The Development partnership brings together multiple partners who have cooperated successfully in the past, in the sphere of promoting the principles of equal opportunities for both genders, with particular emphasis on the principles of promoting the development of women’s professional establishment and entrepreneurship.

Individual members have good ties with future transnational partners, which will prove useful for exchanging experience and good practices. Each of the partners will be actively involved in the development partnership and will participate fully in the decisionmaking process.

The goal of the development partnership is to exchange different past practices and experience, intertwining and mutual complementing of these practices and experience in working with the project’s target group, transfer of good practices through cooperation with a transnational partner with existing experience with the project’s target group of unemployed persons.

We will focus on underprivileged target groups (young women before their first employment, older women after becoming unemployed, self-employed women, women in enterprise and crafts, women in corporate units (inequality with regard to wages).
In line with the key principles of EQUAL, our development partnership will focus on the sphere of economic establishment of underprivileged groups of women, and introduce process-, content- and target-oriented innovations. It will be based on active and equal participation of included partners. The transnational partner will help us gain examples of good practices and integrate them in an innovative way into the project’s work process and measures. In the phase of extending the program, we will aim to achieve the transfer of the new approach into national and transnational policies.

The definition of equal opportunities means that there are no obstacles for economic, social and political participation in society for both genders, which is not true in the case of Slovenia, as the actual inequality between the genders is corroborated by the facts:

oThe share of unemployed women is constantly rising
oThe share of women in executive positions in large companies is 2.3
percent while the share of women in positions of authority in public functions is
28 percent.
oThe share of women founding small and medium-sized enterprises falls below 19
percent, and the share of craftswomen in the overall sphere of crafts is about 21
percent.
oCertain professions are becoming feminized, which is something that prevents
flexibility of work and there are no job candidates.
oThe share of women in politics, where decisions are supposed to be taken
through harmony between the male and female principles, must increase
oDemographic trends of the aging population warn us that the future of the older
generations is uncertain, as there are insufficient numbers of newborns.

We are faced with glass ceilings and segregation, as traditional perceptions, conventions and values prevent the full integration of women (or men) to specific areas of social and economic living.
Equality leads to balance, it encourages peace and creativity; even in nature, there is a perpetual need for balance. It is a value and a tendency, where a stable environment is an essential precondition, impossible to achieve without social values. Transcending inequality of women and men encourages the growth of economy, increased competition and employment.

With the help of the EQUAL VESNA program, we the members of the DP will contribute to:
o raising awareness in the social environment about issues and barriers faced by
women seeking self-employment and wanting to enter the entrepreneurial
market.
o improving the knowledge and skills of women entering self-employment and
enterprise, as well as to raising the level of self-education and use of ICT.
o Improving the opportunities of women for their companies to become
established on the common EU market, for developing their products and
(information) technologies, through integration into production and trade
networks and EU economic cooperatives.
o Increasing the participation of women in economic and political life by
developing better suited forms of social and care facilities to ease the burden of
their familial functions.
o Developing new activities and services to improve childcare and care for the
elderly in local communities by activating local and regional development
initiatives to promote women's entrepreneurship.
oHarmonization with international guidelines and points of origin to direct
development policies which put a significant emphasis on the equal opportunities
policy, and particularly bringing women's position on the labor market closer to
equality.

The goal of the DP is:
* to define in more detail individual target groups of women facing a high level of inequality in the sphere of economic establishment. Increasing the level of awareness and sensibility of the whole population, with an emphasis on the target groups of women
* performing training and motivational meetings for participating women – both individuals and groups
* developing and testing new methods of self-motivation and mentorship for additional aid, particularly for unemployed women
* Using the results obtained and lessons learned through the project to apply pressure to key decision makers and opinionmakers on the impact of promoting the principle of equality and equal opportunities for both sexes

A significant reduction of inequality and encouragement toward equality between women and men will need to be achieved in: access and integratio0n into all levels of the labor market, education and training, particularly vocational qualifications, creating jobs and developing companies, balancing work and family life, and achieving a balanced participation in the decisionmaking process.

Steps need to be taken in the fields of employment, vocational focus, equal payment for equal type of work or work of equal value, protecting parenthood.
A balanced participation of women and men means a distribution of power and a balanced decisionmaking process. Equality of women and men in society means that women and men are free to develop personal skills and choose between the given options without someone limiting them by imposing strict standards and limiting replies.

The goals of the Vesna project will be measurable by:
- increase in the number of women in self-employment and entrepreneurship/crafts
- the number of women becoming involved in established cores of programs created in this fashion in local communities
- increased rate of motivation of the target group for entrepreneurs
- number of employments in women-run companies
- Selecting and presenting successful entrepreneurial results achieved as part of the EQUAL VESNA program
- creating a special workgroup with the National Council charged with the economic establishment of women.

Process innovation. Through developing good role-models and mentors (A woman like me), we are presenting a training program for skills, IT support for existing women entrepreneurs and craftswomen wishing to obtain the necessary skills to enter the team of mentors to train future women entrepreneurs and self-employed women. This will contribute to diversity, and at the same time to building a base of appropriate, reachable and suitable role models to motivate women entrepreneurs coming from the target groups of underprivileged women.

Innovation in context through developing reciprocal working models and learning models, as well as developing new partnerships with non-entrepreneurial organizations (healthcare, education, childcare organizations). This helps to develop entrepreneurial mentality in non-entrepreneurial organizations, which in turn involve target groups of women (unemployed persons, high-school and college drop-outs, specific non-economic professions from the sphere of social welfare etc.)

Our mobile office will help bring the activities of the development project to rural environments in remote locations, increasing the value of the local environment and local development actors.

By integrating activities and presentations of the development partnership project EQUAL VESNA into the frame of the National Council (Committee for the Professional Establishment of Women) and the National Assembly, we will achive wider attention of political publics, and it is in these publics that raising awareness on the impact of implementing an equal opportunities policy is the most important, as they participate in the decisionmaking process and therefore have an influence in it.

Target-oriented innovations:
motivation and activating potentials in long-term unemployed women by creating a “society of unemployed women” according to the principles used in cooperatives
motivation and activating potentials in high-school and college drop-outs, and getting these girls involved in the activities of the development partnership such as events, workshops, exhibitions and other actions
public promotion of “economic circumstances of women” leaflets with target-oriented slogans aiming to raise self-confidence in each of the target groups: (example for long-term unemployed women and college drop-outs: YOU ARE NOT ALONE – JOIN US, for mature women: KNOWLEDGE IS MY POWER, for the male and female population EQUAL OPPORTUNITIES ARE NOT JUST FOR WOMEN!)
Content-oriented innovations apply to political and institutional structures. We will systematically inform individual parties, both in the government and out, about the results of our work within the frame of the development partnership at special events where results will be presented in words, pictures and figures.

Throughout the activities of the VESNA program, we have planned cooperation with local, regional and national economic and social partners, as well as competent public authorities, and actions promoting the culture of implementing equal opportunities. This is why we will organize different public meetings and other events with a message on the local level, especially in the locations where our centers are active. On the national level, we will hold four round-table discussions in the parliament with the participation of domestic and international personalities, transnational partners, in cooperation with the National Council. The National Council has the role of an integrator, chiefly of the civil society, and as such must fulfill its mission, and one of the ways is also by supporting the principle of promoting equal opportunities. We will establish a similar cooperation on the theme of equal opportunities and the economic position of women with the National Assembly as well, including all interested political groups.

This way, the process of a better position and strengthening of the influence of the EQUAL initiative, as well as the principles of equal opportunities for both genders, will begin. Within the framework of the National Council, we will launch an initiative to form a work-committee VESNA – professional establishment of women. Representatives of our target groups of women will also actively participate in this committee.

This way, the principle of the EQUAL initiative about increasing the knowledge and power of these groups and individuals is respected, what is more, this will ensure a stronger influence for it and empower the voice of the women representatives of our target groups.

The development partnership will bring together partners from different kinds of organizations, able to organize thematic and operative activities.

The realization that, in order to carry out this project, we need a partner who will use his knowledge, experience and authority to rectify any shortcomings in the efficient operation of the development partnership, presents a risk in the preparation phase. The said risk can be alleviated by including an additional partner.

With smaller partners, any change of staff can also present a danger.

We will adopt a decisionmaking protocol as early as the initial phase, which involves:

Decisionmaking process – it is based on the agreement and responsibility of all partners involved. The central decisions are passed by consensus, which is agreed upon at the first meeting of the whole partnership group, and this agreement is acceptable for all partners. If consensus is not reached, the agreed rules apply, depending on the type and level of the decision: decisions for which consensus from all partners is required; cases where a veto can be used; cases where a correspondence session or an internet conference can be held; mediation strategy.

INTRODUCTION OF ZAVOD META

The Institute for Development of Family and Women’s Entrepreneurship the ZAVOD M.E.T.A Association is a nonprofit organization, and among the founders it is a nonprofit economic Entrepreneurship Association along with some small businesses and individuals. It was established with the desire that women and men entrepreneurs would partner up more, that the equal possibilities would be put into force within entrepreneurship, that the developmental plans would be set on actual needs and that they would enable a faster and more effective partnership of small companies and their long term existence on the common European market and elsewhere abroad.
Established in the year 2001, has already taken over the working developmental plans of GIZ Podjetnost from the year 1999 and from earlier, which were working in cooperation with The Ministry of Economy, The Ministry of Labor, The Ministry for small Economy along with Small Business Development Centre (SBDC) and the Slovenian Chamber of Commerce and Industry.
To promote and develop women’s equality in the business world, where men have been predominating for centuries, is not only a momentary trend of activists, but most of all an economic necessity of each member country within the European family, and also we find similar demands in other parts of the world.

City of Ljubljana (CLJ) is a local authority organization in the sub region, Municipality of Ljubljana. The Department of Economic Affairs and Tourism is dealing with the development of the economic sphere in the sub region with its impacts to and from other sub regions in Slovenia and beyond. Organization of Employment Service of Slovenia
Employment Service of Slovenia is an independent legal entity with public institute status. It was founded on the basis of Article 61 of Employment and Unemployment Insurance Act.
As determined by the statute adopted by the Administrative Council of ESS, the main office is situated in Ljubljana, Glinška ulica 12. Its telephone number is +386 1 200 23 50.
ESS operates on three levels: the main office, where the management and the head office are located, as well as regional and local offices throughout Slovenia.
Local offices
The basis cells of ESS are the local offices (LOs) which, through direct contact, provide clients with job placements and counselling, implement the rights arising from unemployment insurance, carry out employment programmes, provide vocational guidance for schoolchildren and adults, and deal with scholarships.
Regional ofices
Regional offices (ROs) perform professional and operational tasks in their own areas, monitor and study employment and unemployment trends, and provide advice and professional and operational assistance to LOs, and to commercial entities and other local communities in the area.
Head office
The Head Office (HO) is responsible for a uniform methodology for the professional and operational implementation of the basic activities of ESS. It provides all ESS organizational units with complete information, as well as analytical, legal, personnel, financial, accounting, development and organizational support.
