Social and economic marginalization of different social and cultural groups, which is also reflected in a low employment rate of their members is, among other things, caused by a distrustful attitude of the majority society to all forms of diversity. This distrust may take on various characters and intensity: from latent prejudice and negative stereotypes to an open xenophobia and obviously discriminatory behavior. All forms of xenophobia and racism are dangerous as conscious as well as unwitting discriminatory strategies increase the isolation of the already marginalized social and cultural groups, and harm society in terms of culture, economy, and politics.

There are several ways of increasing the employment rate of minority group members: by a nationwide directive influencing the employment policy, by creating new, suitable job opportunities, by motivating employers economically, by creating a network of consulting centers, by providing re-qualification courses etc. However, the above tactics do not remove one of the core causes of low employment of the given group members; namely, distrust, xenophobia, and racism on the part of a great portion of the majority society, and discriminatory behavior toward members of different minorities. Without changing the social climate toward tolerance, respect, intercultural dialogue, and cooperation, it is impossible to rely on the lasting effect of one-time projects aimed at encouraging employment. One effective instrument for such a change is represented by intercultural education.

People in Need Foundation (Člověk v tísni, o.p.s.) has already implemented an extensive program for introducing intercultural education at all levels of the Czech educational system within the Varianty project (supervised by the Inter-Ministerial Commission for Roma Community Affairs of the Czech Government Office and the Ministry of Education of the Czech Republic, the project is funded from the Phare 1999 program, refer to www.varianty.cz). The program comprises support and assistance to primary schools when creating education plans, preparation of a handbook on intercultural education for secondary schools, training for didactics specialists and pedagogues at universities, proposals for systemic curricular changes etc. The project will logically result in and continue by an effort to provide intercultural training opportunities not only to school-age youths but also to a large number of majority members, particularly to pedagogical and consulting staff, government staff, HR managers in corporations, management staff in general etc. - to all those who may in any way influence the employment rate. The preparation of intercultural education programs for adults is a field where it is highly possible to capitalize on the existing experience of expert groups working with the People in Need Foundation within the Varianty project.

At the primary education level:

 Teachers, school managers and administrators, school psychologists in cooperation with parents and local authorities will create, implement and evaluate the school educational plan with regard to intercultural education. Links and connections between various schools will be established with the aim of active networking and exchanging experience
 Community coordinator will be selected and trained, the needs of individual localities will be analyzed, the content of local community education will be developed and implemented, and the services will reflect the needs of members of social and cultural groups suffering from discrimination
 Teachers and other beneficiaries will be involved in the process of creation of a pattern school educational program for their schools and will participate in its evaluation in terms of its applicability in creating a specific school educational program; the proposed changes to the pattern school educational program will be publicized and made available to a wide range of professionals
 Textbook publishers and other key partners, involved in producing and approving new textbooks, will be informed about the results of the analysis of primary and secondary school textbooks and will take part in the creation of new guidelines for official approval of new textbooks

At the secondary education level:

 Secondary school teachers will be trained in implementing intercultural education elements, methods and strategies in their daily work. With the use of the feedback, ideas and proposals received, a universal strategy for implementing intercultural education at schools and a training program for intercultural education will be developed
 Based on ongoing evaluation of the training process and existing materials on intercultural education, a universal intercultural education handbook will be created in cooperation with the trainees, to be used by teachers at all levels of the educational system and other professionals.

At the tertiary education level:

 In cooperation with university professors, specialists in methodology of education in particular, a model course on intercultural education for teachers in training and students specializing in adult education and personal management will be created and implemented at selected university faculties, departments and colleges.
 With the use of the model, university professors will be guided and encouraged to create their own courses on intercultural education.

At the level of professional training for teachers

 An analysis will be performed of the educational needs of intercultural education supervisors in regional pedagogical centers, as well as of regional needs in intercultural education. The intercultural education supervisors will be involved in proposing their own professional training and consequently trained with the aim of providing a quality in-service intercultural education training programs to elementary and secondary school teachers in their regions.


At the evaluation level

 A working group of inspectors, school head teachers and other pedagogues will propose methods of evaluating intercultural education at primary and secondary schools and test them at selected schools. The working group members will be trained to evaluate the implementation of intercultural education.

 

 Between national partners

All the partners will be involved in the preparational phase of the project. During the implementation phase the partners indicated bellow will participate in a following way.

The People in Need Foundation will be responsible for the management of the DP, will coordinate the particular activities including creating of the project and will facilitate the cooperation among national and transnational partners.

The British Council will assist in providing British experts - intercultural education specialists - to educate staff in pedagogical centers. At the same time, the Council will guarantee the quality of education for inspectors, and foster the exchange of experience in intercultural education.

The Czech School Inspection will ensure expert supervision of the creation of school evaluation methods on intercultural education, allocate its staff, and allow them to receive training in this field. The proposed methods shall be tested and their applicability evaluated. Furthermore, the CSI will assist in creating self-evaluation methods for schools, i.e. for evaluating the implementation of educational programs in schools.

The Department of Social and Cultural Anthropology at the Faculty of Human Studies of the West Bohemian University in Plzeň will provide tutors and consulting on Multiculturalism and Social and Cultural Anthropology; its staff will participate in preparing materials for secondary schools and a type university course on Intercultural Education, and in preparing a handbook on Intercultural Education for secondary schools.

The Critical Thinking Association will cooperate with the Applicant in the fields of didactics, teaching methodology, and will participate in preparing and implementing a model university course at selected colleges.

The Pedagogical Center for Central Bohemia – the Příbram Center – will support the training of secondary-school pedagogues in regions in terms of organization, promotion, and personnel. They will participate actively in preparing an intercultural education program designed for pedagogical centers.

Within the project the Rami c.a. will participate in preparing a model university course on intercultural education and implementing the course at the UJEP Pedagogical Faculty in Ústí nad Labem.

The Department of Civic Education and Philosophy of the Pedagogical Faculty of the Charles University will participate in the "Varianty" project by preparing a model university course on intercultural education and teaching methodology. Pedagogical Faculty of the Charles University will also act as one of the pilot universities for running the model course on intercultural education.

Vudud, g. b. c., will participate in the "Varianty" project by providing information on the Roma culture, history, and the education of Roma children. Vudud, g. b. c., will cooperate on creating supporting documents and preparing training activities.

The Center for Roma Studies will participate in preparing training programs on intercultural education, particularly on the Roma culture and history. They will also cooperate on preparing a model university course on intercultural education and creating supporting documents for secondary schools.

Agreement Summary

In accordance with the objectives of thematic measure 2. 1. (Eliminating racism and xenophobia in relation to labour market - Advancement of multicultural environment and education in the Czech Republic) determined for Action 2 of the Equal Initiative and in accordance with state policy of education and employment, we intend within the project Variations - Intercultural Education by the end of 2004 to accomplish the implementation of intercultural education (as a form of gaining respect for sociocultural diversity and fostering tolerance towards minority groups) into the educational system in the Czech Republic and into the system of long-life education; through this we intend to help with the improvement of the social positions of the people coming from different sociocultural environment and contribute to the facilitation of their entering the labour market.

Should the above formulated objective be systematically achieved, and should the sustenance of the project activities be ensured even after the completion of Action 2, it is necessary to appeal to different levels of the educational system and to different spheres of the long-life education system. On that score, the presented project is divided into thematic areas, in which the secondary project objectives will be achieved. The individual fields of the project are chosen with respect to the structure of the educational system in the Czech Republic and with respect to the needs of the long-life education system. The areas are:

Within the project, there will be also S. common activities, covering in all the above-mentioned areas, such as: schooling of intercultural education trainers, Internet services in the field of intercultural education, medial presentation of the concept of intercultural education and of tolerance, and medial promotion of the project. Apart from that, there is a special area called M. Project Management.

Target groups (direct recipients) of the project activities are above all:
 educators working in the above-mentioned areas (primary school teachers, primary school management staff, secondary school teachers, guarantors of intercultural education in regional pedagogical centres, educators from children’s homes and youth custody centres, co-ordinators of community education, potential trainers of intercultural education)
 field-workers working in socially excluded localities inhabited predominantly by Romany population
 employees of administration and local authorities
 both full-time and extramural students of Adult Education and Human Resourses Management (current and future personnel managers)
 asylum seekers and immigrants with permanent residence in the Czech Republic

Secondary target groups (indirect recipients) of the project activities are above all:
 pupils and students of all levels of the educational system in the Czech Republic (primary schools, secondary schools, students at the faculties of education - future teachers)
 inmates of children’s homes and reformatories
 Romany inhabitants of the socially excluded localities
 representatives of disadvantaged sociocultural groups aiming to enter the labour market
 the public

Main activities realised within the project:
In the area of primary education, a “standard of an interculturally friendly school” will be developed and put into practice by a group of co-operating experts; a course of intercultural education for primary school teachers will be implemented; a file of supporting texts for intercultural teaching in primary schools will be prepared.
In the area of secondary education, a pilot course of intercultural education for secondary school teachers will be created. This course will be verified, accredited and offered for implementation to pedagogical centres. “A Manual of intercultural education, not only for secondary school teachers” will be enlarged.
In the area of tertiary education, a pilot course of intercultural education will be developed for universities. This course will be verified, and in co-operation with addressed university teachers, it will be implemented into chosen study programmes at faculties of education. A university textbook will be developed for universities providing pedagogical education.
In the thematic area focusing on regional pedagogical centres, an analysis of educational needs in the field of intercultural education will be realised. A course of seminars for ”guarantors of intercultural education” will be developed. This course will focus on enlarging and improving the offer of pedagogical centres for further education of primary and secondary school teachers in the field of eliminating uneven conditions in the accessibility of education.
In the area of school inspection, methodology for the evaluation of the implementation of the intercultural education (ICE) principles into the teaching discourse in primary and secondary schools will be worked out in co-operation with the Czech School Inspection. A course of intercultural education for inspectors responsible for ICE in their regional inspectorates will be realised.
In the area of adult education, the following courses will be developed, realised and passed on for realisation also after the completion of the project:
a) a course for employees of administration and local authorities from job centres; the course will focus on the integration of minorities into the labour market
b) a course for field research workers working in socially repulsed localities; this course will focus on seeking job opportunities for predominantly Romany clients
c) a course of ICE for both internal and external students of Adult Education and Human Resources Management at the Faculty of Arts, Charles University
d) a course of the Czech language and Czech sociocultural realia for immigrants (asylum seekers and people with permanent residence) realised through CLIL, a highly innovative teaching method (integrating thematic content and language skills)
In the area of children’s homes, guidelines for teaching social, law and intercultural education in children’s homes and reformatories will be developed. Methodological materials will be created and 40 educators will participate in a pilot training course. These educators will then implement the above mentioned types of education in their place of work.
In the area of community education, guidelines for community education will be created. They will also contain an offer of courses for people endangered with unemployment. This course will be verified in chosen schools (in localities inhabited predominantly by Romany population). Community co-ordinators will be trained and an umbrella organisation clustering community schools which will ensure the sustenance of above mentioned activities also after the termination of the project will be established.


The outcomes of the project are the following: The developed guidelines for teaching and evaluation of ICE in primary schools, lower and upper secondary schools and universities providing pedagogical education. These guidelines will be a part of education (and inspection) practice. Teachers working in different levels of the educational system, guarantors of ICE in pedagogical centres and school inspectors will be trained in the field of ICE. A course focusing on intercultural tolerance and integration of the representatives of minority groups will become a regular part of the administration and local authorities employees education and of the future personnel managers (students of Adult Education and Human Recourses Management). Field research workers working in socially excluded localities will be systematically trained to help find job opportunities for their clients; a model system of educating immigrants in the field of the Czech language an Czech socioculural realia (through CLIL, a highly innovative teaching method). The educators in children’s homes will be within the framework of social, law and intercultural education prepared to educate their inmates with respect to their inmates’ future chances on the labour market. A textbook of ICE for primary schools will be created; the current manual of ICE for secondary schools will be enlarged; a university textbook of ICE for universities providing pedagogical education will be developed and for all above mentioned courses, methodological materials and worksheets will be prepared.

The project is innovative on the level of general objectives since nowadays, intercultural education towards intercultural tolerance is not a part of curriculum in the context of the educational system in the Czech Republic, nor in the long-life education system. Highly innovative are also the modern teaching methods which will be used throughout the educational activities. Besides, there are also supporting materials focusing on ICE, which currently lack on the market.

The developing partnership was created with regards to the experience of particular partner organisation in the field of pedagogy and intercultural education and also with regards to their capacity to verify the pilot educational activities designed within the project. The partner organisation will actively participate in expert working teams as tutors and mentors. It is expected from most of the partner organisations that they will keep implementing the project activities also after the completion of the project.

The proposed project follows up with the former phase of the Variations project, which was realized from Januray 2001 to June 2002 as a part of EU Phare 99 program. This phase of the Varianty project will have been completely closed before the proposed project starts. There will not be any content or accountancy amalgamation between the two projects.

The Center for Roma Studies at the Pedagogical College of UJEP is a specialized pedagogical center focusing on training future pedagogues in Roma Studies. Students of the UJEP Pedagogical College receive a mandatory course in the Roma language; all university students can choose optional lectures and seminars on the Roma and their language. "Varianty" - Multicultural Education

La cause de la marginalisation sociale et économique de différents groupes socioculturels, se reflétant dans un taux d’emploi faible de leurs membres est, entre d´autres, l’approche méfiante de la société majoritaire envers toutes formes de différence. L´intensité et le caractere de telle méfiance varient: depuis des préjugés latents et des stéréotypes négatifs jusqu’à une xénophobie ouverte et un comportement ouvertement discriminateur. Toutes les formes de la xénophobie et du racisme sont dangereuses car les stratégies discriminateurs conscientes ou inconscientes augmentent l’isolation des groupes socioculturels déjà marginalisés et apportent des nuisances à la société dans le domaine culturel, économique et politique.

Il est possible d’améliorer le taux d’emploi des membres de différents groupes par un certain nombre de moyens : par une motivation horizontale et directive de la politique d’emploi, par la création de nouvelles opportunités d’emploi appropriés, par une motivation économique des employeurs, par la création de réseaux de conseil et de formations de requalification, etc. Toutefois, les tactiques citées n’écartent pas une des principales causes d’un taux d’emploi faible des membres des groupes en question, c’est-à-dire la méfiance, la xénophobie, le racisme d’une grande partie de la société majoritaire et un comportement discriminateur vis-à-vis des représentants de différentes minorités. Il est impossible de prévoir un effet durable d’actions de soutien de l’emploi sans un changement de climat social en direction de la tolérance, du respect, du dialogue interculturel et de la coopération. L’éducation interculturelle et la formation représentent un outil efficace d’un tel changement.

L’Association L’homme dans le besoin, association d’utilité publique, réalise déjà, dans le cadre du projet Variantes (le commanditaire étant la Commission intersectorielle pour les affaires de la communauté Rom du Bureau du gouvernement de la République tchèque, le projet est financé par des ressources du programme Phare 1999, voir www.varianty.cz). un large programme de mise en place d’éducation interculturelle à tous les niveaux du système tchèque d’enseignement. Le programme intègre l’aide et le soutien aux écoles primaires dans la création des plans d’enseignement, la préparation d´un manuel d’éducation interculturel des collèges, la formation des didacticiens et des pédagogues des établissements d’enseignement supérieur, les projets de changements dans les systèmes des cursus, etc. Un aboutissement logique et la poursuite du projet sera d’apporter une certaine éducation interculturelle non seulement à la jeunesse scolarisée, mais aussi au plus grand nombre des membres de la majorité, en particulier les pédagogues et les agents de conseil, les fonctionnaires de l’administration, les employés des services du personnel des entreprises et des sociétés, les cadres de la gestion, etc., c’est-à-dire tous ceux qui, d’une manière ou d’une autre, influencent le taux d’emploi. La préparation des programmes éducatifs destinés aux adultes est un champ où il est possible de bien utiliser l’expérience des équipes d’experts de L’homme dans le besoin, association d’utilité publique.

 Changer le climat social existant d’intolérance et de méfiance vis-à-vis des groupes socioculturels différents
 Soutenir des tendances conduisant à une société ouverte, pluriculturelle et tolérante
 Mettre en place des conditions de coexistence non conflictuelle entre les différents groupes socioculturels dans le contexte de la société civile
 Contribuer à une meilleure application du principe de l’égalité des individus et des groupes


Objectifs concrets :

 Créer, dans le domaine d’enseignement formel et informel, des programmes éducatifs, dont le but sera

- d’approfondir les connaissances de la société majoritaire concernant les minorités et leurs spécificités
- développer les savoirs-faire permettant de surmonter, de manière positive, les conflits et d’établir le dialogue interculturel, utiliser les diversités culturelles et s’orienter vers un monde multiculturel
- former les attitudes de tolérance, du respect et de l’ouverture envers les groupes socioculturels différents
- approfondir la conscience de la nécessité de s’engager, personnellement, dans l’éradication de toutes les manifestations de la xénophobie, du racisme et de la discrimination
- Implémenter les retombées du projet Phare 99 "Variantes – projet de soutien d’amélioration des relations entre la majorité et les minorités en République tchèque"


Objectifs au niveau de l’enseignement primaire :

 Créer, dans des écoles sélectionnées, un programme d’enseignement pour le domaine de l’éducation interculturelle
 Soutenir la création d’écoles communautaires, c’est-à-dire écoles servant de centres sociaux, éducatifs, culturels et de loisirs dans les communes et dans les villes
 Participer à la création d’un modèle de programme scolaire d’enseignement dans le domaine de l’éducation interculturelle
 Initier le processus de création de manuels développant les principes de l’éducation interculturelle


Objectifs au niveau de l’enseignement secondaire :

 Créer un modèle de stratégie permettant l’implémentation des principes d’éducation interculturelle dans toutes les catégories d’écoles d’enseignement secondaire
 Diffuser le manuel d’éducation interculturelle d’utilisation générale à tous les niveaux du système éducatif et tous les types d’organisations gouvernementales et non gouvernementales
 Créer un programme modèle d’apprentissage d’éducation interculturelle pour les pédagogues d’enseignement secondaire


Objectifs au niveau de l’enseignement du troisième degré :

 Proposer le contenu d’un cours modèle d’enseignement interculturel pour les futurs pédagogues et andragogues et mettre en place ce cours dans des établissements sélectionnés d’enseignement du troisième degré






Objectifs au niveau de la formation professionnelle des enseignants – centres pédagogiques régionaux :

 Initier et accompagner le processus de création de programmes d’enseignement dans le domaine de l’éducation interculturelle, résultant des besoins régionaux analysés, dans tous les centres pédagogiques
 Soutenir la formation professionnelle des garants de l’éducation interculturelle dans les différents centres pédagogiques
