A. Transition from one income, family with a parent at home, to a two income family or single parent.
Only one gereration ago the normal pattern for the family was one parent working outside the house and the other taking care of children,household and elderly parents.
Looking at the situation now, we see that the familymodel tends to two parents with children working out of their houses or single parents with children's care.
Apart from their jobs, all these persons must cope with the care for their children, their household and the care for elderly parents.
This brings them to a hard task and long working days.
Where as the authority has taken initiatives to help with childcare and care for elderly people, until recently nothing has been done to take also info account the domestic tasks that need to be done in each family.
Because these careing and domestic tasks mostly are done by women, we see that especially women encounter problems to find a good balance between their professional life and there private life.
This is also the reason that especially women tend to work parttime or use all the different possibilities the authorities provide to take off for maternity leave carrer stops, time cretit, time off for sick children or sick relatives.
By doing so women miss the chance to grow in jobs with responsabilities and to build good pension rights. This also provides a loss from labour capacity from high educated women for society.

Recently the authority tried to take some initiatieves to make help possible and affordable for the household tasks through the system of 'cheques for services'. But even when the demand for the 'cheques' is high the offer from people who want to work in this system remains poor.
If the offer of sypply can not be raised dramatically, the new system will not be able to work properly.

B. Ongoing unemployment by a number of riskgroups including especialy women.
Apart from this two model we, remark that our society still counts a number of people who have difficulties to find a job: people reentering the labour market, short educated people unemployed workseeking people, minor ethnic groups, and that these groups do count of lot of women.
Nevertheless we believe that a job is an easy way to integrate all these people in to society and that everybody should have a right to work.

C. Still less female entrepreneurs than male entrepreneurs.
A Thirth observation, highly important for our organisation, is the fact that still less
women are starting up their business (30% female entrepreneurs, versus 40% female employees) even if an entrepreneurial activity offers possibilities to find a good balance between private and professional life.

These 3 facts brought us to formulate this project in order to:
1. create a new economic activity in providing caring and household tasks to families
2. help people with difficulties through an adapt training into work
3. bring more women into entrepreneurship

We would like to form people with difficulties to find a job by training them to become 'Home Managers'.
These 'Home Managers' become them the employees in the new firms for household help, created by the women that we trained to set up their own company (alone or in a coöperative structure).
They will then find jobs for the Home Managers into the families and coach their new employees.

The main goal of the project is:
1. to increase enployment of women in Flanders
- motivate more women to start their own enterprise in a new sector of household tasks for families
- form people with difficulties to find a job through a teaching programm as 'Home Manager' and by doing so getting them a job in the new founded enterprises

2. to stimulate a new economic activity in providing householdhelp to families and oldery
This activity will
- help families find a better combination between their professional life and their private life,
- enable olderly people to stay langer in their homes
- increase the social approval for these caring jobs
- decrease the 'black employment' in this area

3. to create equal opportunities for women in their professional life
By taking of their shoulders a part of caring tasks, women will not have to choose the different systems of time credit and career stops and will be able to focus on their chances to grip real career opportunities.

1. to decrease the inequality between women and men to start their own company:
motivate more women to start their own enterprise bij guiding them to a sector with
market opportunities: caring and household help adressed to families and elderly
For these women we want:
- organise a starterscourse, including ICT knowledge
- help them develop their business plan
- find out the best legal structure for their companies: we plan a coöperative structure, becourse we think this structure follows the needs and wishes of most female starters
- organise a teaching program for coaching their new employees
- bring them together in networks of entrepreneurial women
- promote their business through our organisation

2. to decrease the number of unemployed women and enhance the chances of women reentering the labour market.
We want motivate all these women to follow the course to become 'Home Managers'.
This course will consist of:
- practical lessons to learn cooking, washing, ironing, cleaning and caring tasks for elderly people and children
- theoretical lessons to improve workethics and social skills
- basis knowledge of ICT
- 'experience weeks' info families

3. We want to create a new economie activity into the field of caring and household help to families
4. We want to increase the well being of flemisch families by organising these services adressed to families with children and to elderly people
5. We also think we will improve the social value for these caring tasks and be able to provide better working conditions for the people caring out this tasks
6. We also hope decreasing the 'black market' activities that we know, are now existing in this field
7. These new services will increase the career opportunities for women who tend to take most responsibilities for the houshold tasks on their shoulders. Women will be able to focus on their jobs and raising their children instead of choosing all types of time credit to make the situation livable.

Van bij de start van het project wordt er een stuurgroep opgericht, waarin een delegatie van de partners zitting heeft. Deze stuurgroep geeft een aantal voorstellen aan binnen de verschillende fases. Daarnaast zal er ook gebruik gemaakt worden van een uitgebreide denktank waarin mensen van buiten het project zetelen. Deze uitgebreide stuurgroep zal kunnen aangeven wanneer iets reeds bestaat of op welke manier er ingespeeld kan worden op gaten in het systeem of huidig aanbod. De denktank kan advies verlenen en bewaakt het innovatieve karakter van het project.

Daarnaast werd bij het zoeken naar buitenlandse partners zoveel mogelijk gekeken naar projecten met een andere invalshoek of een invalshoek die aanvullend kan zijn op ons project.

Binnen de vzw Vokans zal de finale doelgroep betrokken worden via de opleidingen zelf. Er zal geen voorafgaande bevraging gebeuren van de doelgroep, wel zullen we voor de eigenlijke start van de opleidingen informatie verspreiden over de opleidingen die in de loop van de uitvoeringsfase gegeven zullen worden (via advertenties, artikels). Bij het intake-gesprek zal er gepeild worden naar de verwachtingen en wensen van deze cursisten.

Binnen markant/CEZOV zal de finale doelgroep sterk betrokken worden bij de uitvoering van het project.
De deelnemers van de cursussen voor de ondernemers zullen immers betrokken worden bij de cursussen voor de Home Managers, om er hun toekomstige werknemers te leren kennen en om hen te leren begeleiden.
Verder zal hun ervaring met deze werknemers en met hun klanten opgevraagd worden om de cursussen voor de Home Managers bij te sturen waar nodig.
Met deze cursisten zal tevens regelmatig overlegd worden om na te gaan of hun businessplan en marketingstrategie vruchten afwerpt of niet en of er ook hier nog aan gesleuteld kan/moet worden.

Met de intermediaire doelgroep “gezinnen” (= klanten voor het inhuren van de Home Managers) zullen we ook peilen naar hun verwachtingen en specifieke wensen bij de aanvang van het project en naar hun tevredenheid en of opmerkingen op het einde van het project en na de afloop van de stageperiodes.

De intermediaire doelgroep beleidsmakers zullen we via onze denktank informeren over de praktische resultaten van sommige beleidsbeslissingen en hen vragen om concreet mee te denken om de doelstelling van het project te realiseren.
We willen ook onmiddellijk met hen onderzoeken hoe deze nieuwe huishoudelijke diensten zo goed mogelijk kunnen geïntegreerd worden in hun beleid en in alle ondersteunende diensten.

De intermediaire doelgroep werkgeversorganisaties en werkgevers zullen geïnformeerd worden over het project en met hen zal onderzocht worden hoe deze huishoudelijke diensten als werknemersvoordelen kunnen georganiseerd worden.

De 2 strategische partners markant/CEZOV en Vokans zetelen in de stuurgroep.
Deze stuurgroep is verantwoordelijk voor het volledige uitvoeren van het project.
Beide partners zullen dan ook in overleg alle belangrijke beslissingen nemen en de stand en evolutie van het project nauwkeurig volgen om te zien of alle doel- en subdoelstellingen tijdig gerealiseerd worden.
Zij zullen maandelijks samenkomen (of nog vaker wanneer dit nodig mocht zijn).
Beide partners plegen elk overleg, met hun eigen achterban als reflectie- en planningsmoment op het project.

Daarnaast wordt een denktank opgericht waar er 2 x per jaar een uitgebreid overleg zal plaatsvinden. Tijdens deze vergaderingen zal de stuurgroep de doelstellingen van het project uitleggen, de genomen stappen en het behaalde resultaat.
Van de leden van de denktank wordt gevraagd om vanuit hun eigen kennis en achtergrond mee te evalueren, richting te geven en input waar nodig.
Aan de beleidsmakers binnen de groep zal tevens gevraagd worden de kennis en ervaring opgebouwd binnen het partnerschap mee te laten spelen bij hun verdere beleid.
Aan alle deelnemers van de denktank zal gevraagd worden de projectidee kenbaar te maken bij hun achterban, teneinde het project de grootst mogelijke kans op slagen te geven.
