One of the points of departure for the Development Partnership “Romany in Sweden - from south to north” was that Romany constitute a large group of people who, for various reasons, has been excluded from the Swedish labour market.

The Development Partnership “Romany in Sweden - from south to north” is directed towards Romany, not least of all Romany women. For this reason there is a deliberate strategy concerning gender equality that permeates every part of the Development Partnership.

The Development Partnership is based on the participation of eight different interested parties. Five municipalities located around Sweden, the Romany National Federation - their involvement is regarded as particularly significant, plus two public agencies, the National Labour Market Board and the Swedish Integration Board. Geographically, the Development Partnership has undertakings, via various subprojects, spread throughout the country, from Sundsvall in north/central Sweden to Malmö and Lund in the south as well as Munkedal in the west and Södertälje in eastern Sweden. The undertakings of the five subprojects will be conducted in different forms such as individual support (coaching), “go into business together” etc. In other words, activities that serve to increase employment opportunities and self-sufficiency.

The overall purpose of the Development Partnership “Romany in Sweden - from south to north” is to develop and validate methods aiming to open the world of work to Romany. The expectation is that this will promote integration and social change leading to majority and minority groups meeting on equal terms.

The transnational partnership's information exchange strategy is to be founded on the fact that there is a Romany population in the participating countries and that there are good examples of integration work with Romany.

Utvecklingspartnerskapets "Romer i Sverige - från syd till nord" huvudsakliga syfte är att utveckla metoder i hur människor med romsk bakgrund kan bli mer anställningsbara på arbetsmarknaden. Samtidigt är syftet att få en attitydförändring tillstånd så att målgruppen romer och majoritetsbefolkningen skall kunna mötas på lika villkor.

Mål
De övergripande målen för Equalprojektet "Romer i Sverige - från syd till nord" är:
- användbara metoder för romernas inträde på arbetsmarknaden samt
- integrerade samhällsmedborgare, det vill säga medvetenheten har ökat både bland majoritetsbefolkningen och målgruppen romer.

Därutöver ansluter projektet sig till den övergripande målsättningen för gemenskapsinitiativprogrammet.

Romani in Sweden from south to north

En av utgångspunkterna till att utvecklingspartnerskapet ”Romer i Sverige – från syd till nord” bildades var att romer utgör en stor grupp människor som har stängts ute från den svenska arbetsmarknaden av olika anledningar.

Utvecklingspartnerskapet ”Romer i Sverige – från syd till nord” riktar sig till romer, inte minst till kvinnorna. Av den anledningen finns en medveten strategi kring jämställdhet genom utvecklingspartnerskapets alla delar. Dessutom har utvecklingspartnerskapet ambitionen av att i hög grad utveckla verksamheterna tillsammans med dem det berör.

Utvecklingspartnerskapet bygger på medverkan från åtta olika intressenter, fem kommuner över hela Sverige, Romernas riksförbund - deras medverkan ses som särskilt betydelsefullt samt de statliga verken Arbetsmarknadsstyrelsen och Integrationsverket. Geografiskt har utvecklingspartnerskapet sina verksamheter i de olika delprojekten utspridda i hela landet, från Sundsvalls kommun i nord/mellan Sverige till Malmö och Lunds kommuner i södra Sverige samt Munkedals kommun i västra delen och Södertälje kommun i östra delen av Sverige. I de fem delprojekten kommer verksamhet att bedrivas i olika former som individuellt stöd (coachning), att starta eget tillsammans m m, det vill säga allt som främjar till att öka anställningbarheten och egen försörjning.

Det övergripande syftet för utvecklingspartnerskapet "Romer i Sverige - från syd till nord" är att utveckla och pröva metoder i hur arbetslivet kan öppnas för romer. Förhoppningen är att detta ska främja integration och samhällsförändring, det vill säga att majoritets- och minoritetsgrupperna kan mötas på lika villkor.

Det transnationella partnerskapets utbytestrategier ska grundas på att det finns en romsk population i de länder som ska medverka och att det existerar goda erfarenheter från integrationsarbete med romer.
