Our intended project aims to solve specific problems, mainly it tries to create work-educational
programme for the House 1/2 Way clients.
The Applicant's experience, resp. experience of the employes of the Foster Parents Co. aims to secure social counselling, social assistance, particularly in the sphere of agriculture.
The quality fulfillment of the complex work educational programme lies ,in one way,in the
eco-farm development and in the building work involved in the former lodge reconstruction,
in the other way,in the development of our clients educational standards. Co-operation with
competent subjects is therefore necessary, not only in the sphere of public or of private
enterprise, which can provide necessary information and experience in the job market and also
on practical level. The need for solving our clients employment needs has risen from the
regional situation, where an unemployment figure is 10.76%. There are no plans to create wider
industry zones in the forseable future, therefore our clients chances in getting an employment
without necessary qualifications and without job experience are very low.
Participation of " Key players " in the job market ( Employment Agencies, private enterprainairs,
personal agencies ) shall help to increase our clients chances in job finding, after their success-
ful participance in our work educational programme.

AIM OF THE DEVELOPMENT PARTNERSHIP
The primary aim of the Development Parnership is to create an educational work programme
which contributes to a client's integration in a job market.
Our goal shall be achieved by our specialised experience and by the expertise of D.P. members,
even by the one of the applicants. The work programme has been created with the consideration
on qualifications, work experiences and interests of the group, supposing that a maximal number
of clients participates in the programme.One of our main aims is to create good working habits
in our clients ( ie. regularity, time keeping, care and work responsibility ) . A scope for
improvement shall be created, not only in work projection but also in our clients personality
development.Consolidation of self-reliance is an important goal in solving problems of programme
keeping, but it shall also contribute to a betterment of our clients economic situation ( ie. our
bio-farm products can be sold to clients at a discount ).
After securing smooth running of the farm, it shall be possible to sell our products to other outlets.
To cap it all, the aim of the D.P. is to find the tools for a successful client integration in the job
market, to create new ways and methods which can contribute to a successful realisation of
our work-educational programme.

The House 1/2 Way, which is situated in Velky Dvur near Pohorelice, is an unique establishment
in Czech Republic. It's uniqueness lies in it's situation (in the country) and in the focuss on
the ecological way of life (a small eco-farm, which consists of 1.5 hectares of eco-land and
the farm products are bio certified ).
The house is situated in a former hunting lodge and it's reconstruction contributes to saving
of cultural heritage of Czech Republic. It's clients are offered temporary accomodation and many
of them work in supervised work shops. Foremost aim of our project is to employ our clients
in agriculture (animal and land husbandery). Good educational training is provided, this mainly
in specialised training institutions, but without A-levels.
It is more difficult to find employment for clients with lesser qualifications ie. manual work. This
problem occurs mainly in bigger towns, where higher rentals etc. are not helpful in solving basic
living needs. This situation can throw " The youth at risk " ie. the youth without proper background
back to an interfered social net.
If our clients are successful in proving their skills in agriculture, there's more chance of finding
employment in the country, where living expenses are cheaper. Our clients are also offered good education. This helps with their personal growth and also their chances in the job market are increased.
All innovation principles of the Society for Equal Opportunities are used.
The principle focussed on futhering one's skills is used in applying new methods in the work
with the clients ( Ergotherapy ) and also in the search for new ways of an integration support
of our clients or in developing new educational strategies. The main focuss of the principle is
to increase our clients qualifications.
Our maximal aim is focussed on local participation and on the support of local institutions.

Our target group are youngsters, who, after becoming of age, leave children's homes, educational
or diagnostical establishments or large foster families. The youngsters leave these institutions
unprepared to live "normal" life. There's a lack in good education, in basic work habits, and
this includes motivation and positive attitude to work. Our clients belong to the risk group of the
unemployed. This lies in their low educational standard, but also in the lack of their work experience .
The secondary beneficiaries shall be Foster Parents Association employes and employes of
our partnering organisations, who will be enabled to gain new work experiences and new social
skills, the result of which shall be better quality of their work and widening of service on offer.

It was necessary to invite new partners to co-operate in our programme, considering it's size.
Our foremost consideration shall be given to an applicant, who shall be capable to insure smooth
running of the project in the finance and administration area.
The applicant shall be responsible for the work-educational programme, even though it shall be
created with the partnering building firm, with the agricultural firm. The building firm will be responsible for any building work and for the work structure of our clients. The clients shall be supervised by the head instructor of the building firm. In the realisation of the agricultural activities , our clients shall be under the responsibilities of the employes of the Foster Families Association. There shall be also other organisations participating
in an advisory role.Co-operation of all interested parties is necessary in the work-programme
creation. This shall be achieved by regular meetings. The post of an independent observer , an evaluator, a supervisor, shall be given to an university expert, who shall be responsible for empirical data evaluation, ascertained by the research and for the data application in the work-programme.
The work authority and the job agency shall be indirectly involved in creating work places and
shall also point out job market needs. A support service shall be given by an advertising agency,
which shall react swiftly and actively , because of it's problem awareness, and it shall promote
our programme with such activities as creating posters, organising beneficial actions, and by
promoting seasonal selling of vegetables. The support shall be also given by other Houses 1/2 Way, which shall secure an acceptance of work-related programme amongst our target groups.
In the case of our clients' dis-interest in the work programme, it shall be necessary to co-operate
with a local enterprising body, providing it shall be interested in giving employment to our clients.
The E.B. shall be given a supporting role in our project and it shall step in in the case of a
"failure".The applicant shall take responsibility for an educational part in the project. This consists of
an education plan with regard for actual needs of our clients.
This education plan consists of educational courses, seminars or lectures and these shall be
mainly provided by our partnering organisations.

Agreement Summary

With an international co-operation the project benefits from new openings in the region of
bio-agriculture and also in the social region.Although Czech Republic is among countries
with bio-agriculture, this agriculture is not particularly developed and it greatly lacs public
support. Our experiences with the countries systematically supporting bio-agriculture,(ie.
Austria, Switzerland, respectively Scandinavian countries) greatly contribute to a positive
direction in our work structure. A new scope is opening for a common solution of difficult
situations, the youth leaving institutions find themselves in, and this lies in the co-operation
with Mid-European and East-European countries, where the institutional care of youngsters
is tacled in a similar way to the one in the Czech Republic.
Possible source of inspiration can be co-operation with Slovak Republic, where new ways
of an alternative family care are actively carried out.
In Western Europe, such a good system of an alternative family care is used that only a low
percentage of children ( children with serious physical or mental handicaps ) remains in
government institutions. Those are working as family oriented institutions.
The House 1/2 Way Project is opened to new, tried innovations and it can be a source of
inspiration to institutions of similar kind.
