Text available in

Slovenian legislation in the field of labour relations, parental protection and equal opportunities of sexes represents an appropriate legal frame for equal position of young women/mothers and fathers in the labour market. Nevertheless, potential threat (and incidence) of informal discrimination has been detected in practice. Such discrimination occurs behind the doors and without any proof or witness. So far, no in-depth and comprehensive analysis of the issue has been performed - maybe due to a lack of empirical data - which represents an obstacle for solving the problem.

Sex discrimination in the labour market cannot be prevented only by good normative (legislative) regulation. One should aim at changing business, cultural, psychosocial and other social norms and patterns. In order to be as effective as possible, we will use the results of targeted research to develop appropriate tools for influencing various key actors. It is expected that such tools may be effective also in the wider social context.

The main aim of the development partnership Young-mother/family-friendly employment is to decrease hidden discrimination of young women–(potential) mothers - due to maternity – in the labour market. The target group – the one which we intend to help - are (potential) parents and in particular young women.

We intend to fulfil our goal through:
• Economic and sociological research on the extent of the problem, on which we will build our search for appropriate solutions
• Education of target groups (key actors), particularly employers
• Better informing of young (potential) parents about the employees’ rights
• Public exposure of the issue of sex discrimination of young women in the labour market
• Public awarding of those firms in which people have a non-discriminatory attitude towards those who are planning or having small children.

Through these activities, public awareness will strengthen, and cultural, business and psychosocial behavioural patterns will go through the process of change. In changing the practice, further inclusion of equal treatment of sexes into prevailing policies (mainstreaming) will be needed. This should be done co-currently with changing behavioural patterns in the public sector.

Expected impact on practice is the following:
• Impact on psychosocial and cultural elements that influence the behaviour of key persons in firms
• Impact on the management’s way of reasoning in order to make them understand that parental role of employees does no harm to the firms’ financial results
• Impact on the informing, way of reasoning and acting of young women who may – due to maternity - face sex discrimination in the labour market.

Process-oriented innovations include new or improved approaches, methods and tools as well as new combinations of existing measures (those already proved to be appropriate) in the new context and environment.

Innovative approaches, methods and activities will contribute to equal treatment of young women – (potential) mothers – in the labour market in the long run, from getting into employment to the status at the workplace and promotion.

The aim of our development partnership is already included in the legislation and strategic guidelines of both Slovenia and the European Union.

The Faculty of Social Sciences is one of the largest academic units of the University of Ljubljana with over 4,000 students and more than 20 undergraduate and graduate programs in political science, sociology, communication, and cultural studies.
The Faculty of Social Sciences prepares its students for professional careers in competitive environments, not only in Slovenia, but also in the region and beyond, through appropriate coursework that is also designed to increase intercultural understanding of the contemporary world and encourage international co-operation. Its teaching and research mission addresses pertinent national and international issues at a time when globalisation demands new perspectives on life in a multicultural world. In this spirit, the Faculty of Social Sciences offers instruction and conducts research in English, French, German, Italian, Serbo-Croatian, and Russian.
The Faculty of Social Sciences provides a distinguished academic setting with ample opportunities for prospective students to choose from a variety of specialized programs under expert faculty guidance. In addition, Ljubljana is the home of the National Library, the National Gallery, and other centres of the economic and political life of Slovenia. Its spirited cultural atmosphere reflects the energetic lifestyle of a contemporary European city, while the picturesque countryside between the Alps and the Adriatic Sea with its many historical sites is in easy reach of bus, train, or car travel.
The Faculty of Social Sciences-housed in a modern facility with electronically equipped lecture rooms, a research library, and cafeteria-also features on-campus housing for visiting faculty and graduate students; it is located in the vicinity of other faculties and accessible by public transportation a short distance from the city centre.

PERGAM – The Confederation of Trade Unions of Slovenia was founded in June 1991 by the Trade Union in the Paper Industry of Slovenia, Trade Union in the Graphical Industry of Slovenia, Trade Unions in the Printing and Publishing Industry of Slovenia, and the Professional Trade Union of Maintenance Workers. For these trade unions, the Confederation PERGAM is the only representative chief office at the state level.
The Trade Union of Land Transport of Slovenia joined the Confederation PERGAM in 1999, SILMES - the Trade Union of Laboratory Medicine of Slovenia in 2000, Trade Unions in Health Care of Slovenia and the Trade Union of the Ljubljana Clinical Centre in 2001, while the Trade Union of Road Transport of Slovenia, the Trade Union of Social Insurance of Slovenia and the Trade Union of the Health Insurance Institute of Slovenia joined in 2003.
Within the Confederation PERGAM, trade unions of some other sectors and industries are organised as well - such as chemical industry, civil engineering, trade, timber industry, metal and electrical industry – for which the Confederation PERGAM is not a representative chief office at the state level.

Institute Ekvilib is a non-profit and non-governmental organisation. It is engaged in netting a web of non-governmental organisations from various fields (social protection, education, disability, research, sports and culture).

The Association of Employers of Slovenia (ZDS) is the first voluntary economic interest association in Slovenia and has been representing and protecting employers’ interests since 1994. Social partnerships connecting employers, the government and trade unions, enable well-regulated relations in the socio-economic sphere and stable conditions for corporate activities. Defining employers’ legal interests and a common formation of views regarding relations toward social partners is a prerequisite for the successful realization of employers’ expectations and demands. The power and importance of each individual member is shaped by uniting with other members through joining the ZDS. By working together and by considering broader macro-economic aspects, we put forward companies’ interests and give employers a representative and united voice. The ZDS is financed through membership fees, which are determined by the management board.
