Development partnership will evolve new instrument for human resource management- coaching. With this instrument we can help people to evolve their personal potential optimally and take advantage of resources to achieve certain goals. On the other hand coaching is a great help at implementing changes and hence creating conditions for personal growth.

The relevance of this partnership is stressed by creating adequate circumstances for human resource development. In this way active domestic business subjects will evolve to internationally competitive and successful organizations.

Development partnership will establish positive relationship to life long learning, enable continual personal growth, easier implementation of changes, better effectiveness of enterprises and not last but least better self image of employees.

The main executors will be open minded employers that by help of the state, local government, trade unions, employment agencies and non governmental organizations will enable permanent education and qualification for older people to integrate and reintegrate in the new working processes.
A special attention will be given to the development a culture of the long life learning.

The objective of the development partnership is to prevent unemployment and preserve work places for older people. This means that the structural unemployment will be reduced.

Development partnership wants to achieve qualification of trainers of labour fund to do the coaching process.

In conclusion, the main objectives of the development partnership are qualification for coaching for trainers of the labour funds, representatives of the middle management and execution of coaching for older workers.

The Zasavje Labour Fund is one of the measures of an active employment policy aimed at prevention and decrease of unemployment.
The Zasavje Labour Fund helps the unemployed by:
- offering help at preparing the individual plan for further vocational career and up-graded education
- defraying the costs of educating and training, including travelling and other expenses made when searching for an employment
- offering administrative help, legal and business consultancy and different training courses

The employers are offered:
- help at preparation of HR strategy
- help at gaining new qualifications for redundant workers.

Regional Development Centre is a non-profit and non-government business organisation, with the overall development of the Zasavje region as its main objective.

Within these years RDC has prepared some crucial regional development documents, above all development strategy Zasavje 2000+ and Regional Development Plan for the period of 2001-2006. RDC initiated several development mechanisms provided for promotion of human resources, economy and environment and established good relations with similar development institutions all over Europe.

RDC covers three main different fields of work:
• Human Resources
• Economy and
• Environment and Spatial planning.

The field of human resources tackles high rate of unemployment and the problem of brain-drain. In order to accelerate development of regional economy RDC established a wide network of financial as well as non-financial support for entrepreneurs such as technology centre, business incubator and consultancy. In the field of environment and spatial planning the main issues have been related to coal-mining and energetics.
