The actual situation in permanent education of Roma and their position on the labour market in the Capital City of Prague is very critical . One of the main reasons for such a situation is the low-level education of the Roma and the existing discrimination and xenophobia on the labour market, no matter what is the education level. These are the reasons why the Roma community in Prague has become the most disadvantaged group on the labour market. The main problem in solving this situation is the lack of a complex system of permanent education and employment of Roma. Even more, this issue has been neglected for a very long time.
So far, there are some projects implemented by organisations and institutions that deal with this issue, but no systematic approach has been created yet. The above mentioned reasons demonstrate that it is necessary to create a system which would enable a long-term education of the Roma people and their employment. The achievement of such a system is the main reason for creating a development partnership in this project. The development partnership includes national partners, which have been partly dealing with this issue for a certain time. The international partnership will be of great importance, since it will enable to get knowledge and exchange experiences with developed organisations abroad, which will be adapted to the specifics of the Capital City of Prague. The co-operation with partners will exist in both ways; the foreign partners will take on the successful models, and in the best case would take the entire system of permanent education and employment of Roma after the realisation of the project.

One of the most important principles of the project is the principle of innovation, which will solve the inequality and discrimination of Roma on the labour market of Prague. Beside the fact, that the majority of component activities are innovative, the creation of a completely new model of permanent education and employment of Roma is a totally new approach of this issue.
The project includes several innovative principles:
-Innovation principle based on the approach: the project will create new methods and approaches to the given issue (e.g.: Roma internet centre, a job market, inclusion of international partners in the projects etc...) and in the meanwhile it will try to improve existing methods and to incorporate already functional approaches. -Innovation principle focused on the target -a systematic model will make the permanent education and empowerment of employment accessible to all age-groups Roma (from elementary school pupils to adults) no matter what level of education completed (primary and high school students, Roma university students, as well as individuals with no qualification). Some of the target groups will be included in such a model (e.g: adults who have not completed primary education, Roma women etc..) A special attention will be given to a direct participation of the target groups, which has not been functioning yet, and to motivating the Roma, presuming individual contact with representatives of the Roma community.
-Innovation principle focused on the context- the political and institutional structures will be involved in the project during its realisation (e.g: Ministry of Education and Sports of the Czech Republic, The City of Prague, primary schools etc..) and will take on the new system of permanent education and employment of Roma.

The main target group is the Roma minority in the Capital City of Prague. The reason of this choice is the fact that this group is the most disadvantaged and discriminated on the labour market.
One of the most important obstacles for any employment is their belonging to the Roma minority (a majority of employers avoid employing Roma even if they fulfil the required criteria for getting a given job). The next barrier is the low-level education of the Roma people in general, which is often caused by a lack of motivation of the Roma in studying and getting employed, as well as by the social problems of the Roma minority. The other problem is the lack of a complex system of permanent education and employment of the Roma, in which the individuals could simply and efficiently get information on possibilities of studies and employment, as well as participate in educational and employment processes. The above-mentioned situation, which is a long lasting problem, is the reason of choosing this target group. According to a qualified evaluation, 4.500 Roma from Prague will be directly involved in the project activities, and another 10.000 will be affected by the project indirectly.

In the framework of the main target group, the project will focus on the following groups especially:
-Roma pupils from 13-15 years old;
-Roma youth (16-25 years);
-Adult Roma who have not completed primary school;
-Adult Roma who have not completed high school;
-Roma interested in university studies;
-Unemployed Roma -no matter what is their education level;
-Roma women;
-Roma who are interested in enlarging their knowledge out-of-school.

-All the national and international partners of the partnership development;
-NGOs dealing with the Roma issue and gender equality;
-Administration bodies (City of Prague and particular local authorities);
-Education and scholastic establishments (primary and high schools, universities in Prague);
-Lecturers and instructors;
-Experts in the field of education, employment, with direct experience of discrimination on the labour market;

The problem of inequality and discrimination of Roma on the labour market is not only a Czech specificity but it exists in other European countries as well, that’s why it is necessary to involve foreign partners in the solving of this issue. The basis of this international co-operation is an exchange of experience and information between partners, which will enable the creation of an innovative and complex model of permanent education and employment of Roma and will lead to a more effective and systematic solution of the given issue.
The DP international co-operation will enable a realisation of the project on the basis of the experience of other EU countries and its passing on to countries where it misses, and possible modification of existing models. During the preparation and realisation of the project the co-operation with foreign organisations will be consolidated, which will enable taking on and diffusion of best practice in the given field on a European level. The first aim of a DP on an international level is a common search for innovative solutions, which result will be the creation of a model of permanent education and employment of Roma. The partners that were addressed for the international partnership are organisations: from a country with similar problems on the labour market (Slovenia) and from a country that already have experience in the field of discrimination and inequality on the labour market (Portugal).
At the end of the Action 1 a contract on international co-operation (TCA) was signed, where all the principles and methods of co-operation between the DP partners are precisely defined.
During the Action 2, a share and passing on of project experience, know-how and good practices in this issue, is proceeding on both ways. Practically, the information exchanges take place on seminars, training and during working visits of national partners abroad as well as of foreign partners in Prague

SLOVO 21 is a non-governmental organization founded in Prague in 1999. At present it runs Roma projects and projects related to integration of foreign nationals living in the Czech Republic.

The central aims of the association are:
to combat racism and xenophobia;
to help to protect and respect human rights;
to teach tolerance towards ethnic minorities, in particular the Roma minority;
to support education of Roma people;
to support integration of foreign nationals living in the Czech Republic;
to help to build a multicultural society;
to provide media support to minorities in the Czech Republic.

The principal activities of the association are:
- organizing cultural projects presenting Roma culture from the whole world in all its variety (traditional Roma music, gypsy jazz, exhibitions);
- supporting successful realization of ‘Conception of integration of foreign nationals in the Czech Republic’;
- Roma women’s group Manushe;
- organizing leisure-time activities, in particular for young Roma;
- organizing educational events (lectures, seminars, training courses, conferences);
- collaborating with Roma organizations in the Czech Republic and abroad, endeavouring to work within international non-governmental structures dealing with Roma questions;
- collaborating with central and local government agencies, promoting better coexistence between the majority society and the Roma population.

SLOVO 21 runs educational and media projects and projects providing information to the public. An organization open to new ideas and initiatives, it cooperates with state and non-governmental nonprofit organizations and institutions in the Czech Republic and abroad.

The NGO R-Mosty is one of the first organizations who started to work with the Roma minority in Prague. ROMEA is voluntary, non-governmental, non-profit association of citizens and legal persons, who want to develop respecting of human rights, help in development of democracy and tolerance in society. ROMEA is uniting people who want to battle racism. Basic function of ROMEA is to associate young Romani and Czech., who want to help to Romani and Czech nation in improving mutual living together.
