The partnership will help to mobilise the sources to support lifelong learning in the working environment of vulnerable groups. Establishing partnerships for lifelong learning of vulnerable groups in companies, employing the disabled, will enable the potential contractors of lifelong learning, which are nowadays rarely interconnected, to integrate into the learning environment.
Already in the preparation phase, the partnership and transnational connections will enable the transfer of elligible knowledge from the other members of the EU into our environment. The partnership will create conditions for increasing the influence and power of all the DP actors and also for vulnerable groups, which are the target group of DP.
Our population consists of predominantly elderly underqualified employees in the companies employing the disabled.
According to the analysis of the Ministry of Labour, Family and Social Affairs from 2003, conducted on the employees of 151 companies for the disabled, 54% of all employees have completed less than vocational school. Our DP will not influence the younger groups directly, but indirectly. In the working environment, the older generations will influence the younger ones, and similar phenomenon will occur in the family environment. The DP will of course include at least 50% women on all levels.
With the selection of partners for lifelong learning from different sectors (education, employment, rehabilitation) and with rich experience, we will be able to offer a broad and interdisciplinary approach, with which we will be able to pursue the goals of DP and ensure added value for the development of policies on a national and local level.

Objective

The basic objective of the DP is to establish conditions for the implementation of the model of lifelong learning for vulnerable groups.
The goals of our DP are:
•To establish the level of coordination of the practices, which have been implemented by individual partners in the field of education
•To form common values and views on the importance of employee education in general, and particularly the disabled, elderly and the underqualified in the companies employing the disabled
•To reach agreement (on the basis of experience for other implementations of educational programmes in companies employing the disabled), that only a “content” employee can be successful and can create added value to the company

The programmes of lifelong learning will be implemented in those companies for the disabled that will be prepared to cooperate as beneficiaries of developmental activity of DP. Already in the phase of motivation for active participation, results from the field of lifelong learning from abroad will be included. The presentation of advantages and positive results of the Slovene and foreign good practices is a good opportunity to change opinions, points of view and behaviour in order to establish the culture of lifelong learning.

The process-oriented innovation will include:
- improvement of the existing methods, enviroments and approaches for abolishing functional illiteracy;

Goal – oriented innovation:

- when, in case of an effective approach, the DP will suggest to the political and institutional structures solutions in the direction of greater emphasis to the functional literacy also in the annual and middle term development programmes, increasing of founds for this area, creating new educational and vocational areas in the field of increasing functional literacy and lifelong learning, creation of new expert profiles and specialisations (bachelor study or higher, functional training for work in this chalanging field, etc.)

The vulnerable groups will be represented in the DP by organisations and companies for the disabled. This will enable them to use their influence and power and express their needs and interests, cooperate in the creation of solutions and programmes, as well as their implementation.
The implementation will be constantly supervised by means of methodes of internal and external evaluation. They will equally cooperate in the development of the operative programme of DP in the preparatory stage and its evaluation. They will also have an important influence after completion of DP.
The vulnerable groups will participate in the activities during the interventions of DP in companies for the disabled. By means of individual and group work, they will cooperate in the creation of approaches in all stages of DP, as well as in finding solutions to the functional illiteracy and damaged psycho-social conditions. In this way, the solutions and actions in the field of encouragement of lifelong learning and inclusion into policies and practise, will have a more long-term effect.

In all phases and procedures of DP, decisions will be made, based on teamwork and equal vote of every member, regardless of their size or sector.

RACIO SOCIAL, Institution for Development of Social and Employment Programmes, was established after the transformation of Racio, Human Capital Development Company Ltd. The company Racio has more than 15 years of experience in the field of research, counselling and education for individuals, enterprises and local communities.
In 2001 RACIO SOCIAL has been established for the needs of developing and performing the active employment policy programmes, programmes for training and employment of unemployed person (particularly people who are difficult to employ and the disabled), social care and other development programmes.
As a non profit subject we are a distinguished and successful implementer of public work programmes in a part of the Savinjska region and of counselling for career development of the young people, especially those who come from underprivileged families. Racio Social is also the provider of social care programme – Family service.
In collaboration with the Deaf and Hard of Hearing Clubs Association of Slovenia and the Employment Office of Slovenia we provide, after successful experimental adjustment, active labour employment policy programmes for the deaf and hard of hearing people.
In 2004 we performed project for equal possibilities called "How can a disabled woman use her personal and professional potentials".
As a partner in PHARE 2000 we performed the project: »Social Care-employment opportunity« and in PHARE 2001 the project: "Education and training of human resources management in companies for the disabled." In 2004 we were chosen, together with partners, for the implementation of the project:»Analytical bases for the model of human resources development in companies for the disabled« (PPFII).

Animacija d.o.o., private organization for adult education was founded in1989. We have experiences with:
• informing, motivating and animating youngsters, women and other unemployed to develop their personal and professional path

DART is a limited company which has since its establishment been implementing programmes from the field of human resources development, development of entrepreneurial culture in specific target groups (women, young people), and development of innovative employment programmes for the target groups of the rural population. With proper acting, the Association, which was established on 1970, achieved fulfilling of several things, considering not just health area, but also on areas such as economic reliefs, rehabilitation and education, living and social life are. The association itself also developed some specific possibilities to help people with muscular dystrophy. In association people with muscular dystrophy are expressing their creative interests and with help of association they are turning into reality.
Besides, the association is independently carrying out some special social programs and some of them could be classified as remarkable achievement on the field of disability. For instance, that is association-s mobile and health care service, which both assure people with muscular dystrophy proper mobility and care.
Other important characteristic of Muscular Dystrophy Association of Slovenia is its consider not only for their members but for general improvement of Slovenian government politics concerning disabled. Settled general life condition and friendly surroundings without architectural and other obstacles are preconditions for greater social integration of Slovenian disabled people and in this way.
Furthermore there are also other emphasises in association such are informative role, education, technical facilities, sport, recreation and also some of free time activities.

The company IP Posočje was established on 22nd July, 1999, and it acquired the status of a company employing the disabled on 25th January, 2000 for the programmes of sewing and cleaning of textile, forestry works, metallurgic activity, plastic design and production of ceramic products. In the first phase of the company's development, the programmes mentioned are tied exclusively to services for the founding companies of the IP Posočje company for the disabled. The professional idea is based on gradual separation and independence of specific programmes (phase II) and humanisation of the work of the disabled, since there are some works involved which are less appropriate for the disabled.
The vision of the company IP Posočje is to become known on the local and national level as the holder of the development activity, training and employment of the disabled and persons with limited working potentials.
The basic activity of IP Posočje is training and employment of people with disabilities in the Zgornje Posočje Region. The training is connected with the appropriate expert treatment for integration and reintegration of the disabled into the working environment.

At the moment, the activity of Posočje d.o.o. includes three areas, namely:

- implementing services in various operational processes of the members and other business partners, which means selling services
- workshop activity, where various installation works are carried out, predominantly for the needs of electro-metal processing industry. Mainly, the components are composed and processed, rather than produced. Mostly, easy physical work is involved, which are generally appropriate for people with disabilities. That is why the disabled represent a considerable share of the employees.
- We have the status of an authorised implementor of vocational rehabilitation in the North Primorska Region.

Institute for Rehabilitation of the Republic of Slovenia was founded in 1954 as the Institute for Rehabilitation of Disabled Persons. In 1993 it was reorganised into a Public Health Institute – Institute for Rehabilitation, and the founder was the Government of the Republic of Slovenia.

The Alliance of Companies Employing Disabled People of Slovenia (ZIPS) was established in July 1991 as a result of the final restructuring of the former Association of Companies Employing Disabled People of Slovenia. The Association's predecessor was the Business Alliance of Workshops Employing Disabled People of Slovenia, which was set up in 1980 as an organised affiliation of companies employing disabled people with the view to achieving common goals as well as specific objectives. Since that time the Alliance has fully established and confirmed the idea that even severely disabled people may be employed under specific conditions and terms, and consequently successfully integrated into commercial programmes, which continue to be supported by a minimum 20% share of public funds in the form of various types of economic relief – an integral part of social economy, becoming more and more clearly defined in the European Union due to comprehensive social integration of people with disabilities.
There were 10 original founders of ZIPS; today there are 94 companies employing disabled people in total, which are businesses with the status of companies employing disabled people. The ZIPS implements the following key tasks:
• regulation of general and common issues in the area of training and employing people with disabilities in the companies employing disabled people;
• examination and promotion of specific social activities and other forms of social security for disabled people in regular employment or in training;
• concern for further specialist education of both disabled people as well as other employees, with particular emphasis on management and administration of companies employing disabled people;
• liaising between the planning and expedience of operations and development of the companies employing disabled people as well as introducing state-of-the-art technologies;
• joint representation before national authorities with regard to the regulation of status, economic relief and obtainment of funds;
• creation and introduction of new product lines, and planning of a common market policy;
• implementation of services in legal operations on behalf of either individual or several founders.
ZIPS represents a voluntary affiliation of businesses which have been granted the status of companies employing disabled people by the Government of the Republic of Slovenia. After the adoption of the Vocational Rehabilitation and Employment of Disabled Persons Act such status shall be granted to companies by the Ministry of Labour, Family and Social Affairs.
With their monthly contributions, the founders of ZIPS alone provide the funds for the running of ZIPS.
The ZIPS bodies are the Board, made up of directors of individual founders, the Chairman and the Company Secretary.

The Federation of Disabled Workers of Slovenia unites:

- disabled workers:
- of the first category; if they can no longer carry out organised profitable work or if they have a defined status of occupational disability but have no remaining capacity for work;
- of the second category; if ability to carry out an occupation is reduced by 50% or more;
- of the third category; if they can no longer carry out full time work with or without prior occupational rehabilitation but they can carry out certain work at least part-time or if their ability to carry out an occupation is reduced by less than 50% or if they can still carry out their occupation on the full-time basis but can no longer carry out work at the work place to which they are placed;
and other people with disability
who do not have the status of disabled workers but are due to acquired or inborn disabilities and impediments conditioned or caused by the physical and social environment unable to satisfy partly or completely the needs of a personal, family and social life in the environment in which they live and work.

In 69 associations there are 37,662 disabled workers and 13,179 people with disability without the status of disabled workers.

The tasks of the Federation of Disabled Workers of Slovenia are:

1) to offer help in asserting the needs of disabled workers in the field of health protection, medical and social rehabilitation, upbringing and education, training, employment, housing, social security, culture, sports and recreation;
2) to raise public awareness by using public information means to inform the public of the problems of disabled workers;
3) to take part in the formation of system solutions for disability protection, to propose, encourage and support the measures of competent bodies and professional institutions for the development of social concern for disabled workers and to monitor the realisation of the agreed protection;
4) to integrate and harmonise the work of its members, to provide them guidelines, expert knowledge and international findings and to cooperate professionally as the umbrella national disability organisation in the formation of individual special social programmes;
5) to publish publications and professional materials;
6) to ensure advocacy and create possibilities for self-help and charity to people
with disability
7) to strengthen international ties in the field of activities of the Federation.

The Federation realises its tasks at the international, national, regional and local levels.

The goals of the Federation of Disabled Workers of Slovenia are:
- to assert human rights for people with disability,
- to integrate people with disability in the society and to participate in
everyday life,
- non-discrimination of people with disability,
- to encourage people with disability to rely on their own capacities and abilities,
- independence of people with disability as the users of services,
- economic, social, health and legal protection of people with disability,
- social justice and equal opportunities for people with disability.

TURTLE, Company for training and employment of handicapped persons, has grown out of a small TURTLE, established in 1991 by Sožitje – Association for mentally handicapped in Slovenia following the suggestion of the Employment office. It was found with an intention to train slightly mentally and often also physically handicapped young people.
TURTLE company has been successfully training handicapped people for already 13 years. Due to the constant search of employment possibilities for handicapped people, TURTLE has become a company with very complicated organizational structure combining many different areas in 14 company units in different parts of Slovenia, each in its own way important for handicapped people to be involved in.
Company has its special mission and is therefore looked upon by supervisory board consisting of: three representatives of the founder – Sožitje, a representative of an Employment office and a representative of a company.
They are well aware of highly demanding and multidisciplinary process of training handicapped persons and of the fact that the future development of the company depends on the quality of their products and services. Considering experiences of several years they decided to stand for a public tender of Employment office, and they had been chosen to carry out new and some improved programmes for professional rehabilitation of handicapped persons in profit and nonprofit programs/departments.
