Recently a hidden discrimination of women in the field of employment has become evident in Slovenia. Women are often faced with employer's explicit or implicit demands and questions on their family and maternity situation. Also according to statistic, women are getting jobs in so called »female sectors« that are known by lower incomes end although they are attaining higher education level than men in average we can seldom see them on the leading positions. In the light of these trends women, particular young mothers with small children and older unemployed women, are social groups imperilled by poverty and social exclusion.
In our partnership we assume that one of the reason for unequal opportunities of genders in the employment market could be found in women's unequal burdening by family work, particular childcaring and housekeeping. Beside that we recognise the fact that in contemporary societies the working hours of those having a job are more and more straining and longer, therefore all employed people are facing a substantial lack of time and energy for housekeeping and childcaring regardless they are women or men. For this reason the scope of our partnership is about introducing policies and practices of sharing housekeeping and childcaring not only among genders in households but also among employed and unemployed people. We believe that in this way we can systematically support women with small children in their reconciliation between family and career and limit the reasons for their unequal position in the employment market. A concrete objective of partnership is about developing a system of home services (housekeeping and childcaring) for households with small children and with this to empower women's vertical and horizontal competitive position. Simultaneously such a system should create new job opportunities for unemployed older women and women with no education. The system of home services could be applicable also for other target groups looking for a home services and for other vulnerable groups in the employment market. Although we are quite confident in our scopes we also have some second thoughts. For example, that only women will be taking job in the system of home services, so from the feminist point of view, a family work will be remaining a women's work. We are also concerning that home services will get the status of low salaries job.

We expect that we could influence the implementation of policies and practices of equal opportunities for women and men in the labour market with following effects of our activities:
- reducing the unequal loading of women by housekeeping and childcaring unpaid work and consequently improving their competitive position in the labour market and at their job;
- creating the new job opportunities in the sector of services (home services and assistance);
- creating employment opportunities for the excluded vulnerable social groups, particular for older women and women with no education.
We are planning to carry out an exhaustive study of the inquiries of home assistance in the households with small children to find out of what kind and of what quantity services are needed and what a society can do for those families in such a way that it involves unemployed people. In the crossroads of employment, social and family policies we are going to develop a system of home services for households with small children and of involving the vulnerable groups to look for their jobs in the system of home services. With simultaneous informing and PR interventions we intend to influence and to rise consciousness of political, expert end general public on the issue of reconciliation of family and career life for both genders.

First innovation that our partnership concerns about is on the level of institutional structure. We will be developing an innovative, flexible, supported by IT system of offering housekeeping and childcaring assistance for the households with the small children (assuming that the developed system could be applicable also for other social groups in need for home assistance and for other groups of unemployed, who are caught in the position in which they can not compete in the labour market).
The next level of our activities concerns political structures. In the intersection of employment, social and family policies we will be stimulating the adoption of subsidising the assistance with housekeeping and childcaring for households with small children

We intend to involve the target groups into the partnership's activities through representation and advocacy: Employment Service of Slovenia would represent unemployed people, their needs, best interests, values and standpoints, meanwhile Peace Institute would represent the interests and needs of women and households with small children on the ground of its research experiences and theoretical knowledge on the issues of family policies, feminist theory, gender studies, gender mainstreaming and policy of equal opportunities for women and male. Two comprehensive surveys of needs, values, standpoints and evaluation of target groups are about to be carried out. Apart from our research interests the main scope would be exactly the inclusion of target groups in to the partnership's activities.

For the purpose of establishing an effective partnership it is necessary to actively include all partners in the preliminary period, so that they may contribute with their objectives, experiences, knowledge, viewpoints, values and needs. It is also important to come to an agreement among partners on scopes, activities, timeline and fiscal issues of partnership. In our partnership the partners will be appointed for those activities for which they have already expressed their excellent knowledge and experiences: beside co-ordination the Peace institute will carry out research and conceptual activities; Employment Service of Slovenia will be acting on developing a system of home services and on involving unemployed people into this system and PR agency Hill & Knowlton will take care of PR interventions, public relations of partnership and the internal evaluation.

The Peace Institute, founded in 1991, is a non-profit research organization dedicated to contemporary social and political studies and interdisciplinary research in the fields of sociology, anthropology, political science and philosophy. Ninamedia is an agency that specialises in different types of research activities. In the past ten years we have been active in producing everything from public opinion surveys to advanced market analysis. Through our process of growth (in both revenues and knowledge), we have co-operated with best known methodologists from Slovenia and abroad to develop our own methods of sampling, software, data analysis and socio-economical application.


We are currently performing essential, statistic and other computer supported data analyses in order to explore markets, products and customer behaviour. In last five years we have been conducting continuos surveys about public opinion for magazines Dnevnik and Mladina, and also for TV Slovenija (Studio City).


So far we have conducted many important public projects for specialised clients (public related research of property transformation for Ministry of Public Relations and Development; research on Child Benefits public opinion and on Pension System, Ministry of Labour, Family and other Social questions, surveys on privatisation, automobile brands reading habits and interests of special groups). We have also done a number of public opinion surveys about local self-management in boroughs and surveys on markets for several companies

Employment Service of Slovenia (ESS)
Ess is an institution with a long tradition. It was founded in the 1930's and from its begining has been changed and adapted to new situations in the labour market. We could say that its turning point came in 1989 with the restructuring of the Slovene economy, when unemployment started to rise rapidly. It was vital that ESS's provided a welldeveloped social security service.
At the same time an intensice developemenet of the active enployment policy started and it represented the basis for assistance to the unemployed while they were searching for work. This represents the main part of our work, although we must not neglect the concern for close cooperation with employers, the developement of vocational guidance, etc.
