Aims and objectives
In a rental housing area with a high level of unemployment and generally low frequency of gainful employment, the aim is to write contracts between on one hand the local authorities and locally represented national authorities, and, on the other hand, citizens in the local neighbourhood.
Mikaels kommundelsnämnd ( the local political council and local administration jointly), and BEF( a cooperative of locally based associations), will initiate the formation of a social Cooperative – a cooperative which will fulfil a number of aims in an Developing partnership.
A Social Cooperative
The Cooperative will provide employment opportunities and activities to people who are long term unemployed as well as to people with impaired working capacity, or with disabilities..
Here, individuals who are, for various reasons, left outside of the regular labour market will be able to find a locally based work community and financial security on their way back to – or to – the regular labour market.
People who, due to reduced working capacity, may not be able to enter the regular labour market, could here get the opportunity to find locally based assignments and activities. Both the individual, as well as the neighbourhood in question, will benefit from this.

Contracting the society
Together, in the Cooperative, the unemployed and the players representing local authorities and the community will examine and discuss laws, regulations and other systemic factors behind discrimination – factors which become obstacles when people are trying to enter in to labour market. Statistically, there is for instance a significant gap between the situation for men and women when it comes to frequencies in work.
Regulatory systems are sometimes obstacles to peoples striving for empowerment and self-support. The aim of the project is to make obstacles visible, which contribute to exclusion from the labour market and the community, and to evaluate the possibility of alternative solutions within the regulatory systems.

Integration
The Cooperative will also be an arena for the multicultural integration work. The local school and work-life are important players in, and aspects of, this work. Within the local community (the administrative district) there are four geographic areas, between which there are significant socio-economical and cultural differences. Observations and experiences gained through the work with this Cooperative will be disseminated to the local community. Observations and experiences will also be disseminated within the Equal project through academic research. Contact has been initiated with the local university and with the socio-medical department at the regional hospital.

Our ambition is a broad partnership where citizens, local landlords and rental house owners, local enterprises and local authorities and governmental bodies will be working together, towards a common goal.
Based on experience we are very aware of the complex problems and situations we have to face with when working in this particular neighbourhood. To further improve our work we would therefore consider it being very valuable to get the opportunity to get involved in a trans-national developing partnership with cities in other European countries - cities where similar problems might exist, and where new ideas, work methods, and solutions are being tried out within the framework of the Equal-programme.
Through the Equal-programme, we want to examine to which extent the salary from the co-operative is an obstacle for receiving unemployment benefit or sickness benefit, and to which extent reductions will be made in social allowances.

Egenmakt i Baronbackarna - EmBa
I vårt initiativ, EmBa, vill vi i ett bostadsområde med hög arbetslöshet och låg förvärvsfrekvens sluta ett kontrakt mellan medborgarna i området och samhällets företrädare på den lokala nivån.
Mikaels kommundelsnämnd och BEF, en sammanslutning av föreningar i området, tar initiativ till att bilda ett socialt kooperativ, som har ett flertal funktioner i relation till det nyetablerade Utvecklingspartnerskapet.

Socialt kooperativ
Kooperativet ger arbete och sysselsättning till långtidsarbetslösa och personer med nedsatt arbetsförmåga efter vars och ens förutsättningar.
Personer, som står långt från arbetsmarknaden av olika skäl, ges arbetsgemenskap och en ekonomisk trygghet på en lokal arbetsmarknad på sin väg mot ett arbete på den vanliga arbetsmarknaden.
Personer, som inte kan nå arbetsmarknaden pga nedsatt arbetsförmåga, kan ges sysselsättning i lokalsamhället, berikande för dem själva och området.

Samhällskontrakt
Gemensamt i kooperativet kartlägger de arbetslösa och samhällsaktörerna de regler och systemfaktorer, som medfört diskriminering och hinder att nå arbetsmarknaden.
Det finns t ex mycket stora skillnader i förvärvsfrekvens mellan kvinnor och män.
Samhällskontraktet innebär att vi strävar efter ett samarbete mellan arbetslösa medborgare i lokalsamhället, ansvariga myndigheter, de företag och de fackliga organisationer, som ingår i Utvecklingspartnerskapet.
Vartefter kartläggningen bygger kunskap och erfarenhet utifrån arbetet i kooperativet, kan detta leda till önskade förändringar i nuvarande strukturer, som då får lyftas för prövning i respektive organisation.

Integration
Kooperativet blir också en arena för ett mångkulturellt integrationsarbete. Skolan och arbetslivet är viktiga delar i detta.
Inom kommundelen finns fyra bostadsområden med stora inbördes skillnader socioekonomiskt och kulturellt.
Erfarenheter i kooperativet sprids direkt vidare inom hela kommundelen.
Erfarenheter förs vidare inom Equal genom forskningsinsatser.
