Restructuring of the Czech steel industry deals with one of the key industrial sectors which has a strong regional dimension because more than 90% of production capacities are located in the Moravian-Silesian region. The regional labour market has been facing the most difficult problems in the Czech Republic. At the end of 2001 more than 90,000 of unemployed were registered here. There is a dynamic increase of long-term unemployed with more than 2/3 of the total and 1/4 unemployed longer than 2 years. Dynamics of the new job opportunities is insufficient and redundancy of higher numbers of steel industry employees supposed by 2005 can increase the unemployment rate by 2% in the districts of Frydek-Mistek and Karvina and by 5% in the district of Ostrava (to circa 21.5% which is the highest unemployment in the CR. In 2002 the restructuring process means redundancy for high numbers of employees especially from Vitkovice and Nova Hut companies - circa 3800 according to the Roland Berger study. There is a clear demand for effective and complex social programme to assist the people in adaptation to change and to reduce the risk of social problems. In this context two innovative programmes have been launched by the government in 2001, i.e. financial compensations and a programme of so-called employment agencies - RZA (Regional Employment Agency) as a programme management and co-ordination body and Employment Agencies in the metallurgical companies (so-called PZA). Both the programmes will continue in the coming years as basic components of the social programme. The employment agencies and their consultants provide for individual services to help their clients to deal with the stress, to understand the labour market and techniques of job-search, to develop new skills through training in order to increase employability etc. The RZA has been in contact with potential new employers in order to assist to the clients in the job-search activities. In co-operation with other partners a consulting and training assistance is given to those who want to start their own business. In co-operation with the public Labour Offices they help to ease a process of registration as unemployed. Launch of the co-ordinated regional system of individual care for unemployed is an innovative approach which use the experience of the past restructuring of both the metallurgical as well as coal-mining and other industries in the past. The first set of standardised services has been developed and implemented yet. The main goal for the future is to further develop these services as well as to add other services more focused on specific groups among the total numbers of redundant people stuctured according to the e.g. age, education level, psychological and health status, professional qualification etc. Furthermore it is necessary to identify, examine and implement new forms of employment of redundant employees incl. motivation of potential employers. The other issue to consider is a mobility of workforce and ways of motivation to this activity. Another barrier which should be reduced within the EQUAL project is to improve communication and commitment of different institutions to deal with the problems of unemployment and human capital development. A good example of development partnership should help to understandt these issues as one of key points of regional competitiveness. Therefore, it is necessary to strengthen co-operation between metallurgical companies, employment agencies, labour offices, potential new employers, training institutions, development agencies and public authorities both on the regional and national level in order to create partnerships and networks of expert commited to solving the long existing problems. At the same time it is necessary to analyse experience of solving similar problems in the EU countries and to transfer the most effective and best suited to the Moravian-Silesian region. Except minimizing the negative social impact of the Czech steel industry restructuring the other objective is to extend the innovative services, standardised processes and partnership co-operation to help in the regional labour market and to disseminate the experience to other industrial sectors and regions. The other goal is to develop a know-how related to preparation of projects and fund-raising for their co-financing incl. EU structural funds. In all these goals and activities the EQUAL project called "Integration Programme for Employees Made Redundant in the Restructuring Process of the Czech Metallurgical Industry" and the transnational co-operation with other relevant DPs in EU should help in the coming years 2002 to 2005.

Objective

The main objective of the project is to minimize negative impacts of the Czech steel industry restructuring in the Moravian-Silesian NUTS 2 region. In this region more than 90% of the Czech steel industry capacities is concentrated. The social impacts of the restructuring process should be minimized by co-ordinated efforts and services of the Employment agencies, Labour offices and co-operating partners aimed at individual services for employees of the steel companies who are endangered by redundancy and to disseminate the innovative project results to other groups of unemployed and other sectors and regions in the restructuring and transformation process.
The specific objectives of the EQUAL project will be to help in:
1. Development of partnership co-operation of relevant institutions with the employment agencies and to developm new instruments supporting integration of redundant employees and unemployed on the labour market.
2. Activation of redundant employees and unemployed to improve their skills and search for new job on the labour market with the assistance of complex and user-friendly services.
3. Development of a complex information and communication system supporting all activities within the project including information on the project development and results, information on labour market analyses and forecasts and information on relevant services for project partners and public.
4. Realization of labour market surveys and individual contacts with potential employers and development of new programmes and services focused on improvement of chances to find new job for as much of redundant employees as possible.
5. Creation and development of a broad and efective network of external suppliers of services for redundant employees - clients of employment agencies - including retraining, consulting and recruitment agencies in order to improve their ability to integrate on the labour market.
6. Development and dissemination of the methodology of the employment agencies and professional capacity of their and external advisors and lecturers including effective transfer of know-how relevant to solution of social impacts of the industrial sectors restructuring and transformation of the regions from the European Union countries.
7. Development of institutional capacity able to assist in identification and implementation of projects in the field of human resources development and to negotiate with potential donors in fund-raising including structural funds of the European Union.

Process-orientation - it is one of the major project goals to identify, describe, improve and standardise the processes in the value chain of services delivered to the clients of DP organizations as well as within the DP in order to make them as much efficient as possible. For this purpose also the process modelling software will be used.

Goal-orientation - 7 specific objectives have been identified for the project and a clear and goal-oriented action plan is being prepared to reach the targets in the coming years. Urgency of the problem, transparency of the project and commitment of the DP people is necessary to deal with several thousands of redundant and unemployed in the region.

Context-oriented - the project is related not only to metallurgical industry but also to regional labour market and future competitiveness of the region and the industry in the EU. A complex social programme for metallurgical industry is one of the issues being discussed by the Czech government with the EU Commission.

During the project design and implementation a close co-operation with the beneficiaries will be one of the main attitudes. The representatives of the trade unions on both national and enterprise level will be involved. Mr. Stredula, a vice-chairman of the National Trade Unions Federation, has been nominated as one of the tutors for the projects.

Agreement Summary

DP believes to find experienced partners in the EU countries to transfer the best practises and to co-operate in several activites of a common interest. A successful transformation of former steel and coal-mining regions can provide for a lot of inspiration how to deal with similar problems here. Life after steel does not mean life without steel. This industry will remain an important part of the regional and national economy. Nonetheless, an integration of hundreds and thousands of redundant employees on the labour market needs a lot of innovative initiatives and common work with partners here and abroad. Our DP offers a strong team able not only to use the experience of others but also to share the knowledge and to develop long-term partnerships in different fields. Since the last year we have developed and implemented a set of standardised services for redundant employees incl. our own methodologies and process models. Parallel and/or joint development of the innovative measures is possible and welcomed. Exchange of trainers and staff between DPs should be a part of the transnational co-operation as well.

RPIC-ViP is a private organization who won the public tender organized by the Czech Government to provide for services of RZA (a Czech abbreviation of the Regional Employment Agency) within the process of restructuring of the Czech metallurgical industry. RZA co-ordinates a network of consultants and organizations both within the metallurgical enterprises and outside with the main aim to develop and implement individual services to people made redundant from the restructured companies in order to reduce the social impact. These activities have a regional background because more than 90% of the Czech steel industry is located in the Moravian-Silesian (Ostravsko) NUTS 2 region. RPIC-ViP has been a registered consultant of EU PHARE (CZE 10019) and its quality management system has been certified according to the ISO 9002 standards.

The sphere of activity of our educational institution is to prepare the candidates for pursuance of their profession, technical activities and some business technoeconomic activities. The House of Technology Ostrava, Ltd., from 1993 limited company, has the tradition in its major activities of 34 years.
Main activities: education, certification of personnel, consultancy, project management (incl. international projects).
DTO disposes of two kinds of experience concerning the project orientation. The first is connected with the fact that the company realises vocational education for the adults in programmes based on the needs of Moravian-Silesian region (even if its territorial scope is broader). The internal employees have professional knowledge required pro the activising activities, project preparation, lector and trainer activities, evaluating of education and further consultation effectivness. A separate group among the people being educated is formed by the unemployed and other target groups of the project.
The second kind of experience is bound to the projects with participation of DTO (Phare, COST – subprogram of the 5th framework program of EU, participation in Leonardo). At the present the expert team of DTO is a member of the international team of COST AA 13 program.

Integration Programme for Unemployed

La restructuration de l’industrie d’acier nationale est un problème de l’un des secteurs industriels clé avec une dimension considérable au niveau régional, et ceci grâce au fait que plus que 90 % des capacités de production sont concentrés dans la région de la Moravie et de la Silésie. En effet, c’est le marché du travail de la région de la Moravie et de la Silésie qui pose des problèmes durables par rapport à toute la République tchèque. A la fin de l’année 2001, les Agences pour l’emploi tiennent dans leurs registres plus que 90 0000 chômeurs. Le nombre de chômeurs durables monte rapidement, il s’élève à deux tiers et plus qu’un quart de chômeurs est sans travail plus long temps que deux ans. Le dynamisme de la création d’emploi est insuffisant et, avec son effet multiplicatif, le nombre plus élevé prévu pour le licenciement des salariés dans l’industrie d’acier jusqu’à la fin de l’année 2005 peut augmenter le taux de chômage de 2 % dans des districts de Frydek-Mistek et de Karvina et de 5 % dans le district d’Ostrava (au taux près de 21,5 % ce qui représente la première place en RT). En 2002, la restructuration de l’industrie d’acier concernera le licenciement du nombre élevé de salariés (d’après les estimations de la société Roland Berger, il s’agira autours de 3 800 seulement pour l’entreprise d’acier nationale – surtout de Vitkovice et de Nova Hut). Il est clairement requis que ces personnes dispose d’un programme social complexe et fonctionnel qui facilitera leur adaptation à ce changement et réduira le risque de mouvements sociaux.

Déjà en 2001, le contexte a mené à lancer deux programmes de base, dont le paiement des indemnités dues au départ. Celles-ci se basaient sur la directive gouvernementale n° 310/2000 et le système des prestations de services des Agences d’emploi (RZA – Agence d’emploi régionale et Agences d’emploi pour les entreprises métallurgiques). Les deux programmes serviront désormais de base pour une solution système des impacts sociaux dans les années à venir.

A part du paiement des indemnités, il faut également mettre à la disposition du personnel prévu à licencier les prestations de services individuels qui lui permettraient de trouver un équilibre dans des situations stressantes au niveau psychique, de s’orienter sur le marché du travail, d’acquérir de nouvelles compétences à l’aide des cours de reconversion et ainsi d’augmenter de la chance de trouver un nouvel emploi. Egalement, il faut les aider tant rechercher d’emploi que démarrer leurs activités d’entreprise, faciliter d’éventuels enregistrements auprès des Agences nationales pour l’emploi et coopérer sans cesse en recherche de nouvel emploi, une fois licencié.

Mise en place en 2001, le système de coordination régional de la prise en charge individuelle des licenciés moyennant les agences d’emploi d’entreprise et de région est déjà une solution innovante qui relie les anciennes expériences des différentes entreprises d’acier et sidérurgiques subissant la restructuration depuis les années quatre-vint. Aujourd’hui, les services de base sont déjà mis à la disposition. La tâche principale à réaliser désormais consiste à approfondir et à perfectionner ces services, dès ceux généralement disponibles pour tous les licenciés à ceux ciblés à certaines catégories de licenciés, classés selon le taux de problèmes lors de leur intégration professionnelle. Il conviendrait de classer ces catégories par exemple par âge, par formation, par l’état de santé et psychique, par métier, etc. Il est aussi nécessaire de chercher, de vérifier et de mettre en place de nouveaux types d’emplois pour les licenciés, ainsi que les instruments qui motiveraient leurs potentiels employeurs. Il reste une autre question à répondre qui est la mobilité des personnes, si et comment motiver les gens à déménager pour des raisons de travail. Une autre contrainte que nous éliminons progressivement est un niveau insuffisant de communication et de coordination entre les institutions diverses et une connaissance faible du fait que le problème d’emploi et de développement des ressources humaines est l’un des éléments clés de la compétitivité et qu’il doit faire partie des priorités communes pour la réalisation de stratégie de développement régionale. En recherchant et en vérifiant de nouvelles manières de travail avec les licenciés, il est donc également nécessaire d’approfondir la collaboration entre les entreprises d’acier, Agences d’emploi, Agences nationales pour l’emploi, potentiels employeurs, institutions réalisant les cours de reconversion, agences de développement et les institutions régionales et de créer de partenariats régionaux et de réseaux d’institutions et d’experts qui collaboreraient. Il est effectivement nécessaire d’examiner les expériences issues des programmes similaires réalisés dans des pays membres de l’UE et d’appliquer les meilleurs entre d’eux au niveau régional.

A part de minimiser les impacts sociaux défavorables de la restructuration de l’industrie d’acier sur les personnes prévues à licencier, il faut aussi utiliser le programme d’accompagnement social pour la préparation, la vérification et l’approfondissement de nouvelles prestations de services des agences d’emploi, ainsi que d’autres partenaires ; pour les nouveaux types de préparation et d’emploi des personnes licenciées, pour la création de réseaux de collaboration régionale soutenant la régénération du marché de travail, pour mieux connaître et utiliser les expériences étrangères et, enfin, pour développer le savoir-faire ciblé à la préparation des projets et la gestion du cofinancement à partir des fonds internationaux (surtout à partir de l’UE).

Afin d’arriver à l’objectif fixé, on a établit un projet portant le titre « Programme d’intégration pour le personnel licencié suite à la restructuration de l’industrie d’acier » faisant partie du programme EU EQUAL qui est devenu la base d’une part pour la réalisation de partie innovante du programme dédié tant au personnel licencié de l’industrie d’acier qu’à d’autres catégories de gens figurant sur le marché du travail de la région de la Moravie et de la Silésie pendant des années 2002 – 2005, d’autre part pour l’extension des expériences dans d’autres secteurs et régions subissant la restructuration.

L’objectif principal du projet consiste à minimiser les impacts défavorables de la restructuration de l’industrie d’acier dans la région de la Moravie et de la Silésie sur les personnes prévues pour le licenciement ou les chômeurs moyennant les prestations de services des agences d’emploi, des Agences nationales pour l’emploi et d’autres partenaires collaborateurs et à appliquer les résultats du projet dans d’autres secteurs et régions subissant la restructuration et la reconversion.

Les objectifs partiels du projet sont les suivants :
1. Utiliser le programme EQUAL pour développer une collaboration de partenariat entre les institutions et les agences d’emploi et pour faire évoluer de nouveaux instruments favorisant l’intégration du personnel licencié et des chômeurs.
2. Mettre en action le personnel portant le risque de perdre son emploi et les chômeurs afin qu’ils se préparent et cherchent de nouvelle application sur le marché du travail et mettre à leur disposition les prestations de services multiples et d’usage facile.
3. Développer un système global d’information et de communication afin de favoriser toutes les activités concernées par le projet, afin de mettre à disposition des informations pertinentes sur l’évolution et les résultats du projet, sur ceux des analyses et des prévisions sur le marché du travail, ainsi que sur d’autres services destinés aux institutions partenaires et au public.
4. A l’issu de la prospection sur la demande et des contacts individuels, mettre en place de nouveaux programmes et de prestations de services ciblés à augmenter de la chance de trouver une nouvelle application professionnelle pour un nombre le plus important possible de licenciés.
5. Créer un réseau abondant et de qualité de sous-traitants extérieurs de prestations de services pour les personnes licenciées – usagers des agences d’emploi, surtout celles ciblées aux prestations de reconversion, de consultation et de recrutement, qui améliorent leur préparation pour la nouvelle application sur le marché du travail.
6. Evoluer et approfondir une méthodologie propre au programme des agences d’emploi et une capacité professionnelle tant intérieure qu’extérieure de conseillers et d’enseignants en utilisant le transfert efficace de savoir-faire des payes membres de l’Union Européenne concernant le problème d’impacts sociaux défavorables de la restructuration des secteurs industriels et des régions atteintes.
Augmenter la capacité institutionnelle pour la préparation des projets dans le domaine du développement des ressources humaines et pour les négociations avec les donateurs potentiels de ces ressources, y compris la préparation pour la prochaine utilisation des fonds structurels de l’Union Européenne
