Excluded young people, in other words those who do not study, work, actively look for work or have any known occupation, are growing in number. The New City development partnership, with the House of Dreams, City of Malmö – Integration and work, together with the Education Administration, Malmö Labour Exchange, Co-op Development in Skåne and the Sports for the Handicapped Association wish to conduct a three-year development project with two foundations: national development work and a trans-national growth of knowledge and exchange of experiences to counteract and prevent the exclusion of these young people from the labour market. The New City development partnership wishes to develop co-operation and promote development by working with DEVELOPMENT COACHES (young leaders for change, working with excluded youngsters and linking back to organisations in the Partner Forum), YOUTH CENTRES (local centres for the provision of information relevant to young people, and for the organisation of activities and meetings), COMMUNICATION AND ACTIVITIES (target group-adapted communication and outreach activities together with relevant activities), PARTNER FORUM FOR DEVELOPMENT (co-operation and structural development in responsible and operative organisations), as well as SOL – Co-operation and Learning in Trans-national upskilling (!!!!) (learning processes and method development together with trans-national partners).The New City development partnership wishes to work together with at least two development partners in cities in the European Union whose situation is similar to that of Malmö: cities with a young population, many citizens with an immigrant background, high unemployment, low levels of educational achievement and with either existing or a need for future work on the development of istrategies to address the challenges posed by socially excluded youth. Interested partners could be found in the cities of Germany, The Netherlands and the United Kingdom, among others.

Objective

Under the auspices of the UP New City Project and for the first time in the city of Malmö, a dynamic partnership of relevant bodies and institutions has been created to work with and for young people who, in different ways, are excluded from society.

The project will last for three years and will involve national and trans-national developmental work. The main objective is to prevent the exclusion of young people from education and employment.

Strategic project activities will focus on equality, multiculturalism and availability .

UP New City will develop existing structures and organisations which are already working with socially excluded youth.

The starting point for the work is the perspective of young people themselves and their life situation is put in the centre of activities.

A significant emphasis will be put on changing existing structures, laws, and regulations, both formal and informal, which apply to the socially excluded, in order facilitate their entry into education or the labour market.

Through the development of methods for structural cooperation, the work with excluded youth will be more efficient and the target will be met.

The main goals of the project are to:

§Ensure that no young people are socially excluded
§Build cooperation between the education sector, labour market, industry and other actors which will work together in a positive way to promote an understanding of and support to the socially excluded
§Promote the view of young excluded persons as a resource rather than a problem, as a vital ingredient for both national and international development from the perspective of future demographic changes which will lead to an increased demand for competent workers.
§Offer young people a central role in the structural changes
§Develop and test innovative cooperation strategies with both national and international partners.
§Gather information to provide an holistic picture of problems, obstacles, solutions and possibilities in the work with socially excluded young people.
§Offer young people who today are falling “between two stools” the opportunity for education or work.
§Create and educate a team of young coaches to work effectively with the group of socially excluded young people.

The labour market is changing rapidly. The skills required to work in the old industrial sectors are incompatible with the newly created service jobs. This dynamic change has not yet been fully understood by those who are responsible for job orientation and job choice preparation with many outdated perceptions still present.
Many young women and young men have a lack of qualification. The qualification systems are not adjusted to integrate and advance disadvantaged young people who experience multiple barriers in finding employment. The system is not welcoming all groups with high percentage of people from a migratory background facing many barriers to work.

There are gaps between the school system and the supporting system and there are gaps between the supporting system, the vocational training system and the labour market which allow many young people to dropout altogether The supporting system providing by training providers and educationalist have difficulties in reaching this disadvantaged post sixteen group to engage with education and training. This is a particular problem for those aged 16 – 19 yrs, known throughout Europe as the so called ‘dropouts’.

The common target-groups are:
- young women and men, especially school leavers without a qualification, school tired, dropouts, early leavers, post -16yrs olds not in education training or employment.
- Coaches, teachers and befrienders,
- young immigrants, specially young immigrant females,
- parents, especially parents with a migratory background,
- employers and enterprises.

The most effective way for our partnership to improve the system is to professionalize those who work in this field by the exchange of experiences, by the creation of methodologies and common products and last not least by improving the competence of building up a network to cope the problems together.

Common interests:
- to find ways to increase participatation and engage the so-called dropouts and school tired young people who are post 16yrs in the supporting system,
- to promote the linguistic ability of young people with multilingual
backgrounds,
- to develop training concepts for teachers and coaches,
- to widen the existing cooperation between training and education providers and the supporting system,
- to widen the existing cooperation between training and education providers and enterprises/businesses,
- to get companies be a part of the efforts to reach excluded young people
without any professional qualification,
- to find ways to provide equal opportunities for men and women,
- to reduce the number of youth leaving school without any formal qualification, degree and of youth without any professional qualification,
- to reduce the unemployment of young people.

UP New City

Rationale

Die Zahl der Jugendlichen, die ausgeschlossen sind, d.h. Jugendliche, die nicht studieren, arbeiten, aktiv Arbeit suchen oder einer bekannten Beschäftigung nachgehen, wird immer größer. Die Entwicklungspartnerschaft New City, mit ”Drömmarnas hus” (Das Haus der Träume), Stadt Malmö - ”Integration och Arbete” (Integration und Arbeit) sowie der Ausbildungsverwaltung, der Arbeitsvermittlung Malmö, ”KoopUtveckling i Skåne” (Koop Entwicklung in Skåne) und ”Föreningen idrott för handikappade” (Der Verein Sport für Behinderte) möchte eine dreijährige Entwicklungsarbeit durchführen, die zwei Standbeine hat: nationale Entwicklungsarbeit und transnationale Wissensentwicklung und Erfahrungsaustausch, um dem Ausschluss der Jugendlichen vom Arbeitsmarkt entgegenzuwirken und diesem Trend vorzubeugen. UP New City möchte Methoden für die Zusammenarbeit und Weiterentwicklung dadurch schaffen, dass man mit "UTVECKLINGSCOACHER" (ENTWICKLUNGSCOACHES jungen Veränderungsleitern, die mit den ausgeschlossenen Jugendlichen arbeiten und sich an die Organisationen im ”Partnerforum” anschließen), “UNGDOMSCENTRUM“ (dem Jugendzentrum), (ein lokales Zentrum für Jugendinformation, Aktivitäten und Begegnungsorte), “KOMMUNIKATION OCH AKTIVITETER“ (Kommunikation und Aktivitäten), (Kommunikation und Arbeit vor Ort, die an die Zielgruppe angepasst wird sowie andere relevante Aktivitäten), “PARTNERFORUM FÖR UTVECKLING“ (partnerschaftliches Entwicklungsforum) (Zusammenarbeit und strukturelle Entwicklung in den verantwortlichen und aktiven Organisationen), sowie “SOL - Samverkan och Lärande i Transnationell Kompetensutveckling“ (SOL – Zusammanarbeit und Lernen bei transnationaler Kompetenzentwicklung) (Lernprozesse und Methodenentwicklung mit transnationalen Partern zusammen).UP New City möchte mit mindestens zwei UP:s in Städten in der EU zusammenarbeiten, die sich in einer ähnlichen Situation wie Malmö befinden, d.h. mit einer jungen Bevölkerung, vielen Mitbürgern mit einem Einwandererhintergrund, hoher Arbeitslosigkeit, niedrigem Bildungsniveau und mit einem Bedarf an – oder mit schon stattfindender – Arbeit an der Entwicklung von Einsätzen für Jugendliche, die ausgeschlossen sind. Aktuelle Partner könnte es in Städten in Deutschland, den Niederlanden und Großbritannien geben.

Rationale

Ungdomar utanför, dvs de ungdomar som inte studerar, arbetar, aktivt söker arbete eller har någon känd sysselsättning, blir fler och fler. Utvecklingspartnerskapet New City, med Drömmarnas hus, Malmö stad - Integration och Arbete samt Utbildningsförvaltningen, Arbetsförmedlingen Malmö, KoopUtveckling i Skåne och Föreningen idrott för handikappade, vill genomföra ett treårigt utvecklingsarbete som står på två ben: nationellt utvecklingsarbete och transnationellt kunskapbyggande och erfarenhetsutbyte, för att motverka och förebygga dessa ungdomars utestängning från arbetsmarknaden. UP New City vill utveckla metoder för samverkan och utveckling genom att arbeta med UTVECKLINGSCOACHER (unga förändringsledare som arbetar med unga utanför och återkopplar till organisationer i Partnerforum), UNGDOMSCENTRUM (lokalt centrum för ungdomsinformation, aktiviteter och mötesplatser), KOMMUNIKATION OCH AKTIVITETER (målgruppsanpassad kommunikation och uppsökande verksamhet samt relevanta aktiviteter), PARTNERFORUM FÖR UTVECKLING (samverkan och strukturell utveckling i ansvariga och verksamma organisationer), samt SOL - Samverkan och Lärande i Transnationell Kompetensutveckling (lärprocesser och metodutveckling tillsammans med transnationella partners). UP New City vill samarbeta med minst två UP:n i städer i EU som har en liknande situation som Malmö, dvs med en ung befolkning, många medborgare med invandrarbakgrund, hög arbetslöshet, låg utbildningsnivå och med behov av - eller pågående - arbete med utveckling av insatser för ungdomar utanför. Aktuella partners skulle kunna finnas i städer i Tyskland, Nederländerna och Storbritannien.

Objective

För första gången genomförs, genom UP New City, ett större arbete där alla relevanta partners samverkar och samarbetar för att åstadkomma ett fungerande och målgruppsanpassat arbete för och med unga utanför. UP New City vill således genomföra ett treårigt nationellt och transnationellt utvecklingsarbete med det övergripande syftet att motverka och förebygga ungdomars utestängning från arbetsmarknad och utbildning. Grundläggande perspektiv och val av insatser i detta utvecklingsarbete är strategiskt och operationellt jämställdhets-, mångfalds- och tillgänglighetsarbete.UP New City vill utveckla arbetet i de befintliga strukturer och organisationer som på olika sätt arbetar med och för ungdomar i social utsatthet. Utgångspunkten för detta arbete bygger på ett ungdoms-perspektiv med ungdomarnas livvsituation i centrum. Stor vikt läggs vid att utveckla och om nödvändigt förändra de strukturer, lagar, regler och tillämpningar (uttalade och outtalade) som rör och berör ungdomar i utanförskap. Målen med UP New Citys:s arbete är att unga utanför ska få en etablering på arbetsmarknaden. Genom att utveckla metoder för strukturell samverkan och utveckla metoder för att effektivisera det operativa arbetet med unga kan detta mål förverkligas.Delmålen med UP New City är att:
• Inga unga ska hamna utanför.
• Möjliggöra, underlätta och förstärka samarbetet mellan utbildning, Arbetförmedling, näringsliv och andra aktörer, så att en bestående samverkan uppstår och fortlever efter projekttiden genom gemensamma arbetssätt, metoder och en delad positiv förståelse hos personal, chefer, ideellt verksamma osv.
• Se de unga som en resurs och inte som ett problem, dvs en vital utvecklingsmöjlighet inför de nationella och europeiska demografiska förändringar som inom en snar framtid leder till behov av ny arbetskraft.
• Ge ungdomarna en central roll i strukturförändringarna genom att tillämpa ett uttalat och medvetet ungdomsperspektiv där ungdomars livssituation sätts i fokus.• Låta jämställdhets-, mångfalds- och tillgänglighetsperspektiv genomsyra projektarbetet och skapa förutsättningar för fortsatt konkret och bestående arbete med dessa perspektiv i Partnerforum efter projektettiden.
• I samverkan med transnationella partners lära om, utveckla och testa nya innovativa metoder i arbetet för och med unga utanför.
• Få en samlad bild av både problem, hinder och lösningar, möjligheter i arbetet med unga utanför.
• Få in ungdomar på arbetsmarknaden eller i utbildning, så att de inte som idag "faller mellan stolarna".
