1. Responibility for the secretariat.
Co-ordination and adminstration of the SEEN transnational project will be done by Kista Borough. The organisation described in the overview below.

2. Products / activities that has to be executed:

· Buildning transnational networks between persons in minority groups e.g. somalians, and between administrators and decision makers
· New methods for smooth and easier integration of somalians/minority groups will be focused in all activities to achive the goal of the project.
· An analysis of the actual situation in each country will be done in an innovative way to achive bench learning and exchange of know how
· A homepage for contact and networking, a public information place and a communication sight for the project participants will be developed as well as a databas for collecting and processing data in surveys
· Common protocols for guidence and validation of competence; certification / exams and work experiences will be developed
· Translation of common protocols and guidelines to every language will be done
· New models for education and training in close contact with the target groups, the labour market and the companies will be created and tested
· Workshops, study visits and exchange of staff will be executed.
· Results and experiences will be published and spread publicly on the public part of the homepage and in seminars and conferences with key persons aiming to influence the polititians and decision makers involved into the integration processes in all countries

Overall background and strategy:
The four participating countries involved into the project have all different models for their integration. E.g. the Swedish model for integration of immigrants is focusing education and language learning. Work hasn´t been the first priority and it has been a trap for many of the minority groups. The Swedish language is difficult and the learning methods haven´t been effective enough. Many somalians haven´t got a job and this has been part of the ground for isolation and passivity and a growing bad self confidence. Ireland, UK and Italy have models focusing on work UK has good results, not many somalians are unemployed. In Italy many somalian women are employed, specially in home services, but also in these countries there will be groups of minorities isolated and without any empowerment in the labour market and in the social life. Hard focusing on work will also sometimes lead to work on the black market and the isolation from ordinary social life and wellfare will be difficult. To get an ordinary job after beeing on the black market is difficult and often hardly not possible.
In the SEEN project the somalians/minority groups will be deeply involved into the development process. The actual situation of the somalians/minority groups will be analysed comparingly in Sweden, Ireland and Italy. A study will be done in each country focusing different models and also the equality between men and women. The somalian group/minority groups, the labour market authorities and the guidens councellers will be interviewed. The public picture will be compared with the picture growing from the actual experience in the study. A common protocol for validation of competence will be developed and tested, new models for education and training in close collaboration between the target groups, the labour market and the companies will be created.
Hypotetically an exchange of know how and best practice; a combination of differnet models, could be a key in developing and promoting new common models which will avoid isolation and support a smooth and easier integration.

To fulfil this the following activities will be carried out:
1. Building networks and exchange of know-how and bench learning in collaborative working situations and on meetings and workshops will be executed.
2. Innovative ways of doing interviews and surveys involving the minority groups will be developed to identify the demand of the target groups with respect to the local situation
3. An analysis of the actual situation will be done in all three countries and the results will be compared with the public information in each country and between the countries. Everything will be translated to Swedish and Italian.
4. The equality between men and women will be observed and new and innovative models to increase the equality will be developed and tested
5. A common European protocol for validation of competence will be developed
6. New models for guidence and education and training will be developed and tested
7. Activities to influence policy makers will be carried out
8. A comparision with bench learning how problems of isolation and lack of empowerment could be reduced by local adaptation and best practice models will be carried out.
9. New methods to stimulate and involve the target groups in the integration processes and prevent a passive role will be developed and tested where best practice from each country will be used.
10. The processes and the results will be disseminated and evaluated
Methods
The somalians/minority groups will be deeply involved ito the development process. Buildning networks with close relationship between different actors to promote exchange of know-how and best practice will be supported and stimulated.
The work will be divided into three workpackages. Studies, seminars, workshops and study visits will be carried out during the project period. In each country courses will be developed and tested in close contact with companies and the target group. A comparison will be done between study models and curriculas in the three countries. If possible, students from all countries will be offered the same course with respect to the local situation. Mixed groups of somalians would be preferable. Monitoring this process would give important information in an effective bench learning situation of how you can get the target groups involved and improve the empowerment.

Dissemination
The overall responsibility for the dissemination is the co-ordinator of the transnational work.
A homepage will be created by the Swedish partner for dissemination. The manager of every workpackage has a responsibility to write an activity report every three months, as foundation for the big reports. They will report about what is going on, showing their results and high lights from their WP etc. and send it to the administrative co-ordinator for co-ordination and dissemination.
A summary will be presented to the “TMG”. Dissemination will be carried out in different ways e.g. by publishing the reports on the homepage and sending it out to actual key-persons. Meetings and seminars will be arranged to reach the authorities and the policy- and decision makers.
Information and results will also be disseminated by inviting actual immigration authorities and key persons in the different countries to national seminars and meetings together with the target groups and people involved in the projekt. There will also be sent out press relieses and produced information sheets and broschyrs. Public media, newspapers and radio and TV will be contacted and invited to meetings and workshops.

Evaluation
The internal evaluation will be done by the partner in Dublin, the WIN project, which has the responsibility in the agreement. The external evaluation will be done by an external organisation.
Every partner has a responsibility for the internal dissemination in their own country and in their WPs.
These issues will be discussed and decided about in Bolzano at the first management meeting in October.
The external evaluation will be specified and evaluator will be bought up externally
