Introduction
The rented housing sector in the CR is still ?a victim? of practice from the past. The management of rented housing is still primarily concentrated on administratively-technical side, where a citizen-client is being forgotten. A significant incidence of un-payers, low quality of provided services, etc. are the attendant characteristics. Except for the mentioned, housing companies in all Europe are confronted with a phenomenon of ageing of the population. Keeping elderly people in their own environment while strengthening the range of services appears to be a perspective solution for keeping the independent life of elderly people. Further to the above mentioned and in accordance with priorities of Equal Initiative, the development partnership sets its target as follows: 1. Local Management A ?local management? is a form of housing estate management that is drawn nearer to the terrain at most, that has substituted in developped European countries management, where a technical and administrative approach prevailed. Therefore it is necessary to produce specific work posts with precisely given role and defined tasks. 2. Services for elderly people The second objective is to extend a qualification and a professional competency in these new work posts of ?local caretakers? for providing services to elderly people. Development Partnership (DP) DP of the project is formed by organizations affected by the management of the housing stock and by providing social and medical care. Objective of their association is a creation and development of methodology and tools for qualified application of local management?s principles, and for providing services to elderly people. Members of DP are today each trying to solve queries resulting from their basic role and also to react at the development of today?s needs and situations. Each of them is directly, however isolatedly affected by the issue that they intend to solve together through the project.

Development partnership sets 2 main targets of its project:
Target 1: To create and introduce, as well as fully develop and deepen Local management as a form of management of rented housing‘s performance and to create a new type of working opportunities – professional local caretakers. Target 2: Within the frame of local management‘s activities to extend competencies of its workers and to train them professionally also for providing services for the population of elderly people, in the interests of contribution to a creation of conditions for its keeping in the actual social environment as long as possible. An objective need of housing companies to modernise their effect, increase a consciousness of their role of “providers of services”, and in that direction to make effort to improve their services to clients – citizens/tenants, as well as, last but not least to increase effectiveness of their activity, leads to looking for opportunities and ways of preparation and implementation of changes. The local management, tested and practised by Western European countries with a highly developed housing policy for several years, whose positive impact on the quality of housing proved true, proves to be a suitable way with a certain adaptation fully applicable also in the Czech context. Principles of the local management are possible to use also in a concept of its extend scope – providing special services to elderly people. The aim of DP is to define a structure providing the stated services within the frame of competence of administrative companies. Special Preparation Professional competencies necessary for a professional performance for the profession of local caretaker are necessary to secure by specific training. For this purpose a special training adapted for this purpose will be used. A concept of training and specific operative training module will be created within the frame of the project for the part of “providing services to elderly people”. Testing of a Professional Training and Newly Created Work Posts On the basis of special selection tests the chosen “pilot candidates” of professional training (and new work posts) will pass through testing of training that should verify its strong and weak points. After removal of deficiencies and training up pilot workers an effect of these posts will be tested in the terrain. The aim of key members of the development partnership – pilot housing companies of various kind – is then also to modernise and economically make more effective its activity and apart from this objective to create and provide for the employment market a new type of profession, for which there can be used human resources that found themselves in a position of unemployment and that are faced with difficulties to assert oneself professionally on the employment market again and that is because of absence of suitable employment opportunities in a town/region, because of age, or a mild degree of health disability.

Innovation approaches of the submitted project lie in:
1. Creation of a new type of job opportunities in the sector of rented housing, for which unemployed people can be used, who, due to various reasons, have problems (lack of opportunities, age, minor disability) with new integration in the job market, as well as young graduates of vocational schools with no experience. 2. This new type of job opportunities will also promptly support innovative changes in the systems of management of rented housing stock with the focus on their modernization in the context of the systems that are functional in other EU countries. A changed approach to the management of housing stock, represented by the local management, is also innovative as a whole in Czech conditions. Apart from the basics of the local management as applied to municipal housing estate in Havirov, such an approach has not been used in the CR. 3. Creation of new work posts that will complete the rang of activities of local caretakers by the providing of services for erderly people. The realisation of this intention is also connected with the innovative role that could be played by housing companies. 4. Professional training, predominantly its part focused on the preparation for providing of services to elderly people, which has not been introduced so far. Housing companies as a person involved in keeping elderly people in their homes - it is an brand new idea all over Europe. This sort of services has been arranged so far by specialized structures specialized in providing of social and health services that are not so much involved in housing environment as housing companies. The aim of the project is not to substitute the role of these structures but, on the contrary, to support their services by development of services that can be provided to elderly people by housing companies (the presence of the personnel at the terrain, visits of their employees at homes of elderly people, etc.)

The basic target group of the project is persons profiting from newly created working opportunities, or if you like new type of working opportunities in ?a pilot? housing companies that are subsequently applicable in any housing company that is interested in achievement of already mentioned improvements and modernization of its activity. Thereby it is also possible to achieve a multiplication effect of the project outputs with regard to creation of new working opportunities on a national level.
As it was mentioned above, suitable candidates for these work posts may be unemployed, in the short or long term, with technical professions that may have difficulties to integrate again in the employment market because of absence of opportunities in a given town/region, because of age or a mild degree of health disability. Possible candidates for these positions may be also young graduates of vocational schools with no experience, for whom these positions may mean a start of a professional career. When looking for suitable candidates their gender does not decide, rather their nature characteristics where not everybody may meet required skills. Recognition of experience from industry restructuring, especially mining industry in France, referred to, for example, a professional ?suitability? of former mine workers for a performance of these professions. Moravian-Silesian region, especially the area of Havírov, Ostrava, etc., affected by a significant rate of unemployment, provide sufficient number of suitable and available human recourses. 2. The second target group are already existing workers in the positions of local caretakers, for which the unemployed people were also often a ?human resource?. Within the frame of the project is the objective to look for forms and procedures of professionalization of the performance of their activity, as well as to extend their working engagement for providing services to elderly people by the special training of these workers. 3. Roles of different partners in the future development partnership:
The City of Havírov: As the holder and guarantor of the local policy of the quality development of services provided in rented housing as well as the policy of care for elderly people, together with the experience of participation in projects of international cooperation, it will be the main guarantor of the project.

Mestska realitni agentura (Municipal Estate Agency) : As the manager of the municipal rented housing stock and operative partner of the owner - the City of Havírov, it will be involved in defining new tasks for local caretakers ? part of the services that are to be provided to elderly people. Simultaneously, due to more extensive operative experiences from participation in projects of international cooperation, it will be charged by the applicant with the providing of coordination of the project.
Social Services of the City of Havírov : Participation in defining of the part of new work posts focused on providing of services to elderly people. Future partner of association of persons involved ensuring complex services to elderly people with the aim to keep them in their homes.
Asociace spravcu nemovitosti (Association of Housing Companies) : As an association of 8 housing structures, its main task will be to disseminate the results with its members, but it will also play an important role in realisation of meanstreaming activities.
The City of Frydek-Mistek: As the owner of the municipal housing stock participating in the project, and the holder and guarantor of the local policy of the quality development of services provided in rented housing as well as the policy of care for elderly people. The partner will participate in the conceptual solution of the project tasks and consequently it will provide the ?pilot site(s)? for testing the planned outputs, including the follow-up assessment of their benefits.

The area on which the common objectives of transnational co-operation are focused (i.e. the development of at home services for the elderly and the creation of new jobs in this sector) has no comprehensive operating form in the Czech context for the time being.

However, this experience may find its wide application at Czech national level in the future.
As to our previous experience in European cooperation projects focused on the public housing sector, we believe that the following lessons are relevant for this new project.

1. The need to create an active, initiating working team for trans-national co-operation, with the awareness of roles and responsibilities of individual national partners,

2. National project team members must adopt common objectives of cooperation as their own;
3. Exchange of information concerning trans-national activities must be regular and frequent among the TCA partners and within national DP.
4. The importance of disseminating knowledge about rationale of international cooperation within the national context.

The common objectives of the DPs

The purpose of the DPs is the parallel development of a global approach and of innovative practices in the supply of support services to the elderly. The development of innovative practices is considered the key factor in the creation of sustainable jobs, both in the housing and in the social care fields.
To this purpose, we set three complementary common objectives that are:

1)The first common objective of the DPs is to increase their capacity to develop and specify a global support service to the elderly on a given territory, which includes home-care, assistance, housing and support services. This first objective is directly connected with macro activity 1 described in point A 4, which focuses on the development and the engineering of service models. The optimisation of the working organisation will be particularly investigated in order to favour job creation.

2) The second common objective of the DPs is to enhance the professional skills and competences of the local human resources operating in the supply of services to the elderly (housing, home-care, assistance and support services) through ad hoc training, in order to provide high quality and professional services. This second objective is directly connected with macro activity 2 described in point A 4. It focuses on the development of detailed conceptual models of training courses, initial attitudinal tests and final evaluation tests, which will help the DPs in selecting and training the future personnel in charge of the delivery of the services planned within macro activity 1.

3) The third objective of the DPs is to enhance public and stakeholders’ awareness (beneficiaries, end-users, operators, public authorities/institutions, care and assistance service providers,
housing service providers) about the global needs of the elderly and the availability of legal and professional services to the elderly on the given territory (housing, home-care, assistance and support services) in order to promote a global approach in the supply of quality services to the elderly. This third objective which concerns the dissemination of the project outputs - is directly connected with macro activity 3 described in point A 4. It will be achieved through a continuous communication about the project results and outputs described in points A.4 and B3. In particular, the public authorities and/or institutions financing social care for the elderly will be targeted in order to show the political and economic benefits of a policy favouring the elderly to stay home as compared to a policy favouring the building of costly specialized residences for the elderly.
