A new demand in the care sector. The increasingly greying population causes great pressure in the home care, mostly because of the relatively large range of services required (Belgian Limburg is mainly referred to here) and this can be explained by the lack of intramural facilities as well as by the linear economy measures issued by the federal gouvernment, due to which ever- increasing budgetary limitations are being imposed on professional care services. The pres-sure on home care is also increased by the authorities’ tendency towards shorter periods of hospitalisation, by virtue of which aftercare of the patient is being incorporated into the home care. Another factor in the increase in pressure on home care services is the change in family structures ( smaller families, fewer children and an increasing group of old age singles), and this shows itself in the thinning out of the networks surrounding the client and in the lack of assistance available during the evening, night and weekend hours.

A new perspective for long-term unemployed persons and high-risk groups in society. The retraining initiatives which were taken in Belgian Limburg during the period of , and following the closure of the mines have proved to be favourable mainly for unemployed males. The level of male unemployment has sunk considerably, which cannot be said of female un-employment, amounting to 25 % in this province. It is evident that the profile of the jobs cre-ated during the period after the closure of the mines did not correspond to the expectations or possibilities of the unemployed. An early experience in relation to this project is, however that both long-term unemployed women and women excluded from unemployment benefit, but also , in more general terms , the high-risk groups in particular are being especially and at an earlier point in time attracted to meaningful (part –time) jobs in the4 care sector, because they meet unfulfilled requirements in society. 1. Job creation 1.1. Setting up a social economic enterprise 1.2. Work experience projects 1.3. Community and district services 1.4. Community directed approach 2. Implementation of management know how. 1.1 A social economic enterprise to be set up 1.2 In existing and yet to be developed cooperative groups of the organisations 1.3 Evaluation of the actions undertaken and support in improving methods and modules. 3. Training o Preparing and implementing the developed training programme for a selected pilot group. 4. Methods: “custom-made”  Preparation of documents with methods and modules in the field of integrated customer within the selected target-actions and the selected sector (care ) 5. Dissemination and consolidation of know-how and experience  Development of a training programme based on the principle of long distance learning.  Development of the content–related modules for the web site.  Supporting the technical development of the web-site.  Dissemination of the project achievements.  Setting up a communication structure between the project partners to assure sustainability of project achievements.  The organisation of workshops and the creation of opportunities for the exchange of experiences and profes-sional know how between the partner organisations.  To determine as to how functional cooperation can contribute to the individual profes-sionalism of the partner organisations and their associates.  The drafting and executing of a plan of cooperation, complete with an agenda and as-signment of tasks, in order to fine-tune the substance and methodology of the cooperation approach.  The organisation of try out in order to determine the feasibility and relevance of the matter concerned. 6. Monitoring in view of the European social policy  Evaluation of the project progress and the overall project results.

 Een nieuwe vraag in de zorgsector: De toenemende vergrijzing veroorzaakt een grote druk in de thuiszorg omwille van het vrij zware verzorgings-profiel (voornamelijk in Belgisch Limburg te situeren), en is te verklaren door een gebrek aan intramurale voor-zieningen alsook door de lineaire besparingsmaatregelen van de federale regering waardoor aan de professionele zorg steeds grotere budgettai-re limieten opgelegd worden. De druk op de thuiszorg wordt eveneens verhoogd door het overheidsbeleid dat streeft naar kortere opnames in ziekenhuizen, waardoor de nazorg van de patiënt in de thuiszorg wordt opgenomen. De druk wordt bovendien verhoogd door de wijzigingen in de familiale structuur (kleinere ge-zinnen, minder kinderen, toenemende groep van alleenstaande hoogbejaarden) die zich ma-nifesteert in de verdunning van netwerken rond de cliënt en het ontbreken van het hulpverle-ningsaabod tijdens de avond- nacht- weekend-uren.

 Een nieuw perspectief voor landurige werklozen en risicogroepen in de samenleving. De reconversieinitiatieven die in Belgisch Limburg in de periode tijdens en na de mijnsluitingen ontwikkeld werden hebben voornamelijk positieve effecten gescoord voor de mannelijke werklozen. Het pijl van de manne-lijke werkloosheid is aanzienlijk gedaald. dit kan helaas niet gezegd worden van de vrouwelijke werkloosheid, die in de provincie nog steeds 25% bedraagt. Er moet vastgesteld worden dat het profiel van de jobs die in de pe-riode nà de mijnsluiting gecreëerd werden, niet aansluit bij de verwachtingen/mogelijkheden van de werklozen. De prille ervaring in het kader van dit project is dat echter zowel langdurige werkloze vrouwen, maar ook uit de werkloosheid uitgesloten vrouwen, of meer algemeen de risicogroepen bij uitstek zich bijzonder of eerder aan-getrokken voelen tot deze zinvolle (part-time) jobs in de zorgsector, omdat zij beantwoorden aan een niet-vervulde behoefte in de samenleving. 1. Werkcreatie 1.1. Creatie van sociaal economiebedrijf 1.2. Werkervaringprojecten 1.3. Buurtdiensten 1.4. Wijkgerichte aanpak 2. Managementknowhow implementeren in 2.1. Op te richten sociaal economiebedrijf 2.2. in bestaande en nog te ontwikkelen samenwerkingsverbanden van de organisaties 2.3. Evaluatie van de ondernomen acties en ondersteuning in het verbeteren van me-thodes en modules 3. Opleiding 3.1. Voorbereiden en implementeren van de ontwikkelde trainingsprogramma's voor de geselecteerde doelgroep 4. Maatwerkmethodiek 4.1. Voorbereiding van documenten met methodes en modules in het domein van de geïntegreerde gebruikersdiensten in de geselecteerde actiedomeinen en de gese-lecteerde sector (zorg). 5. Dissiminatie en consolideren van verworven kennis en ervaring 5.1. Ontwikkeling van modules bruikbaar bij het afstandsleren 5.2. Ondersteuning bij de technische ontwikkeling van de website (vnl. informatief en kennisgeving van dissiminatie-activiteiten) 5.3. Dissiminatie van de projectresultaten 5.4. Het opzetten van een communicatiestructuur tussen de projectpartners ter ver-sterking van de bereikte projectresultaten 5.5. Organiseren van workshops en uitwisselingsmomenten om partnerorganisaties toe te laten ervaringen en deskundigheid uit te wisselen en over te dragen 5.6. Vaststellen hoe een functionele samenwerking kan bijdragen tot de individuele deskundigheid van de partnerorganisaties en hun medewerkers 5.7. Opstellen en uitvoeren van een samenwerkingsplan, met tijdskader en taakaf-spraken om de inhoud en de methodiek van de managementaanpak te verfijnen 5.8. Organiseren van try-outs om de haalbaarheid en relevantie hiervan na te gaan 6. Monitoring in het licht van Europees Sociaal Beleid 6.1. Evaluatie van de projectvoortgang en de eindresultaten van het project
