This Competence Model was approved by the political representatives of the region. Besides, the project is being implemented in the context of relevant national and EU strategies (Lisbon Agenda) in the part focused on development of key competencies.

Within the design phase of the project, i.e. before and during Action 1, the stakeholders´ demand was gained through a serious of demand surveys and seminars. Based on the results the 14 key competencies were identified and described as a basis for DP workplan.



Verification of the tools will be realized with circa 420 members of the target groups in competence based trainings. There will be a standardized record of their feed back which, then, will be used for final modifications of the tools and methods. The regional labour market observatory includes a specific demand survey among circa 1.000 employers in the Moravian Silesian region. The pilot version will be opened for their feed back during the Equal project.



A broad introduction of the competence based development of employability will be supported by internet based applications of simplified self-assessment competence tools available through the portal.



All the above methods of empowerment should help in starting to change behaviour of critical mass of institutions and individuals towards competence based education for emplyability.

 

 Between national partners

Several of existing national partners in the DP had been participating in a concept phase before Action 1. During Action 1 the other partners were invited to participate in the project design. This was organized in several organizational units of the project, like Steering Committee (each partner representated by one person) and in 7 Working groups. They could influence both the contents of the workplan and their involvement for Action 2 and 3 as well. Within Action 2 and 3 the organizational units continue their work and the partners are empowered to present their ideas concerning a common work and participate in realization of those accepted by consensus. Steering Committee will have a common strategic and monitoring meeting in 6 months periods to discuss the results and set recommendations for future work of DP.

2. TCA No. 4372 - partners from Germany, Italy, Portugal, Spain and Poland


The common objectives are similar for both TCAs, i.e.:


- exhcange of best practise


- transfer of knowledge
- development and mutual testing of toolkits
- joint transnational dissemination


DP "Competencies for Labour Market" is mainly focused on those fields of other DPs which are relevant to competence based approaches to employability. This is reflected in nomination of the Czech DP to lead the relevant working groups in both TCAs.
