Rationale

Text available in

Organisations gathered in the DP have long lasting experiences in the field of asylum in Slovenia. Taking into account that the field of asylum in Slovenia is still developing, the role of NGO is very important from the practical point of view and also in creating the legislation.
In the year 1999 there were 2 recognised refugees in Slovenia, at the end of 2004 there are 110 recognised refugees. Hence the need to address the needs of refugees on the systemic level has increased.
Asylum seekers have a limited right to work but this right is almost impossible to implement. The main problem that the asylum seekers face at the beginning is the language barrier and the lack of general information about the employment system.
The DP will try to create a program where asylum seekers will learn Slovene language and provide a course where the information about the employment system and general information about the Slovene culture will be provided. Asylum seekers will be included in this program in the period when they are waiting for their status recognition. This will enable them to concentrate on the course. After their status recognition, their possibilities on the labour market will be significantly improved.
At the same time the creation of a campaign with the goal of raising awareness of the wider public and involvement of the corporate sector/employers into the network will be implemented.

Asylum seekers, as vulnerable group, face great difficulties and the entering on the labour market is almost impossible without support of relevant institutions. Different courses (language courses, vocational training, ...) and providing the relevant information about the country’s labour system can contribute to their empowerment and social integration.

The company works actively in the field of education since 1994. It was the first in Slovenia to organize education in Gestalt Therapy and Radix Body Psychotherapy. Also it has published two manuals on Gestalt tehniques by the author Tanja Lamovec that are still the only existing original manuals in Slovene language.(lately some translations have been published by other publishers).

The company is an approved contractor of Ministry of Education to deliver programes for permanent training and education of educators in Slovenia. Since 1995, our programmes are a part of the Catalogue of programmes approved and partly coffinanced by Ministry of Education which is published by the same every year

Also, ARX is an approved contractor in delivering programmes for educating social workers by Social Assembly of Slovenia (Socialna zbornica Slovenije).

In cooperation with the Ministry of Work represented by the Employment Service of Slovenia and for their needs we are organizing and leading different forms of work with unemployed persons and have obtained required licenses for that purpose.

From the beginning we are offering instructions and learning support that has proved itself in the free market, especially with more difficult cases where learning difficulties are combined with other disfunctions.

Since 1995 we are also in constant cooperation with Adult Education Centre (Andragoški center Slovenije), where both regularly employed and several co-workers have obtained licenses as menthors of adult education.

"Help us giving a hand!" - is a slogan of the general campaign of the consortium ŽIVA which strives to aid refugees and asylum-seekers. It comprises of association Mozaik, Slovenska Filantropija, and Fundacija GEA 2000. By helping these organisations, the much needed aid will be available to those who were forced to leave their homes and seek asylum in Slovenia. The consortium wishes to use the campaign to arouse people's consciousness. Above all, it wishes to produce an effect on those segments of the public that can in any way actively contribute to the survival and the improvement of the conditions. Additionally, the consortium hopes to raise enough funding to ensure its durable development so that it can assure a lasting support for the reception of asylum-seekers and integration of the refugees in the Slovene environment.
The above mentioned organisations, members of the consortium, have worked for a number of years in this field, which means that their rich experience gives them excellent coverage of the problems that might exist with refugees. However, Slovenia became an EU member state which is a turning point in the history of a nation. Because of that, the organizations have to invest their energy also in ensuring the funding for durable functioning and inner consolidation. Otherwise, there is a direct and short-term danger that the organisations consisting the consortium might disappear. Although the long-term project aim is the foundation of the fund for durable assistance, which is intended for the asylum-seekers and refugees, the money raised by our fund will, in the near future, also be distributed as a subvention to the organizations that have their own projects for helping asylum-seekers and refugees. In this way, their stable functioning would be made possible. The campaign is actually a start of the consortium's coordinated activity that focuses on fund raising. First phase of the campaign involves acquainting people with the issues of asylum-seekers and refugees, which are the problems that the members of consortium have to deal with. The next phase includes drawing attention of the general public to ensure the support to NVO efforts regarding asylum-seekers and refugees. An important part of the consortium's activities will represent a dialogue with the state that is hoped to contribute to the tax environment that would stimulate sponsorship from private and economic sector and would so enable the growth of the non-governmental sector.
