The members of the Romany minority in the Czech Republic as a nation and
ethnic minority group are unemployed in great number which is, in some
regions, almost hundred percent. The microregion Most and Litvínov are
the ones where the unemployment of Romany minority members is the
highest. The need to solve this issue is hot at the moment and is the
topic of the strategic measures in all development documents of these
regions.
An absolute majority of the Romany families in the region is entirely
depended on social welfare and lives on the verge of poverty. Long-term
unemployment breeds other consequences as the loss of own activity and
the dependence on government support. A lot of Romany people have not
got anything to fill their leisure time with they are bored and resort
to criminality. A lot of them lives in despair and has not future
expectations. All of that influences their children who grow up in these
families. They are not interested in school attendance or any other
education because they can see that their parents do not go to work and
receive money from the government. We are convinced that there is a need
to show the Romany people that it is possible to find a good job and
that they need not loose expectance or pass to passivity or apathy. The
N.E.R.O. project has been designed to find specific methods for
motivation, retraining, work, advisory and other activities to be
acceptable for the targeted group. No project has been implemented in
such extent and such inner structure within other programmes.
In the microregion Most and Litvínov there is a high scale unemployment
of the Romany minority members which is, in all directions, caused by
racist and xenophobia approach of the employers to the members of this
national and ethnic minority. The solution of this issue is complex and
one of the ways is to find the original cause and try to overcome racism
and xenophobia.

The general target of the Dům Romské Kultury Development Partnership and
the N.E.R.O. project is to improve the labour market conditions for the
Romany minority members by overcoming racism and xenophobia in the
labour market by means of activities concentrated to the Training and
Education Centre Chánov, the network of economic and social consulting
rooms, cultural and historical section, Information Network, leisure
time section and assisted stations (centres).
The specific targets are:
1. Get rid of racism and xenophobia
2. Increase motivation of targeted group members
3. Increase the level of training, education and competences
4. Increase employability of the targeted group members
5. Create new jobs for the targeted group members
6. Prevent racism and xenophobia by implementing leisure time activities
with children and youth
7. Increase personal and national self-assurance, increase culture of
the Romany minority members in the sense of strengthening the ability to
accept cultural values of another culture than their own
8. Increase know-how - provide consultancy to overcome racism and
xenophobia and increase employability
9. Improve the look of the majority society members at the Romany nation
minority members an vice versa
10. Stabilize the project activities in the following period

The project brings the innovation mainly in
- Complexity and the extent of the solution, respectively in the
services complexity which is offered to the Romany minority by one
umbrella organization and the result of which is a wide range of
possibilities for each recipient from the targeted group to select the
special area
- Large involvement of the targeted group, the Romany minority members,
into the process analysis, implementation of procedures generated by the
project implementation and the project implementation itself
- Creativity in coping with the Romany issue with the possibility for
the targeted members to contribute creatively in the activities the
project implements
- In consulting to propose the Network of Economic and Social Consulting
Rooms with wider regional extent which will provide portability of
knowledge, new information and methods fast and operationally because
the unified element of the whole project is the location of the centre
into the Chánov housing estate as the Romany people, according to a
qualified information, do not use, or rarely use, the services of the
organization and institutions distant from their natural environment
- The idea of the N.E.R.O. project built on music, theatrical, leisure
and cultural activities which will be mapped and which will develop
Romany culture and overcome racism and xenophobia
- The structure of the Developing Partnership of DRK as it is proposed
to meet the targets and plants of the N.E.R.O. project the best and to
the widest extent
- Philosophy of the effort to improve ?mutual? view of the other party
not only to improve the majority view at the minority thus grinding
racism and xenophobia prejudices
- Involve the targeted group members into monitoring the course of
project and work of the Control Group
- Found the Museum of Romany History and Culture which, in the planned
scope, has not any parallel in the CR

The reason to select the targeted group of Romany minority members is
high level of unemployment caused mainly by the membership to this
national and ethnic minority.
The activities designed by the project are close to the mentality,
natural prerequisites and starting qualification prerequisites of the
Romany minority members and we can expect that it will arouse a
requested interest of the targeted group in the project involvement.

International cooperation will mainly consist in mutual transfer of
information and experience with the project planning, managemenet and
implementation.
Partnership with the proposed Spanish partner is prioritized because
this entity has, in the areas the N.E.R.O. project deals with, great
experience and can be beneficial for the successful project
implementation. In addition this entity deals with the issue concerned
much longer than the Dům Romské Kultury and has tried a lot of
procedures but not all have necessarily proved success. By learning from
this search of ways the N. E. R. O. project can only make profit. The
area of assisted employment of the Romany nation minority and other
members of the Romany ethnic minority will be a very successful cross
point of our mutual cooperation.
