The purpose of developement partnership establishment was to cooperate on developing of employment of persons with disabilities at the open labor market. Cooperation among Supported Employment Agencies, Labor offices, local news media and also with employers set the developement partnership a task to enhance an interest of employers to employ people with disabilities.

Objective

The aim of the project is to enhance the willingness of employers to employ people with disabilities or other socially disadvantaged persons. The project objectives respond with:

1. experiences with employment of people with disabilities within Supported Employment Agencies

2. results of research done by Ministry of Labor and Social Affairs. Main barrier to enhance level of employment of persons with disability is low interest of employers to employ people with disabilities. Similar research was done also by RYTMUS in the frame of 1st round of EQUAL Initiative project. Couple significant results emerged from the research.

1. none of addressed employers have experience with the Supported Employment service

2. job positions suitable to people with disabilities exist at the most of organizations. Job positions were found in cooperation with job coaches, employers them selves don’t think about this possibility, they more likely choose other options for fulfillment the mandatory portion of employment of people with disabilities – relevant to the Employment law.

The main task of the Development partnership is to find a way how to connect employers’ and disadvantaged persons needs with Supported Employment service by involving different kind of organizations within the DP.

New types of partnership

The project will bring unusual type of partnership among NGO’s and enterprises. This partnership will realize activities relevant to training of employers in the field of social responsibility.


New work methods

Agencies of Supported Employment will gain a new view of service providing – orientation on needs of employers. This approach is going to be highlighted by establishing new work position at agencies – specialist for work with employers.


Regional level of EQUAL CHANCE – Employer of the year competition

This regional enlargement will bring the competition closer to local stakeholders. Employers are well known on local level and competition will get more prestige.


Benchmarking

It is a new element at vocational rehabilitation and service providers can use it as a tool for organization management, increasing effectiveness. Benchmarking will unable to empower presenting of good practices.


Educational program for employers

Professional background of employers will be encouraged and their ability to employ persons with disability will be strengthened.


Social responsibility

Social responsibility is not well known attitude yet. Recognizing the concept of social responsibility as a daily practice will help to spread the idea as a model on national level. Czech Union of Supported Employment will help to spread this idea by its educational activities.

Empowerment was one of the main issues of previous EQUAL project. The output relevant to empowerment was a brochure with a list of empowering and non-empowering methods of work with clients. That is also basis for realizing present project activities.

The purpose of the project is to improve large employers’ climate towards accepting and employing persons with disability or persons socially disadvantaged

· will try to use, respond and develop results of research relevant to the field of employers needs that was evaluated in the frame of Strategy development of Supported Employment within Action 3 of previous Equal project

· a proposal of educational program for employers with attention to regional particularities will be developed based on charted needs

· each region will have 40-50 large employers selected in cooperation with Labor offices

· there will be a position of specialist for work with employers opened at each Agency of Supported Employment; specialist role: systematic cooperation with enterprises, legal-personel counseling for enterprises relevant to employment of persons with disabilities, counsels to employers relevant to modification of work conditions or work place

· each Supported Employment Agency will be personally strengthened in order to be able to respond employers’ and clients’ demand

· there are 1-2 particular persons working for enterprises that will be trained in work with people from target group and will become “jumping-off coworker” - natural support

· these employees will be trained in order to get knowledge of employment of persons with disability, methods of work and possibilities of integration to work team

· there will be develop a survey of conditions for employment for people with disabilities

· there will be regional rounds of EQUAL CHANCE – Employer of the year award

· there will be organized a training for job coaches- specialist for work with employers

· there will be developed a presumption of financial demands of the Supported Employment service in particular regions

· there will be developed a presumption of financial demands of the Supported Employment service for individual client

· there will be developed several transnational outputs (manual for employers, curricula of training program for job coaches, criteria of social responsibility and set of international quality standards)
