Theme 1: To facilitate for those who have difficulties in terms of re-entering the labour market, and support them in the process of integration.

The overall aim with the project is to turn the perspective as for “excluded young people” and not regard them as a problem. Everyone shall, in utter disregard to mode of learning and life style, be offered the same opportunities on the future labour market. Methods and models for guidance, recognition of learning and alternative learning environments will be developed and tested within the frames of the project; models and methods that place the individual, her resources and potential, in focus, and not her failures and shortcomings.
The background is the increasingly complicated transit from school to the labour market and the risks of a permanent exclusion faced by large groups of the society. The target group is “excluded young people” (16-25 years). The group as such is richly varied and not homogenous. It includes both men and women, individuals with varying social and ethnical background, level of education and sexual orientation. Within this group are also individuals with different disabilities. What they have in common is their age and the difficulties to get established on the labour market. Model development and methodological co-ordination constitutes a sub-project in its own right. In the documentation of experiences and conclusions lies a particular responsibility, – to follow the testing and experience transmission of methods, attitudes and ideas, as well as to collect the DP’s conclusions and give them a concrete form that correspond to the overall aims of the project. The organisation Urkraft in Skellefteå, Sweden, co-ordinates the project. It will be developed as a partnership between the organisation Urkraft, ABF norra Västerbotten (Workers Educational Association), the local government of Skellefteå / CV, University of Halmstad, Project 200X and Kvinnoforum/Xist. More actors, such as the labour office and the upper secondary school, will be included in the development partnership.

The transnational co-operation is full of interesting issues. Here are a few examples:
·How do other organisations and countries work with guidance?
·How is “exclusion” defined in other countries? This will give a picture of the community view of exclusion and even more on what is meant by being “included”. The DP wants to use the transnational work as a means to discuss the opportunities to a joint European view and definition.
·Co-operation regarding recognition of learning. Here is a clear connection to the Lisbon process– how shall one bring about the desired progress without changing the view on competence and learning? The DP is interested in discussing a joint view on the definition of competence.
·The expectations are also on the possibilities to be able to see new solutions regarding the role of NGO´s and how partnerships can be established and maintained.

Under punkten F i ansökan har vi beskrivit hur vägledning och erkännande av kompetens och lärande är de två enskilt viktigaste beståndsdelarna i ett väl fungerande livslångt lärande. Vi har också beskrivit hur de som av olika anledningar inte passar in i den av samhället utstakade vägen, Main stream, genom skola till arbetsliv, riskerar att utestängas och fastna i ett permanent utanförskap.

Det övergripande syftet med projektet är att vända på perspektivet när det gäller “unga utanför”. Att inte längre se dem som ett problem. Projektet syftar till att avskaffa utanförskap som begrepp. Alla skall oavsett lärstil och livsstrategi erbjudas samma möjligheter på den framtida arbetsmarknaden.

Målet med projektet är att skapa och utveckla modeller och metoder gällande vägledning, erkännande av lärande och alternativa lärandemiljöer som sätter individen, dennes resurser och potential i förgrunden, inte tillkortakommanden och brister

- skapa insikt om att vägledning är en förutsättning för Livslångt lärande och bidra till en proaktiv ställning för utveckling istället för reaktiv.
- hitta modeller för att erkänna lärandet som sker i vägledningssituationer och i alternativa lärandemiljöer
- vidga synen på lärande och kompetens, samt vikten av att värdera detta.
- erkänna och stärka alternativa miljöer för lärande
- hitta samverkansformer mellan dessa icke formella lärandemiljöer och den formella skolan.

The transnational partnership (TP) consists of 4 development partnerships (DPs) from 4 different countries, namely: Slovenia, Sweden, Lithuania and the Netherlands. The main interest of all these DP´s is bringing unemployed people, especially youngsters, into employment.

The central point to start the transnational co-operation is the commonly defined target group: Pupils in secondary schools and or vocational education and young unemployed people without formal education and possibly with disabilities (for example pupils with learning difficulties or social emotional problems) but also with, we believe, more or less hidden competences. Furthermore these youngsters do not always have formal education and, therefore, usually are discriminated by employers, have difficulties to join the schools and formal institutions. Institutions, politics, employers, and even teachers don´t always know how to communicate, or more in general interact with these youngsters.

The four Development Partnerships consider it necessary to work collectively on improving the situation of disadvantaged groups within the employment market:
• by looking for and developing new methods for (non-formal) learning, qualification and guidance including new ways of motivating (operational level);
• by closing the gap between the formal institutions and NGO´s working with these groups. In other words, influencing institutions, employers and politics in order to get a ´sense of urgency´ for the poor situation of some of these youngsters and to get more attention to the development of competences of these youngsters.

The above mentioned problems or the intensity of these problems differ from country to country. However we are convinced that our cooperation can aid solving national problems by giving examples of good practice and allowing to develop transnationally a whole spectrum of social exclusion related policy recommendations for local, regional and national levels.

Our overall strategy for particularly disadvantaged people includes increasing the variety of professional qualifications and employment opportunities in the existing national education and employment systems.

Det övergripande syftet med projektet är att vända på perspektivet när det gäller “unga utanför”. Att inte längre se dem som ett problem. Projektet syftar till att avskaffa utanförskap som begrepp. Alla skall oavsett lärstil och livsstrategi erbjudas samma möjligheter på den framtida arbetsmarknaden.I föreliggande projekt ska modeller och metoder utvecklas och prövas gällande vägledning, erkännande av lärande och alternativa lärandemiljöer. Modeller och metoder som sätter individen, dennes resurser och potential i förgrunden, inte tillkortakommanden och brister. Bakgrunden är den alltmer komplicerade bilden av övergången mellan skola och arbetsliv och riskerna för ett permanentat utanförskap för stora grupper. Målgruppen är ”Unga utanför”. Gruppen som sådan är mångfacetterad och inte homogen. Den rymmer både män och kvinnor, människor med skiftande social och etnisk bakgrund, utbildningsnivå och sexuell läggning. I gruppen finns också människor med olika funktionshinder. Det gemensamma består i ålder och svårigheten att etablera sig på arbetsmarknaden. Projektet ska utvecklas i partnerskap mellan organisationen Urkraft i Skellefteå, ABF norra Västerbotten, Skellefteå kommun/CV, Högskolan i Halmstad, Projekt 200X och Kvinnoforum. Ytterligare aktörer kommer att tillföras partnerskapet.I det transnationella arbetet finns det flera intressanta frågeställningar bl a:Hur arbetar andra organisationer och länder med vägledning?Hur definieras utanförskap i andra länder? Här kan ges en bild av samhällets syn på utanförskap och framförallt ”innanförskap”. UP vill i det transnationella arbetet bidra till en samsyn, en europeisk definition.Samarbeta runt erkännande. Här finns en klar koppling till Lissabonprocessen – hur ska de framsteg som önskas, kunna tas utan att man förändrar synen på kompetens och lärande? UP är intresserade av att diskutera en samsyn kring kompetensbegreppetFörväntningarna ligger vidare på att kunna se nya lösningar kring ideella organisationers roll samt hur partnerskap kan upprättas och upprätthållas.
