Summary:

Better release – the release from prison as a change of culture
Persons who are released from prison are discriminated by having inferior access to fundamental rights such as work, a place to live, social service, education and health care, to other citizens. This is clear from studies on level of living (Fångarnas levnadsförhållanden, 1999) and current statistics from Swedish Prison and Probation Administration, and it is also confirmed by non-profit organisations working in this field. A successful release from prison presupposes a well functioning co-operation between a large number of parties on various levels: individual, authority/organisation/association, as well as a general society level. Continuity and a shared general perspective must also be of central importance in the project. Today, a lack of co-operation and shared views in the release process, between different authorities as well as between authorities and organisations, create a shattered situation for the client. This in turn becomes an obstacle on the way to integration in society. Of a special importance for the result of the release process is the individual clients possibility to work with deep existential matters, in order to reach a new perspective on life.

The project aims to develop systems and routines/models which take care of and strengthen the clients own resources during the release process. Furthermore, the project wishes to focus and improve the co-operation between authorities, organisations, non-profit organisations, companies etc., in order to obtain the best possible continuity and competence during all of the release process. By engaging people in various actions and by spreading knowledge about good experiences, the project wants to influence the surrounding society and its discriminating attitude towards ex-criminals as “once a criminal, always a criminal”. The general goal of the project is to ensure the clients their fundamental rights in the release process. The various efforts and actions in the project will be documented in research and independently evaluated. The project will also profit by transnational experiences in the field.

The project hopes to exemplify that, through a shared vision and a competent co-operation, it is possible to improve the possibilities for the ex-convict to reclaim an organised job, a place to live and a reliable personal network.

1. Common interests/methodology/underlying problem

The Global Aim of the Transnational Partnership is to influence National and European Policies and strategies in respect of the socio economic integration of disadvantaged women, recognising the impact and influence of cultural diversity and multiple disadvantage. The majority of the partners are primarily concerned with women prisoners and ex-offenders and the other partners have sub-groups within their project which focus on women. All these women share common barriers and experiences to the target groups of the other partners - i.e. victims of partner violence forced prostitution, abuse and deprivation.

Within the broad target group of disadvantaged women, there are common issues which our partners have identified as vital to facilitate their socio-economic reintegration into the local community.

Frigivna personer diskrimineras genom att ha sämre tillgång till grundläggande rättigheter såsom arbete, bostad, social service, utbildning och hälsovård än andra medborgare. Detta framgår av levnadsnivåundersökningar (Fångarnas levnadsförhållande, 1999) och aktuell statistik från Kriminalvårdsstyrelsen och bekräftas av ideella organisationer verksamma inom området. Frigivning förutsätter en fungerande samverkan mellan ett stort antal parter på individnivå, myndighets/organisations/föreningsnivå och övergripande samhällsnivå samt att insatserna präglas av kontinuitet och en gemensam helhetssyn. Det brister i samverkan och helhetssyn mellan myndigheter och mellan myndigheter och organisationer/företag m fl i frigivningsprocessen. Detta skapar en fragmentariserad och svåröverblickbar situation för klienten och utgör ett hinder för integreringen i samhället. Vidare är den enskilda klientens möjlighet till bearbetning av djupa existentiella frågor under fängelsevistelsen och tillfälle till förändrad livsinställning av avgörande betydelser för insatserna under frigivningen.

Projektet vill medverka till att system och rutiner/modeller utvecklas som gör att klienternas egna resurser tillvaratas och förstärks under frigivningsarbetet. Vidare vill projektet tydliggöra och förbättra samverkan mellan myndigheter, organisationer, ideella föreningar, företag m fl i syfte att åstadkomma största möjliga kontinuitet och kompetens under hela frigivningsprocessen. Genom att engagera människor i olika insatser och sprida kunskap om goda erfarenheter vill projektet påverka det omgivande samhällets diskriminerande förförståelse av f d kriminella som ”en gång kriminell alltid kriminell”. Det övergripande målet med projektet är att klienter vid frigivning skall tillförsäkras sina grundläggande rättigheter dvs. arbete, bostad och social service. Avsikten är att insatserna dokumenteras i forskning och oberoende utvärderingar. Projektet vill tillgodogöra sig transnationella erfarenheter inom området.

Projektet vill ge exempel på att man med en gemensam helhetssyn och en kompetent samverkan mellan olika parter och kontinuitet i insatserna ökar möjligheten för den tidigare dömde att återta ett ordnat arbete eller sysselsättning, bostad och förankring i ett personligt nätverk.
