The reason for the establishment of the DP is:
- to elaborate procedures and methodologies which would facilitate creating of a community plan to its authors.
- to suggest some procedures that would recommend to the authors how to create a regional cooperation networks as the needed element for a mutual cooperation.
- to elaborate some suggestions how to involve Employment Offices and employers into the durable systematic cooperation with a community, users, providers and other important “players” in the community.
- to elaborate some suggestions how to involve services users – final recipients into the community planning as the full-value partners who are able to defend the interests of users´ group not only the personal interests.
- to elaborate some procedures for establishment of manager structure – managing structure in the region. The aim is to build the structures so that they would by permanent sustainable a usable in a process of community plan creating and in a process of its implementation too, with the strong involvement of the non-profit sector into the regional structures.
- to suggest a system – to elaborate methodologies that would make possible to the authors to solve problems of regional information.
- to suggest a methodology for the analyse of users´ needs, which analyses needs of the target groups also in area of so-called soft needs.
- to elaborate a methodology – practical manual which would guide the authors through the thorny way of the teamwork while many involved parties (commissioners, providers, users, employers, and Employment Offices) are sitting at one table.
- to elaborate a methodology how to lead the main process at creating of the community plan – the consulting process with various target groups
- to elaborate methodologies that would determine indicators of a success of the community plan and that would institute suitable evaluation tools for community processes.
- to elaborate the commendatory methodology for public relation and legal terms for community planning in Czech Republic.
- to create a new educational module for students of the regional university.
- to create a new informational platform for sharing of information about community planning with various target groups – especially for final recipients of the services.
- to implement an advertising campaign on the local and national level which presents a positive image of the non-profit sector.
- to disseminate into Czech Republic know-how from the countries EU in the area of social economy and management of community processes.

The main objective of the DP is to strengthen capacity of organizations working in social economy through the education, new methodical procedures in community planning, through the new accesses on level of regional cooperation and cooperation with Employment Offices and employers, hereinafter through the new informational strategies and new projects, which will create working opportunities for disadvantageous groups of people on the job market. And finally through the implementation of the local marketing strategy determinated for enterprises creating social economy.
Specific project objectives:
- To strenghen an informational and organizational capacity of NGOs at least in three selected places (regions) of Czech Republic to create superior expectations to integrate social disadvantageous people into the society.
- To create practical handbooks and methodologies in area of planning of the social and community sevices´ regional network and to standardize operations community planning in three selected places of Czech Republic.
- To work up educational modules for social managers - employees of social sector in area of community planning and for students of attendance studies at the Universty of Jan Evangelista Purkyně in Ústí nad Labem suported by e-learning platform.
- Development, testing and running of social services´ regional web system for social disadvantagous citizens in on-line application.
- Elaboration of the analyse dealing with state of social economy, of role NGOs in area of employment and comparative study about methodologies play on operation of planning/community planning/ in countries of development partnership.
- To create projects in order to provide new working opportunities for disadvantagous groups on the job market in three selected regions.
- To invite Employment Offices and employers in order to colaborate and to establish new local cooperative network.
- to promote outpusts within national and regional policy in Czech Republic.

The system of the social economy in Czech is prepared to make essentials transformal steps.
All participated subjects /establishers, providers and users of the social services/ knot about the serious problems conected with the continuing of the of such no lucid systém, mainly with regard on no favourable demographic prognosis.
The approaching of the higer effectiveness of the social economy and all system supposes
mainly posibility to of the individual solving no favourable social states of the people and posibility to realise the local and the regional plan of services. These services are established on the based of real regional and local needs.
The area measures will always less effective and need more public sources and have influent on finance possibilities of individuals, which need help form the reason of the lost self-sufficiency.
The similar conceptions of the systém of social services (stress on planning in social economy) are realised in a row of the comparable countries of Europe. Mainly in Great Britain and in Netherland.
The systém of the community planning integrates modern strategy based on creating of the equal possibilities in society and on support of the the groups of citizens in danger to prezent their siocial exclusion and exclusion from the job market.
The community planning fullfil in own principles the objective need to connect the social, health and employment area in order to plan the help to the persons, which are sick to promote thein rights and interests. The community planning supposes the users participation on creation of the suit network of social services, supports the participation of providers of social services and NGO´s in open and transparent competitive environment and creates conditions to realisme effective social policy on all legals of public Administration.

The disadvanteaged youth of age up 25-
The ageing population over the 50 ? the borders of the agens and no interesting groups for the employes, an absence of the language skills and not ideal knowledge of the inquiry literacy of the seniors. The physical handicap Citizen ? lack of the suit production programmes, no barrier working places, the services of the personnel assistance.
The mental ill people ? the mutual problems of employers, an absence of the knoledge of problems of menatl ill people, lack of the timely divided work, lack of the suit production programmes, lack of the services of the supported employment.
The citizens independent on drugs ? the negative society view of the employers - the negative society thinking, lack of the suit production programmes, lack of the primitive programmes
The ethnic minorities (mainly the Rómové) ? the negative society thinking, lack of the will characters, lack of the motivation ? action programmes and suit the production programmes,
Lack of the programmes for employment of the women from Rómové.
The women in difficult life situations ? lack of the supported programmes to také care aboutr the children, absence of the employer´s tolerance, absence of the women skills (often only the basic education)
Employers opf the NGO´s ? providers of the services are teh important employers. In the contemporary network of the social services work minimum 60 thousands of persons and it´s supposed the next increasing of the 20 thousands of persons.
The barriers on job market ? absence of the qualification, underrating of the work statute in social economy.

The transnational partnership is consisted from 4 international partners - countries with long-term tradition in social economy: Agora (UKgb-145), Great Britain, Werk.Wardig (BEnl-16) - Belgium, Your Spis (SK-60) - Slovakia and our project introduced under the name: EUROPA HOUSE (CZ-37) - Czech Republic.
The objective of the transnational partnership is support of the ideas´ transfer - plans, knowledge and technics, which coul support social enterprises in Europe with added value to improve specific regional localities of TCAs´partners and will be made through:
- Development of the community planning as a tool for improving of quality fo disadvantageous peoples´, groups´, areas´ life, transfer of the good practice.
- Strengthening, education and increasing peoples´skills leading to the improvment of service quality provided themselves communities and users.
- Professionalization of social enterprises to improve sector quality.
- Prosecution of successful transnational partnership.
