An investigation from the Swedish government (Unga utanför, SOU 2003:92) shows that there is a group of young people age 16-24 estimated to 25000-30000 individuals every year, that have serious difficulties to establish themselves in society. Young people who have not completed primary or secondary school or who immigrated less than 5 years ago are those who run the greatest risc of exclusion. A young person outside school and labour market will also be excluded from health insurance and additional benefits because of joblessness. Among the most vulnerable are young people in prison and probation. They have already started a negative career that is hard to break and which may lead to life-long exclusion.

Outsider will focus on how excluded young people can find a way to employment and on structural obstacles and mechanisms that make it difficult for young people to enter the labour market. Outsider will create “fora” for young people where they can develop their own initiative and creativity; where they can gain power over their own lives and a place in society including the labour market.

The partnership for Outsider includes representatives from the education system, from the prisons and probation service and from independent voluntary organisations. We intend to examine the lack of a comprehensive approach in the support of young people and the clefts between different support organisations. Our aim is to find out what can be achieved trough new methods for joint collaboration between our organisations thereby also including the young people concerned.

The new methods will be elaborated and tested in a number of experimental workshops.. The workshops will be located in Stockholm and Gothenburg. The experience of the young participants and their ideas will be formulated in their own fora and put to use in the experimental workshops.

The long-term aim of the project is to find mutual courses of action in order to change rules and structures that exclude young people from the labour market. Analysis and collaboration is our method. A related goal is to help young people in a practical way to gain employment and at the same time acquire self-esteem and a better understanding of their own situation. Research work is an important part of the project. Including/excluding mechanisms and how they relate to sex, class and ethnic background will be investigated.

Short term goals are to gain experience and identify problem areas in the education system, in prisons/probation service and in the implementation of labour market oriented measures. Other goals are to establish better communication and collaboration between different actors and propose changes in methods and responsibilities.

Agreement Summary

The transnational agreement has been formed as a result of the common understanding of inequality which exists within the employability field both in Sweden, The Netherlands, Malta, Northern Ireland and Lithuania. The transnational partnership is designed to allow activities and information to be disseminated in the partnership to address issues and promote awareness of the inequality which exists within employment to disadvantaged groups.

This transnational agreement recognises that “Outsider”, “Bonifatius”, “Headstart”, “Engage” and ”Lithuanian Youth Occupation Development Partnership” have differing Development Partnership Agreements, and therefore different strategies and initiatives on how to overcome the barriers which exist to disadvantaged groups, within theme 1(A) Employability of EQUAL. This agreement also recognises that there is a different social and economic climate existing in each area represented. There is also a recognition of the different levels of financial support existing for all partnerships. However all partnerships have concluded which activities they will focus their transnational work plan on and work in cooperation with each other. The activities identified will bring added value to all Development Partnerships. Each activity will be consistent with the objectives of Equal and with the ultimate goal of improving equality within employability and mainstreaming these improvements at all levels of policy.

All partnerships have concluded that the common underlying problems which exist are the barriers to employment and inequality which face socially excluded groups. These disadvantaged groups are common to all countries. It is the intention of the transnational partnership agreement to form a mutual learning process to the benefit of all partners. This will be achieved through a series of information collection and exchange, training initiatives and comparison work between partners.

All of the DP’s involved in this Transnational Cooperation Agreement are focussed on improving the social and working opportunities by offering young people in the age from 14-30 years education, training or employment, thereby they can increase their chances for employment and the chance to play a fuller part in society. The target groups for all DP’s are young people who have been in the criminal justice system, “drop – outs”, who are substance misusers, are disaffected, ‘at risk’, homeless or outside mainstream training provision. With special additional programmes, social and other skills we will enable the members of the target groups in the process of (re) integration.

Three key themes work towards this goal:
1. To develop a personal programme (individual) for those target groups, providing interesting and challenging opportunities to young people with additional emphasis on developing basic and life skills.
2. Using the possibilities for working environments, or workplaces where good practice exists to develop the necessary skills to be successful.
3. Creating the space for these target groups through empowerment and by giving them the chance to make a new start in “life”, reducing the risk of repeat offending behaviour, and a way into sustainable independence.

Utredningen "Unga utanför" (SOU 2003:92) visar på en grupp unga människor, uppskattningsvis 25000-30000 stycken 16-24-åringar per år som har mycket tydliga etableringssvårigheter. Störst risk att hamna utanför har de som inte klarat av grund- eller gymnasieskolan och unga utrikes födda som varit kortare tid än fem år i Sverige. En ung människa utanför skola och arbetsmarknad hamnar också utanför sjukförsäkring och arbetslöshetskassa. Särskilt utsatta är ungdomar på institution. De har redan startat en karriär i utanförskap som måste brytas. Unga utanför riskerar att hamna i ett livslångt utanförskap.

”Outsider” fokuserar på ungas väg in i arbetslivet; hindrande strukturer och bristen på helhetssyn i de stödjande strukturerna. Outsider vill ”skapa rum” för ungdomar att hitta sin egen drivkraft och kreativitet och utveckla nya vägar för unga att få ökat inflytande och makt över sina egna liv och en tydligare roll i samhälle och på arbetsmarknad.

Outsider utgår från tre områden: Skola, Institution och Utanför. ”Utanför” är ett samlingsbegrepp för unga som står utanför arbetsmarknaden och inte heller finns i skola eller på institution. Projektet ska belysa de klyftor som finns mellan olika miljöer och vilka strukturella hinder och mekanismer som verkar försvårande för unga att nå in på arbetsmarknaden. Vi vill undersöka vilken effekt en samlad och hittills oprövad samverkan mellan myndigheter, frivilliga organisationer och ungdomarna själva kan ha.

Outsider kommer att genomföra ett antal ”experimentverkstäder” inom dessa tre områden. Verksamheten koncentreras till Stockholm och Göteborg. Den ska präglas av helhetssyn och samverkan över ansvarsgränser. Ungas egna erfarenheter och idéer ska tas tillvara dels i experimentverkstäderna, men också i s.k. referenspunkter av olika slag.

Det långsiktiga målet är att genom analys och samverkan finna nya metoder att bryta de strukturer, som stänger unga ute från arbetslivet. Projektet ska på så sätt verka för att fler unga på sikt ska komma in på arbetsmarknaden, och att de unga synliggörs och får en bättre självbild. Forskningen har en central roll. Den kommer att studera vilka inkluderande/exkluderande mekanismer som finns inom de olika områdena och även belysa hur dessa strukturer ser ut för olika grupper. Kön, klass och etnicitet är bärande fokus, vilket ska ge ett genomgående jämställdhets- och mångfaldsperspektiv på alla aktiviteter inom projektet.

Kortsiktiga mål är att samla goda konkreta erfarenheter och identifiera problemområden i gymnasieskolan, på institution för unga och i olika typer av sociala och arbetsmarknadsinriktade åtgärder, att etablera en organiserad kommunikation och samverkan mellan olika aktörer samt att föreslå förändringar som behöver vidtas inom Outsiders tre områden.
