The partners are aware of diffficulties related to unemployment and which are increasing during the time. The knowledge obout the gap among declarative and entire problems of unemployment will be the challenge on which this partnership will try to create a new access and instruments for »quick and geographical friendly action«.

In coopertion with unemployed people we would like to develop an stohastic model of instruments which will enable implementation of good practices in different region in Slovenia and in Europe.

The partners united within the framework of this partnership are active on the social, entrepreneurial, educational and public area of labour market.

The most important goals of this partnership are:

1. to develop and to implement the new acces into initiation for a quick insight in the problems of unemployment – influence on quick respond of unempoyed people
2. development and implementation of original and simple approach to asure the quality of awareness about the circumstances on labour market -
3. development and implementation of different possibilities how to keep company on creative way
4. united action of partners in purpose to enable better condition for entry on labour market - to create programms for empirical trainings
5. to develop introduction training for cultural management and management of international voluntary work
6. creating the virtual comunication place for exchanging experiances and problems between unemployed people
7. implementation of IT training lectures – how to use information technologies on public places
8. to establish interregional »Laboratory« - testing the ideas
9. to organize an professional network with excercising systematic trainings for mentors, advisors and other
10. forming and using the keys of success – valuation capability for solving problems
11. to increase accessibility to information and knowledge for target groups with forming mobile tims - instrument for »quick and geographical friendly action«
12. to offer some criticism and proposals on government employment policy

SBDS was established two years ago and represents a unique organization, which deals with the characteristics of other trade unions.

The goal of SBDS is to connect and unite the individuals by way of carrying out the activities, which assure the following:
- economic and social status that would be in accordance with international conventions and the constitution of the Republic of Slovenia
- national legal right on unemployment which would last as long as the employment is regained irrespective of age, gender, religion, race, medical condition, disability
- right to receive financial support irrespective of the individual’s social-economic status
- solidarity
- easier access to professional education and training

Areas of activities, which we already carry out in four regions in Slovenia, are:
- re-establishing the conditions for cheaper and healthier living
- training and counselling
- stimulation of the positive and creative view for the cultural goods
- forming and performing various projects of developmental and social import

The advantage of SBDS lies in the united energy of the population of unemployed, by way of uniting the potentials of the individuals and creating the additional value during the time of unemployment.

Regional Development Centre is a non-profit and non-government business organisation, with the overall development of the Zasavje region as its main objective.

Within these years RDC has prepared some crucial regional development documents, above all development strategy Zasavje 2000+ and Regional Development Plan for the period of 2001-2006. RDC initiated several development mechanisms provided for promotion of human resources, economy and environment and established good relations with similar development institutions all over Europe.
RDC covers three main different fields of work:
• Human Resources
• Economy and
• Environment and Spatial planning.

The field of human resources tackles high rate of unemployment and the problem of brain-drain. In order to accelerate development of regional economy RDC established a wide network of financial as well as non-financial support for entrepreneurs such as technology centre, business incubator and consultancy. In the field of environment and spatial planning the main issues have been related to coal-mining and energetics.
