The aim of the Project, is the combination of family and professional life, the decline of the professional segregation based on gender, the promotion of mechanisms for the integration of the principle of equality in the professional field and the encouragement of women employment, the promotion of women in high ranking positions of the professional hierarchy, the promotion of measures and good practices of equal opportunities in businesses, the formation of a framework and of a substantial content for a social dialogue for the promotion of measures and practices of promoting equal chances in labor and career, the creation of the preconditions for the fight against the causes that raise and reproduce the phenomenon of the segregation of the labor market, the overthrow of stereotypes, perceptions, positions and attitudes in labor work, in relation to the equality between the two gender and the promotion of women employment and selfemployment.

The groups that benefit from the project “New Routes For Women Employment In Cyprus”, are classified in the following categories:

1. Employed Women (labor threatened)

In the first stage (Energy I), estimated to endure six (6) months, the conditions of cooperation of the project’s associates will be permanently shaped, so that the Developmental Association “New Routes for Women” will be legally sustained.
Furthermore, the design of Energy II & III will be finalized and the actions of preparation for the transnational cooperation will be set in a course in order to achieve the transmission of ideas and practices from other countries of the E.U., but also the possibility of expansion of the project in a European level and will be chosen the transnational cooperation with the best prospect (added value).
During Energy II, estimated to endure twenty four (24) months, starting right after the completion of Energy I, the following actions are envisaged:

Concerning Energy III, the basic goals are the following:
Informing various collective and other bodies, businessmen, employed and unemployed, about the project and its possibilities. In this way it can be seeked the rise of sensitivity and the realization of the target groups in relation to the combination of family and professional life and the woman’s employment, and their actual participation in the projects’ application through the pilot implementations.
The diffusion of results from the pilot application of the project, in a way that its consequences will take a real dimension.
The theme networking of the Developmental Cooperation with other projects, in a way to accomplish the transaction of good practices and the diffusion of the results.

The project empowers the human resource of target groups of women, and more particularly Women in Labor, (labor threatened) Businesswomen, Young Women, Unemployed Women and Women with special needs/disabled.
Moreover, the project empowers the companies of Cyprus, throughout the promotion of women in employment, the utilization of a significant fount of employment and its contribution in the creation of more and actually better job opportunities, towards the direction of development and competitiveness in the Cypriot economy.
For the training and education of the women of target groups, special educational packages will be shaped, while structures and networks will be formulated for the support and promotion of woman employment.
Furthermore, actions of communication will take place, targeting mainly in the diffusion of the philosophy and the results of the project, as well as, in the sensitization of the social ensemble around the principle of equality.
Actions, like the creation of a network of mentors for women, the operation of an office of services for women, the one stop solution structure of women (keeping of children and aged people, cleaning etc.) constitute, not only pioneer approaches of the suggested project, but also actions that contribute in a direct way in the empowerment of the women of target groups.
Finally, a great significance was given, in the framework of planning, in the role of local and developmental representatives, as well as, in the political deputies of the Cypriot society.
Thus, bodies like the Ministry of Internal Affairs, the Larnaca District Development Company, the Union of Communities of Larnaca, the Cypriot Council of Prosperity and the Municipality of Aradippou will materialize an essential component of the project. Besides, the action plan was based in a course of mobilization of the representatives of the dynamic sectors and in those coming from more sensitive women social groups in Cyprus.

Rationale and Objectives

• To Reconcile family and professional life
• To facilitate the entry or return to the labour market for those women who have difficulty integrating into a market that should be available to all, and particularly toward the groups experiencing the greatest difficulty.
• To break down stereotypes and discrimination on the social and professional role of women,
• To guide, counsel and support these women in more effective and innovative ways.
• To exchange information and experiences: to become acquainted with the ideas, strategies and activities of the members of the Transnational Cooperation Agreement (TCA).
 Greece will share its experience of “Family Support Centres”: women who are excluded from the labour market and from the community, i.e. women experiencing domestic violence, lone parent families, victims of trafficking, women immigrants, etc. and presentation of flexible working methods.
 Cyprus will share its experience of “Office of Service for Women”: employed women whose job is threatened, unemployed women, young women, businesswomen, women with special needs.
 The Netherlands will share its experience of “Hidden Talent”: immigrant women, to enhance the chances of women to fully participate in the job market
 Italy will share its experience of skill balance and technical assistance to the development of entrepreneurship and self-employment amongst short and medium term unemployed.
• The transfer of know-how and good practices between the partners and the member states.

Methodology

The major goal of the project is to promote an integrated and multilevel intervention for combating social exclusion of women, and for establishing critical conditions for equal opportunities.
All partners investigate and set up innovative methods and tools in order to reconcile family and professional life, to facilitate access and/ or return to the employment market of women experiencing difficulties.
All partners use information and communication technologies as tools for training and integration into a professional life.
All partners aim at improving methods and tools for both local and transnational development.

The underlying problem:

Discrimination leads to the social exclusion and marginalization of a large sector of the Greek, Cypriot, Dutch and Italian population, especially women who face difficulties in integrating or re-integrating in the labour market, either due to family obligations, or lack of flexible working conditions and working hours, or even lack of experience in reconciling family and professional life. All the partners in the present Transnational Cooperation Agreement (TCA) share the same conviction and recognize that everyone has the capacity to work, but that this capacity he/ she must be supported in order to become the means of placing a person into society.

Common Objectives

• To exchange information and experiences: to become acquainted with the ideas, the strategies and the activities of the members of the Transnational Cooperation Agreement (TCA).
• To experiment with innovative and complementary actions and to exchange information, experiences and tools. To exchange innovative methods and ways of ensuring the active participation of the members of the TCA (mainstreaming).


The beneficiaries of the present TCA are disadvantaged women (unemployed women, long term unemployed women, women experiencing domestic violence, lone parent families, trafficking victims, immigrant women, disabled women, women with special needs).


Deliverables

• Presentation and conclusions of Family Support Centres/Facility Centres
Exchange of best practices, in the form of printed reports translated into the transnational working language (English), regarding the outcome and the conclusions from the operation of the Centres (in each country).
• Audiovisual products.
Exchange of best practices, in the form of audiovisual reports (documentary) translated into the transnational working language (English), regarding innovative methodologies adopted in each national project, in order to promote social and working inclusion of beneficiaries
• A TCP web site.
It will be set up to enhance networking methodology. It will contain an overview of the TCP including: structure, common objectives and products foreseen and the description of activities and tasks of the TCP. An updated calendar of events, where associated documentation will be available for download, will be included.
• Flexible working methods
It will be a Handbook with guidelines and practical models about flexible working methods. Also it will present the Methodology of “Needs assessment” and the Methodology of “Skill Balance”.
• Exchange of Studies.
During the project, studies will be conducted regarding women and the labour market. Some of these will have added value for every partner.
• Education packages.
During the project each partner will develop education tools for employers, beneficiaries, counsellors, etc. A common educational briefcase will be developed as a best practice.
• An interim and final evaluation report.

Σκοπός του Έργου είναι ο συνδυασμός οικογενειακής και επαγγελματικής ζωής, η μείωση του επαγγελματικού διαχωρισμού βάσει του φύλου, η προώθηση μηχανισμών ενσωμάτωσης της αρχής της ισότητας στον εργασιακό χώρο και η ενθάρρυνση της γυναικείας απασχόλησης, η προώθηση γυναικών σε υψηλές θέσεις της επαγγελματικής ιεραρχίας, η προώθηση επιμέρους μέτρων και καλών πρακτικών ίσων ευκαιριών στις επιχειρήσεις, η διαμόρφωση πλαισίου και ουσιαστικού περιεχομένου κοινωνικού διαλόγου για την προώθηση μέτρων και πρακτικών προώθησης ίσων ευκαιριών στην απασχόληση και την καριέρα, η δημιουργία προϋποθέσεων καταπολέμησης των αιτιών που προκαλούν και αναπαράγουν το φαινόμενο του διαχωρισμού της αγοράς εργασίας, η ανατροπή στερεοτύπων, αντιλήψεων, στάσεων και συμπεριφορών στο χώρο εργασίας σε ό,τι αφορά την ισότητα των δύο φύλων και η προώθηση της απασχόλησης και αυτοπασχόλησης των γυναικών.

Το έργο ενδυναμώνει πρώτα απ’ όλα το ανθρώπινο δυναμικό των ομάδων - στόχων των γυναικών και συγκεκριμένα Εργαζόμενες Γυναίκες (υπό επισφάλεια – εργασιακά απειλούμενες), Γυναίκες Επιχειρηματίες, Νέες Γυναίκες, Άνεργες Γυναίκες και Γυναίκες με ειδικές ανάγκες.
Επιπλέον, το έργο ενδυναμώνει τις οικονομικές μονάδες της Κύπρου μέσα από την προώθηση των γυναικών στην απασχόληση, την αξιοποίηση μιας σημαντικής δεξαμενής εργασίας και τη συμβολή του στη δημιουργία περισσότερων και καλύτερων θέσεων εργασίας προς την κατεύθυνση της ανάπτυξης και της ανταγωνιστικότητας της κυπριακής οικονομίας.
Θα διαμορφωθούν ειδικά εκπαιδευτικά πακέτα για την κατάρτιση και την επιμόρφωση των γυναικών των ομάδων στόχων, ενώ παράλληλα θα δημιουργηθούν δομές και δίκτυα για την υποστήριξη και την προώθηση της γυναικείας απασχόλησης. Επιπλέον, θα πραγματοποιηθούν ενέργειες επικοινωνίας, με βασικό στόχο τη διάχυση της φιλοσοφίας και των αποτελεσμάτων του έργου καθώς και την ευαισθητοποίηση του κοινωνικού συνόλου γύρω από την αρχή της ισότητας.
Δράσεις όπως η δημιουργία δικτύου μεντόρων, η λειτουργία γραφείου εξυπηρέτησης γυναικών, οι δομές υπηρεσιών μιας στάσης – βοήθειας γυναικών (για τη φύλαξη παιδιών και ηλικιωμένων, καθαριότητα κ.ά.), αποτελούν πέρα από καινοτόμες προσεγγίσεις της προτεινόμενης παρέμβασης, ενέργειες που συμβάλλουν με άμεσο τρόπο στην ενδυνάμωση των γυναικών των ομάδων στόχων.
Τέλος, ιδιαίτερη βαρύτητα δόθηκε, στα πλαίσια του σχεδιασμού, στο ρόλο των τοπικών και αναπτυξιακών φορέων και των πολιτικών εκπροσώπων της κυπριακής κοινωνίας. Έτσι, ένα μεγάλο μέρος του έργου θα πραγματοποιηθεί από φορείς όπως το Υπουργείο Εσωτερικών, η Αναπτυξιακή Εταιρεία Λάρνακας, η Ένωση Κοινοτήτων Λάρνακας, το Παγκύπριο Συμβούλιο Ευημερίας και ο Δήμος Αραδίππου. Εξάλλου το σχέδιο δράσης βασίστηκε στη λογική της κινητοποίησης των εκπροσώπων των δυναμικών κλάδων και των περισσότερο ευαίσθητων κοινωνικών ομάδων γυναικών της Κύπρου.
