Disabled students are trying to reach equivalent status in society since always. Despite their physical disturbance they would like to have equal chances to reach most highly reachable goals. Today’s society requires a certain financial independence that is reachable through suitable employment. Employment however is not important only from the point of view of life financial incomes needed for living but also from social and psychological point of view. One can get suitable employment with appropriate education, which is possible to achieve only through schooling process. Only few handicapped persons finish one of university studies. Based on these facts, we can conclude, that because of less favorite study conditions, handicapped students have unequal possibilities to enter the labor market. Possibility to reach wanted goals in education is human right, right for everyone, also for disabled. Although the circumstances in the field of education for disabled have radically improved in comparison with the past, when studying was “individual’s struggle”, this population still faces a lot of obstacles, which arise from their malfunction and not adjusted schooling process. It’s sad to find out, that the choice of Faculty and education is based on accessibility of faculties and not on student’s preferences regarding study program.

Our development partnership is based on presented arguments and on experiences of individual partners in partnership. Main goal is to establish better conditions in education for disabled and through that better conditions for entering the labour market, higher educational and lower level of unemployment of disabled population. This goal is reachable through development of different solutions, such as: mentoring system, consulting system, individually adapted schooling process, multimedial support, SOS telephone and draft proposal of (international) employment network.

Equal study partnership have three main goals:
a) Goal – to establish better conditions in education for disabled and through that better conditions for entering the labor market
b) Goal – to raise educational level of young disabled population
c) Goal – to lower the level of unemployment of disabled population

Between measures for reduction of structural disparity in field of unemployment the National program for development of labor market also quotes establishment of quality educational for disabled students, which will lead to reduction of school dropouts from university programs. Social integration of marginal groups into educational process and labor market is also very important. We intend to reach this goal through establishment of adjusted study conditions and establishment assistance department for students with special needs. In this contest we shall develop multimedial support for lectures, mentoring network, career and study counseling, SOS telephone and a draft of (international) employment network. Those solutions wold enable better conditions in education for disabled and consequently better conditions for entering the labor market for all who have problems entering and reentering the labor market.

Equal community initiative also determines and arguments necessity of measure 1 in quoted findings. Goal of measure number 1 is enabling an easier access and return to labor market, what should be accomplished through: activities of developing new solutions for education and new support tools for deprived groups and their special needs (in case of our developing partnership – Disabled students), development of innovations in education process and implementations with adjusted information and communication technologies (ICT) for deprived groups, development of new mechanisms of motivating, guiding and integrating to labor market, to ensure higher degree of participation of deprived groups and to enhance employability of these groups. The activities we want to carry out will be focused on development of such solutions, usage of new ICT and inovations, which will help to reach these goals. Motivating and awareness are very important part of solutions of our developing partnership. Counseling, SOS telephone and understanding the environment difficulties should encouraged disabled students to finish their education program and to decide for further study. We estimate that developing and performing of these solutions also in other educational institutions will raise educational level of young disabled, which will help them to find their fist employment, but it will also enable them further education and life long learning what was almost science fiction for them in the past.

Monitoring realization of our partnership goals will be annually possible through monitoring the number of disabled students that will use quoted solutions. Also it will be possible to estimate improvement of study quality through inquiries and dialog. We should not expect large numbers because up to now young disabled rarely decided to study. It should also be emphasized that each disabled graduate counts and every diploma of disabled student is a success for the whole University, our partnership and the society.

Our development partnership will include representatives of target group. Representatives of target group will take an active part with their knowledge and experiences in forming solutions for underprivileged group. Individuals from that group will also take part in testing and evaluating our solutions and further initiation of solutions in practice. Especially partner that represent target group will have leading part in dissemination period because of primary interest of its members. Based on developed solutions this partner will continue spreading good practice and preparing strategic documents and orientations on all levels. Some solutions of our development partnership should through DŠIS become standard in education.

Voice of target group will be considered in all activities and decision in development partnership with inclusion of Association of Slovenian disabled students (DŠIS) as a proper representative of target group. This inclusion of DŠIS should increase impact and power of target group inside development partnership. All decisions in the framework of our development partnership will be accepted unanimously. As Malaga declaration emphasizes “about disabled never without disabled”, we will always consider DŠIS’s references and proposal in all decisions.

Partners will form a project group made from representatives of all partners in preparatory phase. They will prepare a suitable and efficient working programme and financial and time plan. Group will also agree on mutual relationships, form the partnership strategyand carry out the evaluation of strategy together with the target group.

In the Implementation phase the project group will transform into Advisory supervisory unit and partners will form working groups for individual activities which will develop single solutions in accordance with settled objectives. Different specialists from all partner organizations will equally take part in development of solutions what includes also representatives of target group.

University of Maribor, Faculty of Electrical Engineering and Computer Science (UM FERI) is today an academic institution and offer a university study (5 university programs and 3 year higher professional programs) and postgraduate work together with research work. Faculty offered five courses of study: Automation and Control, Electronics, Power Engineering, Information Science and Software.

Overall 2000 students are registered in faculty; 1000 of them are regular students, 800 external students and 200 are post-graduate (Doctor's and Master's degree) students. Faculty has 10 full professors, 13 associate professors, 17 assistant professors and 7 lecturers, which are carrying out the study program as well as all research work. 52 teaching assistants, 23 young researches and 32 technical assistants support them. The undergraduate program has around 500 subjects whereas the graduate program incorporates 119 subjects.

UM FERI is a scientific faculty not only because of its research work but also because of the income of pedagogical and research work (40%-60%) it makes. The research work enables teachers qualitative work and their lectures base on knowledge, enriched by scientific and technical experiences. This is accomplished in lecture rooms and well-equipped laboratories.

UM FERI possesses an Gigabit network with a capacity of 1 Gb/s between single buildings and 100 Mb/s inside the buildings. This network is incorporated into the University network and connected to the world networks through the Computer Centre of the University of Maribor. The faculty has approximately 150 working stations (HP, Sun. SGI) and 400 personal computers.

Employment Service of Slovenia is an independent legal entity with public institute status. It was founded on the basis of Article 61 of Employment and Unemployment Insurance Act. As determined by the statute adopted by the Administrative Council of ESS, the main office is situated in Ljubljana, Glinška ulica 12.

ESS operates on three levels: the main office, where the management and the head office are located, as well as regional and local offices throughout Slovenia.
